Transforming Justice Behind Bars Through the Integration of Restorative Justice Practices
Jake Delacruz D. Calongcong
Philippine College of Criminology (PCCR) – Graduate School
We proudly highlight another significant contribution to criminal justice scholarship from Volume 2, Issue 1 (June 2025) of the Journal of Philippine Criminology and Criminal Justice Studies.
This research examines how Restorative Justice (RJ) practices are integrated within BJMP correctional facilities in the Greater Manila Area. It focuses on the perceptions of BJMP officers, persons deprived of liberty (PDLs), and community workers. Findings show that while RJ principles—such as repairing harm, accountability, empathy, restitution, and dialogue—are present, their implementation remains inconsistent due to institutional limitations, cultural barriers, resource constraints, and varying levels of awareness across groups. The study emphasizes the need for enhanced monitoring, greater PDL participation, increased institutional support, and stronger policy alignment to fully maximize the rehabilitative potential of restorative justice within correctional settings.
PCAP commends Jake Delacruz D. Calongcong for advancing research on restorative justice and contributing to the national dialogue on humane, rehabilitative, and community-centered correctional practices.

Unraveling the Web of Recidivism: Lived Experiences of Persons Deprived of Liberty in Pagbilao District Jail
Ahries P. Lorca
Philippine College of Criminology (PCCR) – Graduate School
We proudly highlight a compelling contribution to criminological scholarship from Volume 2, Issue 1 (2025) of the Journal of Philippine Criminology and Criminal Justice Studies.
This study offers a profound exploration of recidivism, revealing it not merely as a personal decision but as a cyclical, socially reinforced process shaped by stigma, systemic barriers, and identity conflict. Introducing the Simulacrum of the Recidivism Cycle, the research provides a powerful analytical lens for understanding how Persons Deprived of Liberty (PDLs) navigate reoffending risks and reintegration challenges.
Findings underscore the need for strengthened rehabilitation frameworks and community-based support systems, emphasizing that effective reintegration requires addressing both structural inequalities and individual experiences.
PCAP commends Ahries P. Lorca for advancing discussions on recidivism, rehabilitation, and restorative justice through evidence-informed scholarship that enriches national correctional practices.
