Alam mo ba na ang Mariveles ay hindi ipinangalan kay Maria Velez… at hindi rin galing sa “Five Fingers” ang dating pangalang Kamaya?

Ang Kamaya ay salitang Austronesian na ang ibig sabihin ay kamagong (ironwood)… simbolo ng tibay at lakas.

Pinalitan ito ng Kastila sa Mirabilis… Latin for marvelous, wonderful, majestic… dahil sa pambihirang ganda, yamang-dagat, likas-yaman, at mahalagang puerto ng lugar.

Bago pa maitayo ang kumbento ng Sta. Clara noong 1621… nakatala na sa mapa noong 1616 ang pangalang Mariveles.

At noong 1757…
Ang Mariveles ang naging unang kabisera ng Bataan.

Hindi lang pangalan ang Mariveles…
Isa itong pagkilala sa isang lugar na tunay na pambihira.

COREGIMIENTO DE MARIVELES

Sa Pagsasaliksik ni Enrique V. Liloc

Ayon sa mga matatanda ng bayang ito, noong dakong ika-labing anim na siglo (1600), ang Mariveles ay isa pa lamang nayon na kung tawagin ay CAM-AYA (salitang Pagnan) na ang ibig sabihin sa wikang Pilipino ay "Kaaya-aya," "Matahimik," o "Mapayapa."

Noong bago-bago pa lamang ang pananakop ng Espanya sa Pilipinas, ang Mariveles ay ginawang isang pangunahing himpilan ng panghukbo ng mga Kastila upang bantayan at harangin ang lahat ng sasakyang dagat buhat sa ibayo bansang papasok sa loob ng Maynila. Tinatawag nila itong COREGIMIENTO DE MARIVELES, na ang ibig sabihin ay alkalde o lalawigan ng Mariveles na sumasaklaw buhat sa bayan ng Morong, hanggang ilog ng Lubao. Ang isla ng Corregidor at Maragundon ay karagdagang distrito ng Corregimiento.

Nang maging Gobernador Heneral sa Pilipinas si Pedro Manuel Arandia na buhat sa Espanya, itinaguyod niya ang lalawigan ng Bataan at ang Mariveles ay naging isa na lamang karaniwang bayan ng lalawigan ng Bataan.

Ang mga dayuhang buhat sa kalakhang Asya at sa Europa ay naging kanlungan ng kanilang sasakyang dagat ang look na ito na tinatawag ngayong Mariveles Harbor. Sinasabi rin na sa look na ito naganap ang mabangis na digmaan ng hukbong Olandes at Kastila noong 1612, na dalawang ulit na ipinagwagi ng hukbong Espanya.

CORREGIMIENTO

Ano ba itong tinatawag na Corregimiento de Mariveles? Ano ba ang katuturan nito sa iba't ibang pisikal o kasaysayan nito at sa kasalukuyan ng Mariveles?

Ang Corregimiento ay binabanggit sa The Filipino Nation (pahina 45) na sinulat nina Tubangui, Bauson, Foronda Jr., at Museo sa pamagat na Local Administration, na ang kahulugan ng salitang Corregimiento o alkalde ay lalawigan. Binabanggit din dito na sa panahong iyon, ang Pilipinas ay nahahati lamang sa dalawang dalawampung Corregimiento o lalawigan, at ito ay ang mga sumusunod:

"Manila, Cagayan, Ilocos, Pangasinan, Pampanga, Laguna, Balayan, Calilaya (later called Tayabas), Camarines, Cebu, Panay, at Masbate (administered from Nueva Caceres). Mindoro was under the jurisdiction of Balayan; Mindanao under Cebu; Marinduque belonged with Calilaya to a separate district."

Pagpapakilala ng Sumulat

Ako si Enrique Liloc y Victoria, ay ipinanganak noong Hulyo 15, 1920 sa Kalye Washington (A. Bonifacio St. ngayon) sa Poblacion, Mariveles, Bataan. Ako ay isa sa mga anak ng mag-asawang Modesto at Macaria. Ang lolo ko sa ama na si Norberto ay buhat sa bayang-luma ng Nasugbu, Batangas na napadpad sa Mariveles noong batang musmos pa. Dito sa Mariveles siya lumaki kasama ang dalawa niyang kapatid na sina Fideline at Benito. Dito rin sila nag-asawa at nagkaroon ng sariling hilagang pamilya.

Ang aking ina ay anak ng pamilyang Victoria - Agustin sa San Isidro, Malolos, Bulacan na napadako dito sa Mariveles noong panahon pa at napangasawa si Modesto, na aking ama.

Ang pamilya namin ay mahirap na mangingisda lamang, kaya ako ay hindi nag-aral ng mga magulang ko sa ibang bayan. Ako noong kabataan ko ay hanggang ika-pitong grado lamang ang paaralan dito sa Mariveles. Noong 1952, ay itinatag ni Gng. Elisa Llamas ang kauna-unahang high school dito na ang pangalan ay Mariveles Institute, at ako ang isa sa unang estudyante nito. Sa kagalakan kong ituloy ang pag-aaral ko, subalit ang dalawang anak naming magkasunod ay nagha-high school na din kaya ako na ang tumigil sa pag-aaral. Nag-aral na lamang ako sa Correspondence School (ICS) ng kursong Instructoral Engineering Division I.

Noong 1965, nahalal akong konsehal ng bayan; at ng matapos ang termino ko, hindi na muli ako kumandidato. Noong idaklara ni Presidente Marcos na gawing barangay ang mga poblacion ng bayan, 1972, na-numbruhan akong Barangay Captain ng Poblacion ng Mariveles.

Pagpapahayag ng Sumulat

Noong 1973, ako ang nanalo na ABC President ng Mariveles, at naging miyembro ng Sangguniang Bayan hanggang 1972. Noong ako ay isa pang konsehal ng bayan (1967-1970), ako ay natasang sumulat ng maikling kasaysayan ng Mariveles na isasama sa souvenir program sa gaganaping pista ng bayan.

Para sa isang tulad ko na hindi man lamang nakatapos ng mataas na paaralan, ay mabigat na tungkulin ang pagsulat ng kasaysayan ng bayan. Subalit hindi ko tinalikuran ang ganda ng tungkulin bagkus ito ay aking kakayahan—pinilit kong pag-aralan ang laman ng aking utak at matamtiman na unti-unting binuo ang isang napakalaking kasaysayan na ginamit sa souvenir program ng pistang bayan.

Hanggang patuloy ang aking pagsusulat. Sa tuwing may idinaragdag ang unang naisulat na natuklasan ng matatandang taga-Mariveles, ay unti-unti ring nadugtungan at nauuwasto ang kasaysayan. Maayos na nasalarawan sa pamamagitan ng salaysay ang tunay na kaayusan at katotohanan ng bayang Mariveles simula pa noong ika-labing anim na siglo sa pananakop at pang-aalipin ng Espanya, hanggang dumating ang yugto ng unti-unting ibinabandila ng Mariveles ang kanyang tinatanomang pagbabago, kaunlaran, at karunungan.

Tiningnan ng Panginoong Diyos ang lagi kong dalangin na huwag Niyang ipagkait sa akin ang sapat na talino upang lalo ko pang maunawaan at maisulat ang kasaysayan ng mahal kong bayang Mariveles. Umaasa ako na ang mga susunod pang Mariveleño ay magpapatuloy na dugtungan at ayusin pa ang mga kaganapan at totoong muhi pang buhat sa Panginoon Diyos ng bayang Mariveles sa kanyang kabuuan.

Lazaretos or Quarantine Stations in Spanish Philippines
To prevent the spread of disease in the colony brought by sea vessels coming from abroad, quarantine stations were put up in major ports in the Philippines during the Spanish period. One of the earliest was the one established in the island of Corregidor which was in operation since the 18th century.

With the passage of the Organic Law on Sanitation on November 28, 1855 in Spain, strict regulatory measures in land and in ports of entries were observed even in the colonies including the Philippines in order to stem disease and contagion and promote health and sanitation in Spain and its colonies.

During a cholera outbreak in Aden, Batavia, and Kagoshima in 1881, the Junta Superior de Sanidad issued a directive that all vessels coming from infected ports shall undergo quarantine in Punta Limay, Bataan where cleaning, fumigation, disinfection of ships and cargoes, and isolation of infected persons were to be undertaken. If this occurred in the capital of Manila, quarantine of vessels were to be undertaken in the Malecon del Norte. Specific sanitary directives were issued by the Governor General on September 12, 1881.

On October 17, 1882 during the height of a raging cholera epidemic, Governor General Primo de Rivera created the Junta Superior de Sanidad del Archipielago, under which were created provincial and municipal sanitary councils. Strict border measures that included quarantine of sea vessels in major ports were observed.

On April 9, 1884, a royal cedula created the Directorate of Maritime Sanitation (Direccion de Sanidad Maritima) in the port of Manila to enforce strict quarantine measures in the colony’s port of entries. In the following year 1885, the colonial government established further Direccion de Sanidad offices in the ports of Cebu, Iloilo, and Zamboanga which were busy commercial international ports.

On November 28, 1884, the Governor General mandated that in order to observe strict sanitary measures regarding vessels coming from foreign ports, these ships were to be quarantined in the Lazareto de Mariveles for 10 days if there were no infected cases among the passengers and crew, and 15 days if there were cases. If during the quarantine, an epidemic arises, the vessel will be quarantined for an additional 15 days. Vessels under quarantine were disinfected, fumigated, and its cargoes ventilated. The passengers and their baggages were also disinfected.

Lazaretos or quarantine stations had separate facilities for those with sucio (unclean/infected) certificates which were separate from facilities which were purely observation in nature.

The project for the construction of the improved Lazareto de Mariveles commenced in 1886 when the plans were drawn by the engineer Juan Fernandez Shaw. Later in 1893, complementary projects like a quay made up of stone and another one of palma brava for the lazareto were proposed. In 1895, further construction was undertaken of infirmaries, quarantine wards (cuarentenarios) and a house (casa habitacion) for the secondary medic (doctor). These were drawn by the ayudante (aide) Crispulo de Ocampo y Benigno.

Later in the 20th century, the old quarantine station became home to the Mariveles Mental Ward, a branch of the National Mental Hospital. Today, the old Lazareto de Mariveles still remains to this day although a portion lies in ruins.

Louisa Francis Bilinang, the first Filipino child ever born within the limits of the United States of America, is receiving congratulations in the Negrito headquarters at the World's Fair grounds.

Louisa Francis was born on Tuesday morning at 3 o'clock. She is the daughter of Negrita Bilinang, a little Negrito woman who is only 12 years old, and Nagulang Bilinang, 22 years old.

Nagulang Bilinang is the head of two households. Negrita Bilinang is wife No. 2, and he was married to her about one year ago.

The baby was named Louisa in honor of the Louisiana Territory, and Francis in honor of the President of the world's greatest Exposition. Although Louisa comes of savage or non-Christian parents, she will be baptized in the Christian faith and Secretary of War Taft will be named as godfather.

The Filipino baby is about the tiniest exhibit at the World's Fair. It is less than a foot in length, and weighs a trifle more than three pounds.

The mother is one of the smallest women in the Philippine contingent, being only three feet in height, and weighing about sixty-five pounds.

Negrita Bilinang is the daughter of De Jergey de Sibia, a celebrated savage in the mountains of Lilimbin. His home is in the town of Mariveles, Province of Bataan, in the Philippine Islands.

The Negrito men are allowed as many wives as they are able to support. Some of them have as many as five. The majority of them have only two. — St. Louis Republic.
