Bawal ang baklas-plaka - LTO Chief Tugade

IPINAALALA ni Land Transportation Office (LTO) Chief Jayart Tugade ang mahigpit na pagbabawal sa mga law enforcer at deputized agent nito na magkumpiska ng plaka ng mga nahuhuling sasakyan o ang tinatawag na baklas-plaka.

Sa gitna ito ng mga reklamo ng publiko hinggil sa sinasabing pagbabaklas ng plaka ng mga sasakyang nasasangkot sa paglabag sa batas-trapiko.

Ipinalabas ni LTO Chief Tugade ang paglilinaw sa pamamagitan ng memorandum na nilagdaan nito na tumutukoy sa probisyon ng umiiral nang Joint Administrative Order (JAO) No. 2014-01 na nagsasaad na ang lisensya sa pagmamaneho, student permit, o ang sasakyan ay maaari lamang isailalim sa alarma kung hindi agad maipapataw o mababayaran ang kaukulang multa sa hinuling drayber o sasakyan.

"In all cases where the penalty includes the confiscation, suspension or revocation of a driver's license or student permit as well as the suspension or revocation of the registration of a motor vehicle or impounding the motor vehicle, and the same cannot be immediately implemented, the driver's license, the student permit, or motor vehicle as the case may be shall be put on alarm until the proper penalty may be implemented," saad ng JAO.

Kaugnay nito, binigyang-diin ni LTO Chief Tugade sa kanyang memorandum na ang lahat ng LTO law enforcers at deputized agents ay hindi dapat baklasin ang mga plaka kung hindi ma-impound ang mga nahuling sasakyan.

Tiniyak naman ni LTO Chief Tugade sa publiko na ang central command center ng ahensya ay maagap na makapaghahatid ng impormasyon sa mga tauhan nito sa lansangan hinggil sa mga naka-alarmang sasakyan.

NAGSIMULA nang magproseso ang Land Transportation Office (LTO) ng rehistro ng mga bagong motorsiklo na may makinang 200cc pababa na ngayon ay mayruon nang tatlong taong bisa o validity.

Mahigit isanlibong motorsiklo na may engine displacement na 200cc pababa ang nairehistro sa Land Transportation Management System (LTMS) sa unang araw ng pag-iral ng Memorandum Circular No. JMT-2023-2395 kahapon, Mayo 15.

Ayon kay Land Transportation Office (LTO) Chief Jay Art Tugade, bahagi ito ng pagsisikap ng ahensya na maging magaan para sa publiko ang pagproseso at mga transaksyon sa ahensya.

"Using the LTMS for the registration of these brand new motorcycles demonstrates how both the agency and the public benefit from the digitalization of LTO's frontline services. We must maintain this momentum and expand it to make services for the public easier, simpler, and more convenient," dagdag ni Tugade.

Ini-anunsyo nuong nakaraang buwan ang nasabing polisiya at nakatanggap ito ng mga positibong komento mula sa mga motorista na naniniwalang ito’y makakatulong upang mabawasan ang abala sa pagproseso at gastusin sa taunang pagpaparehistro.

Nauna nang ipinahayag ni LTO Chief Tugade na kumbinsido ang ahensya sa roadworthiness ng mga brand new motorcycle na may engine displacement na 200cc pababa at makatwirang ipatupad ang initial registration na may tatlong taong bisa.

Alinsunod sa dating polisiya, ang mga brand new motorcycle lang na may engine displacement na 201cc pataas ang kuwalipikado para sa tatlong taong bisa ng initial registration.

Digitalization at paperless transactions, palalakasin ng LTO

PINAPAYAGAN na ng Land Transportation Office (LTO) na magamit bilang katibayan ng transaksyon sa ahensya ang mga Official Receipt (OR) na naka-imprenta sa ordinaryong bond paper.

Kaugnay ito ng pagpapalakas ng paperless transactions at digitalization sa lahat ng tanggapan ng LTO sa bansa.

Sa pamamagitan ng Memorandum na nilagdaan ni LTO Assistant Secretary Jose Arturo “Jay Art” Tugade, hindi na magbibigay ng Official Receipt (OR) na nakaimprenta sa espesyal na paper o security paper ang para sa mga transaksyon na idinaan sa Land Transportation Management System (LTMS), online man o over-the-counter.

“In view of LTO Memorandum Circular No. 2021-2295 dated 15 September 2021 which provides that the system shall generate electronic Official Receipt (eOR) for transactions processed using LTMS whether over-the-counter or online, this office has ceased issuing Official Receipts (ORs) printed on security paper for said LTMS transactions,” ayon sa Memorandum.

Inaatasan din ang lahat ng law enforcement officers (LEOs) na kilalanin o tanggapin ang Official Receipts na nakaimprenta sa ordinaryong bond paper.

Batay pa sa hiwalay na Memorandum ni Assistant Secretary Tugade, inaabisuhan ang mga law enforcer na huwag nang obligahing magprisinta ng Official Receipt (OR) ang mga mahuhuling motorista kung nakapagpakita na ng driver’s license nito.

“Considering that said OR is not required to be presented during apprehension, all LTO Law Enforcement Officers (LEOs) and deputized agents are proscribed from requesting the same when the driver’s license card has been presented,”ayon pa sa hiwalay na memorandum.

“We are using technology to avoid any more inconvenience to the motoring public but without sacrificing the efficient enforcement of traffic laws and regulations. We will still look at more effective ways on how our enforcers can do their jobs at protecting our motorists and at the same time maintain road safety,” pahayag ni LTO Chief Tugade.

Bagamat naka-imprenta sa bond paper ang mga Official Receipt (OR), nabatid naman mula kay Danilo Encela, hepe ng Operations Division ng LTO, na gumagamit pa rin sa ngayon ng security paper para sa pag-imprenta ng Certificate of Registration (CR) ng mga sasakyan.

Good News to ALL!!! Mayroon na pong karagdagang validation feature ngaun ang lahat ng OR ng renewal of registration via LTMS. Dahil hindi po naveverify sa 2600 ang updated registration via LTMS, mayroon na po ito ngaung QR CODE na karaniwang matatagpuan sa upper right portion ng inyong OR. Pag ito ay inyong ini-scan, lalabas po ang link para sa updated details of registration nito, (See photo no.2) after clicking the link, mareredirect kau sa portal website ng LTO (LTMS) kung saan makikita ang kumpletong detalye ng inyong rehistro pati narin ang verification ng inyong official receipt (See photo no.3)

Ipinababatid sa publiko na extended ang validity ng rehistro ng mga sasakyan na may plakang nagtatapos sa “9” hanggang sa ika-30 ng Nobyembre ngayong taon.

Alarm tagging ng mga LGU sa mga nahuling lumabag sa batas-trapiko kaugnay ng No Contact Apprehension Policy (NCAP), pansamantalang inalis

LIBU-LIBONG alarma kaugnay ng mga paglabag sa No Contact Apprehension Policy (NCAP) ang pansamantalang inalis upang mapayagan ang pagpaparehistro ng mga sasakyan na naitalang may mga paglabag sa batas-trapiko.

Kasunod ito ng ipinadalang liham ni Land Transportation Office (LTO) Chief Assistant Secretary Teofilo Guadiz III sa mga lokal na pamahalaan na nagpapairal ng NCAP upang hilingin ang pansamantalang pag-alis ng alarma na naka-tag sa sistema ng ahensya na ipinasok ng mga LGU.

“This will allow the renewal of registration of apprehended motor vehicles through the NCAP pending the final Decision/Resolution of the Supreme Court on the matter,” ayon kay Guadiz.

“In the event the Supreme Court will affirm the validity of the same, the alarms shall be re-tagged in our system, and the fines/penalties shall be reflected and/or applied during the next renewal for registration,” dagdag nito.

Ngayong araw ay tatlong lokal na pamahalaan na ang nagpoproseso ng pag-alis ng alarma sa mga sasakyang may paglabag sa NCAP kabilang ang Quezon City (1,190 alarms), Paranaque City (93,083 alarms) at Bataan (7,616).

Ang nasabing hakbang ay may kaugnayan sa ipinalabas na Temporary Restraining Order (TRO) ng Korte Suprema laban sa implementasyon ng NCAP.
