Layertech Labs is honored to receive recognition and an award from the Philippine National Police RO5 for its service and partnership in the collection of feedback, data science, and analytics under the CloudCT Project. This milestone reflects the power of collaborative innovation in strengthening public service through transparent, evidence-based insights.

Layertech extends its sincere appreciation to Bicol University, our valued partner, whose invaluable support ensures transparency, integrity, and accuracy in survey collection and data processing.

Receiving the award on behalf of Layertech were President and Data Scientist Frei Sangil, Ms. Rema Magalona, and Engr. JR Barajas of Bicol University — representing a shared commitment to responsible data practice and meaningful public sector impact.

Layertech's Frei Sangil joins as Teaching Fellow for the pilot run and official launch of the Executive Course on Emerging Technologies and Anticipatory Governance (ECETAG) of the Development Academy of the Philippines (DAP), delivered through its Graduate School of Public and Development Management (GSPDM).

In this inaugural cohort, Frei led discussions on Public Data Analytics and Big Data Analytics, alongside key sessions on Digital Safety, Data Privacy, Cybersecurity, and Public Trust.

The course is designed to strengthen anticipatory governance capacities among public sector leaders—equipping them to harness data responsibly, anticipate technological disruptions, and craft forward-looking policies for a rapidly evolving digital landscape.

This pilot implementation marks an important milestone in advancing future-ready, data-informed, and secure governance in the Philippines.

Research Alignment Meeting and Presentation of Differential Privacy Methodologies with the Philippine National Police Regional Office 5 (PNP-RO5), Bicol University OVP RDE (BU OVP RDE), and Layertech Labs 🤝

During the discussion, Layertech presented key updates on the semestral Community Engagement Survey, highlighting progress and next steps. Layertech also introduced the Differential Privacy Method—a privacy-preserving approach that adds multiple layers of security to respondents’ data. This ensures that individual information remains protected while enabling meaningful collaboration with partner universities, including BU, for data analysis.

We look forward to strengthening this partnership and advancing evidence-based, secure, and community-centered initiatives together.
