ICYMI: President Ferdinand Marcos Jr. has signed into law the Philippine National Nuclear Energy Safety Act (Republic Act No. 12305), also known as the PhilATOM bill, on September 18, 2025. The measure establishes the Philippine Atomic Energy Regulatory Authority (PhilATOM), an independent agency that will regulate nuclear energy and all sources of ionizing radiation in the country.
PhilATOM will oversee the safe and peaceful use of nuclear science for power generation, health, agriculture, and industry, in compliance with international standards and commitments to the International Atomic Energy Agency (IAEA). The body is tasked to issue licenses, regulate the transport, storage, and disposal of radioactive materials, and enforce penalties of up to โฑ100 million and imprisonment for violations. Unauthorized construction, operation, or decommissioning of nuclear and radiation facilities will also be prohibited.
The law consolidates regulatory functions previously handled by the DOST-Philippine Nuclear Research Institute (PNRI) and the FDA-Center for Device Regulation, Radiation Health and Research (FDA-CDRRHR), which oversees devices like x-rays, linear accelerators, and electron beam facilities. It also requires PhilATOM to work with the National Disaster Risk Reduction and Management Council (NDRRMC) on nuclear emergency preparedness.
Officials described the enactment as a landmark step toward integrating nuclear power into the Philippine energy mix, ensuring dependable electricity supply while strengthening safety, accountability, and environmental protection.

Empowerment of the youth is an issue that Senator Marcos has always been passionate about. In fact, the very first law that he authored as a neophyte congressman in 1992 was the establishment of the Philippine Youth Commission.
Emphasizing that education is an important factor in nation-building, Senator Marcos filed the following bills to improve the state of education in the country :
Senate Bill No. 3106 : Public School Teachersโ Salary Upgrading Act
The bill sought to raise the compensation of public school teachers from Salary Grade 11 or approximately P18,000 a month to Salary Grade 15 or approximately P25,000 a month. The bill was filed to make the minimum salary of public school teachers more competitive other professionals.
Senate Bill No. 2531 : Teachers Education Act of 2010
The bill mandated continuing education for all private and public school teachers in all levels of education. The bill was filed to strengthen the countryโs educational system by supporting its educators.
Senate Bill No. 2532 : First Class Public Schools and Libraries Act of 2010
The bill made it mandatory for all public school libraries to have first class libraries. The bill was filed to promote quality education in public schools.
Senate Bill No. 2188 : Moratorium on the Creation or Conversion of State Universities and Colleges Act of 2010
The bill sought to impose a 3-year moratorium on the creation of new state universities and colleges. The bill was filed to give Congress and the Commission on Higher Education (CHED) more time to assess and upgrade existing state colleges and universities to competitive levels.

Who is Martin Romualdez, and why is he so hard to pin down? His story is as much about legacy as it is about ambition.
Born November 14, 1963, he grew up steeped in politics. His father, Ambassador Benjamin โKokoyโ Romualdez, was Marcos Sr.โs powerful governor of Leyte. His mother Juliette hailed from a landed clan. His aunt is Imelda Marcos, the First Lady of excess.
Educated abroad, Romualdez studied Government at Cornell, earned a management certificate at Harvard, and came home to finish law at UP, passing the bar in 1993. A member of Upsilon Sigma Phi, he joined the same fraternity that produced both Marcos and Ninoy Aquino.
Before politics, he made his mark in media and business, with roles in Philippine Associated Smelting and Refining, the Journal Group of Publications, and as publisher of the Manila Standard. These ventures gave him both influence and networks.
He entered politics in 2007 as congressman for Leyteโs 1st District, served until 2016, lost a Senate bid, then returned in 2019 to become House Majority Leader during the presidency of Duterte. By 2022, with his cousin Bongbong Marcos in Malacaรฑang, he rose to Speaker of the House.
As Speaker, he was both kingmaker and enforcer. He fast-tracked the controversial Maharlika Investment Fund, defended a โฑ1-trillion flood control budget over three years, and presided over what many call the most corrupted budget in Philippine history. He also cut VP Sara Duterteโs OVP budget amid the confidential fund scandal. A move that fractured the MarcosโDuterte alliance and culminated in her impeachment.
Meanwhile, questions about his wealth refused to die. His official 2015 SALN showed โฑ428 million, but rivals allege it had swollen to โฑ3 billion by 2025, counting rumored Forbes Park mansions, private jets, and helicopters.
His office insists his SALN is on file and open for review, but the official, actual numbers are nowhere to be found.
On September 17, 2025, amid public fury over the trillion-peso flood control scandal, Romualdez resigned as Speaker. A three-year reign of efficiency and control collapsed in ignominy.
His mistake? In consolidating power, he allowed the House to become a house of plunderers, feeding lawmakers with budget insertions too fat to ignore. Overwhelmingly elected as Speaker, he ended up dragging the institution down with him.
Yet, Romualdez remains difficult to corner. He lacks charisma, reeks of elitism, but his Ivy League polish, law training, media clout, and dynastic pedigree make him one of the most calculating players in Philippine politics. Like the Marcoses, he plays the long game.
And if his enemies have one fatal flaw, itโs this: they just keep underestimating him.
