PHILSA-SCAD MOU Signing

The Subic-Clark Alliance for Development (SCAD) and the Philippine Space Agency (PhilSA) formally signed a Memorandum of Understanding (MOU) on 28 July 2026 at the PhilSA Conference Room, marking the launch of the Optimized Network for Enhanced Corridor Planning and Harmonization (ONE Corridor), a strategic partnership that will harness space data and information to accelerate the transformation of the Subic-Clark Corridor into a world-class mega logistics and economic hub.

The ceremonial signing commenced with opening remarks from Dr. Gay Jane P. Perez, Director General of PhilSA, followed by a message from Atty. Carminda Z. Fabros, Executive Director of SCAD, both emphasizing the importance of innovation, collaboration, and data driven governance in advancing sustainable development initiatives.

The Memorandum of Understanding was formally signed by Dr. Gay Jane P. Perez and Atty. Carminda Z. Fabros, with Dr. Mark Edwin A. Tupas, Director IV of the Space Information Infrastructure Bureau, and Ms. Mary Rose G. Austria, Director of Policy, Plans, and Programs of SCAD, serving as witnesses to the signing.

The event concluded with closing remarks from Dr. Mark Edwin A. Tupas, reaffirming PhilSA's commitment to supporting initiatives that promote smarter, more resilient, and future-ready communities.

Through ONE Corridor, SCAD and PhilSA will collaborate on research and development initiatives, capacity building activities, and the utilization of Earth Observation technologies and space enabled data to support project planning and sustainable development across the Subic-Clark Corridor.

Together, SCAD and PhilSA are paving the way for a more connected, innovative, and sustainable corridor development.

Tarlac Province Consultation: Ease of Doing Business

In partnership with the Office of Governor Christian Tell A. Yap, represented by Frances Margaret W. Canlas. SCAD, thru Executive Director Atty. Carminda Z. Fabros, spearheaded the conduct of a Forum on Harmonization and Digitalization of Business Processes at the Tarlac Capitol Center.

Fifteen (15) LGUs of the province of Tarlac participated, together with key national government agencies: Securities and Exchange Commission (SEC) Social Security System (SSS), Department of Trade and Industry (DTI) and Philhealth, in these pioneering discussions in the Subic Clark Tarlac corridor.

The Anti Red Tape Authority (ARTA)'s Deputy Director General, Undersecretary Lea Grace Salcedo, expressed full support to the initiative and highlighted digital platforms developed in ARTA, namely; eBOSS, PBRIS, ARTEMIS, Talk to TALA, and eCMS, underscored the importance of integration and data sharing in creating a seamless and investor-friendly business environment.

The forum presented an opportunity to benchmark with the Quezon City Business Processing and Licensing Office, thru its BPLO chief and National Business Processing and Licensing Officers (NABPLO) President, Ma. Margarita Mejia, DPA who presented a very efficient process that may be considered in the quest to harmonize and digitalize business processes in Tarlac and the corridor.
As Tarlac continues its journey toward a more connected and digitally empowered future, SCAD remains committed to fostering harmonization efforts and sustainable economic growth in the region, in support of the greater opportunities in the Luzon Economic Corridor.

The Securities and Exchange Commission (SEC) Tarlac Extension Office and the Subic Clark Alliance for Development SCAD have provided an expanded and more convenient channel to deliver regulatory services in the Subic-Clark corridor through the launching of the SCAD–SEC Help Desk.

The help desk, located in Clark Freeport Zone, aims to serve locators and businesses by providing easier access to SEC services, including SEC registrations, compliance requirements, and other corporate regulatory concerns.

𝘓𝘪𝘯𝘬 𝘵𝘰 𝘧𝘶𝘭𝘭 𝘢𝘳𝘵𝘪𝘤𝘭𝘦 𝘪𝘯 𝘵𝘩𝘦 𝘤𝘰𝘮𝘮𝘦𝘯𝘵𝘴.

The Subic–Clark Alliance for Development (SCAD), in partnership with the Securities and Exchange Commission (SEC), successfully launched the SCAD–SEC Helpdesk on March 11, 2026, at the Arayat Boardroom, BCDA Corporate Center, One West Aeropark, Clark Freeport Zone.

The program was hosted by Mr. Mark Caracutan of SEC, with SEC Director Atty. Richard Laus presenting the mandates and services of the Commission. SCAD Executive Director Atty. Carminda Fabros discussed the importance of establishing the SEC Helpdesk under SCAD to bring regulatory services closer to investors and businesses in the Subic–Clark corridor, while SCAD Legal Counsel Atty. Aliw Del Rosario highlighted the services that SCAD can provide to support locators and stakeholders.

The event was attended by key partners including AmCham President Albert Sapaen, Fabila Representative Edmundo Alejandre, representatives from SBFCC and CILA, and members of various agencies who also joined the launching via Zoom.

The SCAD–SEC Helpdesk aims to strengthen collaboration between government and the private sector while making SEC services more accessible to businesses in the corridor.
