: The Regional Gender and Development (GAD) Training-Workshop on the Use of GAD Analysis and Tools in Agriculture, Aquatic and Natural Resources (AANR) and HEI's Program and Project Management successfully conducted on May 26-27, 2026 at DEBESMSCAT College Function Hall, Cabitan, Mandaon, Masbate.
The activity was organized by the Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD) in partnership with DEBESMSCAT, the workshop further built participants’ capacity to embed gender-responsive strategies across AANR programs and higher education projects.
The day opened with Dr. Elreen A. Delavin, Vice-President for Academic Affairs, DEBESMSCAT Gender Specialist, PCW National GAD Resource Pool Member, Education Expert Member who discussed the gender issues and GAD Policy Imperatives underscoring key takeaways and group discussions.
Dr. Blesshe L. Querijero, Gender Specialist and member of the Philippine Commission on Women (PCW) National GAD Resource Pool, and an expert on fisheries and gender under the DOST-PCAARRD Experts Pool, led a session on using the Harmonized Gender and Development Guidelines (HGDG) Program Implementation, Monitoring, and Evaluation (PIMME) Checklist in project work.
The workshop gathered GAD focal persons, institutional representatives, and program leads from DOST Masbate, DTI Masbate, Partido State University, Camarines Norte State College, Camarines Sur Polytechnic Colleges, PhilRice Bicol, Philippine Coconut Authority–Albay Research Center, Catanduanes State University, BCAARRD, and DEBESMSCAT.
Dr. Arnel B. Millesca, DEBESMSCAT SUC President III, closed the workshop by calling on institutions to make gender-responsive governance a lasting practice—integrating GAD principles into policies, budgets, and everyday program operations. He extremely thanked the strong collaboration among partner agencies and resource persons, and thanked all participants for their active engagement and commitment to fostering more inclusive, equitable development across the bicol region.

This International Women’s Day for Peace and Disarmament, we recognize and celebrate the women who continue to lead with courage, speak with purpose, and work tirelessly for more peaceful and inclusive communities. From homes to classrooms, from communities to institutions, women continue to prove that compassion and understanding are powerful forces for change.
As we stand together in solidarity, may we continue to create spaces where women are heard, respected, and empowered to lead without fear or discrimination.
Because when women are given the opportunity to thrive, peace become so stronger, communities become kinder, and the future becomes brighter for everyone.

We often get caught up in the rush of life, forgetting that our "ordinary" days were built on her "extraordinary" efforts. Motherhood is a masterclass in multitasking, a marathon of patience, and a constant outpouring of unconditional love. CABITAN, MANDAON, MASBATE | The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology successfully concluded the meaningful awarding ceremony that recognized the outstanding achievement within the institution. It served as a platform to honor individuals who have exemplified excellence and commitment in gender equality and inclusive society.
The highlights captured in this momentous event showcase the pride and joy of the awardees whose achievements stand as a testament to their dedication and passion. The activity was further graced by the presence of dynamic key officials including of Dr. Arnel B. Millesca, Dr. Elreen A. Delavin, Dr. Erwin H. Malto and Dr. Rodolfo B. Burac Jr., and Dr. Joey V. Pardeño who served as congratulatory panel. Their constant support made the ceremony even more memorable.
The DEBESMSCAT reaffirms its strong commitment to Gender and Development. This ceremony reminds us that when women lead with courage, wisdom, and heart, they inspire communities, break barriers, and leave a lasting legacy. Truly, these awardees embody the spirit of "Lead Like the Babaylans, Filipinas!".

𝐅𝐈𝐍𝐀𝐋 𝐋𝐄𝐀𝐃: 𝐃𝐄𝐁𝐄𝐒𝐌𝐒𝐂𝐀𝐓 𝐒𝐭𝐚𝐧𝐝𝐬 𝐔𝐧𝐢𝐭𝐞𝐝 𝐢𝐧 𝐏𝐮𝐫𝐩𝐥𝐞 𝐟𝐨𝐫 𝐂𝐡𝐚𝐧𝐠𝐞
The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology, through its support of Gender and Development Services Unit successfully participated in the nationwide campaign of wearing purple every Wednesday as part of the celebration of National Women's Month 2026. This activity aimed to raise awareness and show solidarity in promoting gender equality, women empowerment, and inclusivity within the institution and the community.
It was participated by the faculty members, administrative staff, and students wore purple attire during Wednesday of March as a symbol of support for women's rights and recognition of the vital role of women in the society. The color purple, knowns globally as the color of justice, dignity, and equality that served as a visible reminder of the institution's commitment to uphold gender and development ideals.
Anchored on the theme, "Lead like the Babaylans, Filipinas!", this initiative underscored the vital role of women as leaders and agents of change. It also recognized the historical contributions of the babaylans as embodiments of strength, wisdom, and leadership. It was supports to the attainment of the UN Sustainable Development Goals which notably in SDG 5, Gender Equality; SDG 4, Quality Education; and SDG 10, Reduced Inequalities which sought to achieve equality, values formation, and inclusive participation in the academic environment.
This activity resulted in increased awareness and promote engagement of the personnel in the academic institution. It also strengthened the institution's commitment to mainstreaming gender and development initiatives into its programs and related activities. Indeed, DEBESMSCAT remains devoted to sustaining such initiatives in alignment with national mandates and global development objectives.
