The Curriculum Implementation Division (CID) strengthened its response to pressing concerns on learner performance as it convened its Monthly Coordination Meeting for July.

CID Chief Marma Capellan led the meeting and outlined the divisionโ€™s priority programs, activities, and interventions for the month. The discussions focused on addressing concerns on learning outcomes, particularly those revealed by the latest literacy and National Achievement Test (NAT) results.

The meeting brought together Education Program Supervisors and Division Coordinators to examine current curriculum challenges, align program implementation, and identify immediate actions to support schools in improving learner achievement.

Schools Division Superintendent Joel E. Caolboy joined the CID team and inspired the supervisors to remain focused and responsive amid the growing challenges in curriculum implementation.

Caolboy emphasized the crucial role of Education Program Supervisors in turning assessment data into concrete and targeted interventions. He encouraged the team to strengthen technical assistance, intensify monitoring, and work closely with school leaders and teachers in addressing identified learning gaps.

With the latest literacy results demanding urgent and coordinated action, the CID reaffirmed its commitment to ensuring that programs and interventions directly respond to the needs of learners.

To further strengthen instructional leadership and ensure continuous professional development for education leaders, the Schools Division Office of Masbate officially commenced the Development of Learning Resource Package for Public Schools District Supervisors (PSDS) at Trioโ€™s Lake Resort in Palani, Balud, Masbate.

The activity forms part of the Quality Assured Professional Development (QAPD) Program for Teachers and School Leaders, which aims to strengthen the capacities of curriculum leaders and equip district supervisors with appropriate learning resource packages to effectively utilize assessment data and implement developmental interventions in schools.

The workshop was spearheaded by the Curriculum Implementation Division (CID) under the leadership of CID Chief and Lead Proponent, Marma Capellan, together with the development team composed of Education Program Supervisors Christopher Alvarez and Jeric Cabug, Public Schools District Supervisor Paul Jowen Blancaver, Senior Education Program Specialist Gerald Olivar, and Education Program Specialist II Jobert Bonita.

In her message, Capellan emphasized that the professional development program for Public Schools District Supervisors is a strategic initiative designed to help educational leaders navigate the rapidly changing educational landscape while continuously providing technical assistance and support to schools.

โ€œThe role of our district supervisors has become more dynamic and demanding. This professional development initiative seeks to empower them with the necessary knowledge, skills, and resources to effectively respond to emerging challenges and deliver responsive technical assistance to schools,โ€ Capellan stressed.

The Curriculum Implementation Division (CID) successfully conducted its Monthly Coordination Meeting to discuss key operational concerns, align targets, and strengthen the implementation of programs and projects across the division.

The meeting focused on the adjustment and alignment of the Office Performance Commitment and Review Form (OPCRF), Individual Performance Commitment and Review Form (IPCRF), and corresponding Action Plans to ensure that all targets and deliverables remain responsive to the divisionโ€™s goals and priorities.

Participants also discussed the identification of non-negotiable monthly activities based on approved action plans. This initiative aims to ensure the timely implementation of priority programs and maintain consistency in the delivery of services and technical assistance to schools.

The team likewise reviewed updates on current reforms, policies, and directives from the Department of Education. Discussions highlighted the implications of these developments on program implementation and the need for continuous alignment with national and regional priorities.

To further strengthen field operations, the division engaged in planning and organizing monitoring teams, including discussions on the preparation and utilization of monitoring tools and materials such as packets and School Assessment Sheets (SAS). The activity sought to enhance the quality and efficiency of monitoring visits and technical assistance activities.

During the open forum, members raised other concerns, including the submission of monitoring reports and other administrative requirements necessary for effective program management.

The meeting concluded with a renewed commitment among CID personnel to work collaboratively, uphold accountability, and ensure the successful implementation of educational programs and initiatives that support improved learning outcomes for all learners.

The Curriculum Implementation Division (CID) of the Schools Division Office of Masbate Province intensified its push for stronger and more responsive school support systems through the conduct of the Finalization of the Monitoring and Evaluation Tool for Intensified School Technical Assistance on May 21 at Mobo National High School.

The initiative gathered education leaders, supervisors, coordinators, and school heads in a collaborative effort to refine a unified monitoring mechanism that will enhance the delivery of technical assistance across schools in the division.

The activity focused on strengthening reporting systems, aligning indicators with existing DepEd standards and frameworks, and ensuring that interventions provided to schools are needs-based, measurable, and responsive to curriculum implementation concerns.

CID chief Marma Capellan emphasized that the finalized tool is expected to improve consistency in monitoring processes and support evidence-based decision-making in schools and districts.

โ€œThis workshop also forms part of the divisionโ€™s continuing commitment to quality assurance and institutional strengthening anchored on accountability, efficiency, and improved learner outcomesโ€, Capellan added.

The Schools Division Office of Masbate Province convened teachers, supervisors, and learning resource developers for the finalization stage of the Material Development/Writeshop on Remedial Reading Instructions Across Learning Areas on May 13 to 14 at Kalinaw Beach House, Palani, Balud, Masbate.

The writeshop focused on refining contextualized remedial reading materials aimed at strengthening literacy intervention across learning areas under the Revised K to 10 Agenda and ARAL Program.

The initiative reinforces the divisionโ€™s commitment to addressing reading gaps and improving literacy outcomes among Masbateรฑo learners.

Schools Division Office of Masbate Province formally welcomed School Governance and Operations Division (SGOD) Chief Mark Anthony H. Rupa as the Officer-in-Charge Assistant Schools Division Superintendent during the flag-raising ceremony on Monday morning.

OIC Schools Division Superintendent Joel E. Caolboy personally introduced and congratulated Rupa before the employees of the division, citing his years of service and dedication in the department since his early days as a classroom teacher.

In his message, Rupa expressed gratitude to the employees, internal and external partners, and stakeholders who continuously supported and trusted him throughout his professional journey.

โ€œI consider this designation as a shared responsibility. This designation carries expectations and great responsibility, and I am ready to serve with commitment, dedication, and integrity,โ€ Rupa said.

The designation marked another milestone in Rupaโ€™s long years of service in the division, where he previously served as SGOD Chief and handled various governance and operations initiatives.

Meanwhile, Atty. Melody Vargas was also designated as the Officer-in-Charge Chief of the School Governance and Operations Division.

To strengthen program implementation and improve curriculum delivery in schools, the Curriculum Implementation Division (CID) of the Schools Division Office of Masbate conducted the CY 2026 Program Implementation Review and Performance Assessment (PIRPA) on Wednesday, May 6, at Unica Hija Resto Bar, Boulevard Extension, Masbate City.

The activity gathered education supervisors and CID personnel to review the implementation of programs, projects, and activities across various learning areas and special programs.

Participants presented accomplishment reports, discussed implementation concerns, and identified strategies to further improve program performance and basic education services in the division.

MILAGROS, Masbate โ€” OIC SDS Joel E. Caolboy reminded education leaders to uphold the law without bias, citing the principle โ€œdura lex sed lex,โ€ during a two day coordination meeting of the Curriculum Implementation Division.

Department of Education officials from the Curriculum Implementation Division gathered on May 4 to 5 at Winters Farm for a strategic session that focused on field updates, program alignment, and leadership roles in addressing learning gaps.

Caolboy addressed recurring concerns from the field and stressed the role of Public School District Supervisors and CID personnel in delivering quality education. He pointed to the urgency of responding to the current learning crisis through stronger management and effective learning delivery.

โ€œDura lex sed lex. The law is harsh, but it is the law. In our service, we do not personalize decisions. We act based on mandate,โ€ Caolboy said.

He also raised issues related to hiring and promotion. He said these concerns are under review and that concrete actions are in place during his six month term to correct irregularities and restore trust.

Key program updates were presented during the meeting. Martin Espayos discussed developments on the strengthened Senior High School program. Helen V. Titong led a detailed clarification on the ARAL summer program, focusing on implementation guidelines and expected outcomes.

The meeting also covered updates and whereabouts across districts to ensure coordination and alignment of initiatives.

Meanwhile, the CID Association elected a new set of officers. Rene Atibagos was elected president. The oath taking was administered by Caolboy, marking the start of a new leadership cycle within the association.

The activity reinforced accountability, coordination, and compliance as core principles in advancing the divisionโ€™s goals.
