☔🌧️ It’s Official: Tag-ulan Season na!

Based on the weather observations and analyses, occasional to frequent rains associated with the Southwest Monsoon (Habagat) have been observed over the past five days. This signifies the onset of the rainy season across the western sections of Luzon and the Visayas.

However, monsoon breaks may still occur and last for several days or weeks.

INCIDENT COMMAND SYSTEM | Day 1 of the Basic Incident Command System (ICS) Training Course Level 1 for members of the MDRRMC and MDRRMO Libon was successfully conducted on April 28, 2026, at Zubiri Hall, LGU-Libon Annex Building. The three-day training, scheduled from April 28–30, 2026, aims to enhance the capacity of local responders in effective disaster management and coordinated emergency response.

The succeeding sessions (Days 2 and 3) will be held at Lila Restaurante, Polangui, Albay, where participants will continue their hands-on learning and simulations. The training is facilitated by speakers and trained cadres from the Office of Civil Defense (OCD), Camarines Sur Polytechnic Colleges (CSPC), and partner institutions.

This initiative reinforces the commitment of the Local Government Unit of Libon to strengthen preparedness, improve response mechanisms, and ensure the safety and resilience of communities in times of emergencies.

El Niño Alert issued ⚠️

DOST-PAGASA has officially raised its ENSO Alert and Warning System to El Niño Alert, following the high likelihood of its development in the coming months and possible persistence into early 2027. This may bring drier-than-usual conditions, including dry spells and droughts in parts of the country.

However, above-normal rainfall may still be experienced over the western sections during the Habagat season.

To reduce flood risk in cities, we need to engineer a system that intercepts rainfall, pumps water deep into the ground, stabilises riverbanks, and makes cities more pleasant to live in year-round.🏙️

Wait a moment... Nature has already designed a system that does all that, and more: trees.
We just need to plant more of them. 🌳🌲🌳

Here's how trees reduce flood risk:
🌧️ Intercepting rainfall
A forest canopy catches and slows rain before it reaches the ground – reducing peak river levels during storms and buying critical time for soil absorption.

🌱 The sponge effect
Tree roots channel deep into soil, drawing surface water down and away from rivers and drainage systems. Forested catchments consistently show lower runoff than bare land, even during heavy rainfall events.

🪨 Stabilising riverbanks and preventing erosion
Roots bind soil, trap sediment in upper catchments, and keep waterways clear. That directly protects a river's capacity to carry floodwater – long after the rain has stopped.

Catchment studies and tree-planting programmes along flood-prone rivers in the United Kingdom show measurable reductions in surface runoff where woodland is present or restored.

🌳Trees are nature-based flood risk engineering – and they belong in every urban flood risk management strategy as a recognised, costed, and planned component.
