Dati kasi, nahihirapan ang mga bangko at pulis na itigil ang mga scam dahil sa dami ng legal na proseso. Ngayon, binigyan sila ng batas na ito ng "bago at matatalas na ngipin" para rumesponde agad kapag may na-scam.
Ang 3 Pinaka-importanteng Nilalaman ng Batas Upang mas madali nating matandaan, hatiin natin ito sa tatlong bagay:

1. 1. 𝘽𝙖𝙬𝙖𝙡 𝙣𝙖 𝙖𝙣𝙜 𝙋𝙖𝙜𝙞𝙜𝙞𝙣𝙜 "𝙈𝙤𝙣𝙚𝙮 𝙈𝙪𝙡𝙚" (Kabayaran sa Pagpapahiram ng Account)

Marami ang nagnanakaw ng pera sa online banking o e-wallets (gaya ng GCash, Maya) pero hindi nila ito pwedeng ilagay sa sarili nilang pangalan. Kaya naghahanap sila ng ibang tao para "hiramin" o "bilhin" ang account nito para doon isalin ang ninakaw na pera.
Ano ang bawal ngayon? Bawal na bawal mo nang ibenta, iparenta, ipahiram, o i-share ang iyong bank account o e-wallet sa ibang tao, lalo na kung gagamitin ito sa hindi mo kilalang transaksyon.

Ang Parusa: Kahit sabihin mong "wala akong alam, pinahiram ko lang naman para kumita ng kaunting pera," pwede ka pa ring makasuhan at makulong bilang Money Mule.

2. 𝙋𝙖𝙧𝙪𝙨𝙖 𝙨𝙖 𝙢𝙜𝙖 "𝙋𝙝𝙞𝙨𝙝𝙞𝙣𝙜" 𝙖𝙩 "𝙎𝙤𝙘𝙞𝙖𝙡 𝙀𝙣𝙜𝙞𝙣𝙚𝙚𝙧𝙞𝙣𝙜"

Ito yung mga manloloko na nagpapanggap na taga-bangko, taga-telco, o nagpapadala ng mga pekeng text links para makuha ang iyong personal na impormasyon.
Bawal mag-text o mag-email ng mga link na nagpapadirekta sa mga pekeng website para nakawin ang iyong Username, Password, o OTP (One-Time Password).
Ang paggawa nito ay itinuturing na seryosong krimen. At kapag binuo ito ng isang sindikato o malaking grupo, ang tawag na dito ay Economic Sabotage—at ang parusa nito ay habambuhay na pagkabilanggo at milyong pisong multa.

3. 𝙋𝙬𝙚𝙙𝙚 𝙣𝙖𝙣𝙜 𝙄-“𝙁𝙧𝙚𝙚𝙯𝙚” 𝙣𝙜 𝘽𝙖𝙣𝙜𝙠𝙤 𝙖𝙣𝙜 𝙋𝙚𝙧𝙖 𝘼𝙜𝙖𝙙-𝘼𝙜𝙖𝙙 (𝙃𝙤𝙡𝙙 𝙛𝙤𝙧 30 𝘿𝙖𝙮𝙨)

Dati, kapag na-scam ka at tinawagan mo ang bangko, sasabihin nila: "Naku, wala po kaming magagawa agad kasi protektado ng Bank Secrecy Law ang account ng nakatanggap." Habang naghihintay ng utos ng korte, na-withdraw o nailipat na ng scammer ang pera.

Ang Bagong Rule: Ngayon sa ilalim ng AFASA, kapag may report ng scam o may kahina-hinalang transaksyon, ang mga bangko at e-wallet providers ay may kapangyarihan na maglagay ng temporary hold (hanggang 30 araw) sa perang nadisgusta, nang hindi na muna naghihintay ng court order.
Ibig sabihin, mas may chance na ma-block at maibalik sa iyo ang pera bago pa ito maitakbo ng scammer.

💡 𝙏𝙖𝙣𝙙𝙖𝙖𝙣 𝙣𝙖𝙩𝙞𝙣 𝙗𝙞𝙡𝙖𝙣𝙜 𝙨𝙞𝙢𝙥𝙡𝙚𝙣𝙜 𝙢𝙖𝙢𝙖𝙢𝙖𝙮𝙖𝙣:

Ang iyong GCash, Maya, at Bank Accounts ay parang iyong ID—para sa iyo lang yan. Huwag kailanman ibibigay ang OTP, huwag magki-click sa mga kaduda-dudang text links, at HUWAG na huwag ibebenta o ipaparenta ang iyong account sa kahit kanino para sa mabilis na kita. Pwede kang madamay sa kulungan!

Ang 𝙌𝙪𝙞𝙨𝙝𝙞𝙣𝙜? ay kumbinasyon ng 𝙌𝙍 𝘾𝙤𝙙𝙚 𝙖𝙩 𝙋𝙝𝙞𝙨𝙝𝙞𝙣𝙜..

Ito ay isang uri ng scam kung saan tinatago ng mga mofia o scammers ang kanilang mga pekeng link sa loob ng isang QR code. Pag-scan mo, dadalhin ka nito sa isang pekeng website na kamukha ng GCash, Maya, o online banking login page para nakawin ang iyong mobile number, MPIN, password, o OTP.

Mas delikado ito dahil hindi mo nakikita ang nakakahinalang URL bago mo i-scan ang code.

📍 𝙎𝙖𝙖𝙣 𝙈𝙖𝙙𝙖𝙡𝙖𝙨 𝙈𝙖𝙠𝙞𝙠𝙞𝙩𝙖 𝙖𝙣𝙜 𝙢𝙜𝙖 𝙋𝙚𝙠𝙚𝙣𝙜 𝙌𝙍 𝘾𝙤𝙙𝙚??

Nagkalat ang mga pekeng QR code sa mga lugar kung saan madalas tayong nagbabayad nang digital:

Stickers: Mga pekeng QR code na idinidikit sa ibabaw ng totoong QR code ng tindahan, restaurant menu, o cashier counter.

Flyers: Mga nak-print na posters o flyers sa mga terminal, palengke, at mall.
Messages: Mga QR code na isinusend sa Messenger, Viber, o SMS para umano sa "rewards," "refunds," o "account verification."

🚩 5 𝙍𝙚𝙙 𝙁𝙡𝙖𝙜𝙨 𝙣𝙖 𝘿𝙖𝙥𝙖𝙩 𝙈𝙤𝙣𝙜 𝙏𝙖𝙣𝙙𝙖𝙖𝙣

Patong na Sticker 🩹 – Ang QR code ay sticker lang na idinikit sa ibabaw ng opisyal na laminated display o signage ng toko.

Hinihingi ang Login Details 🔑 – Sa halip na payment screen ang lumabas, biglang humihingi ng password o MPIN pagka-scan.

Maling URL 🌐 – May kakaibang letra o salita sa website address gaya ng gcash-official.com sa halip na ang totoong gcash.com.

Pinadala via Chat 💬 – Isinend lang sa iyo ng hindi kakilala sa Messenger o SMS. Tandaan, hindi nagpapadala ang mga bangko ng QR code para sa verification.
Masyadong Magandang Alok 🎁 – Nangangako ng pera, premyo, o refund na hindi mo naman hiningi.

🛡️ 𝙋𝙖𝙖𝙣𝙤 𝙋𝙧𝙤𝙩𝙚𝙠𝙩𝙖𝙝𝙖𝙣 𝙖𝙣𝙜 𝙄𝙮𝙤𝙣𝙜 𝙎𝙖𝙧𝙞𝙡𝙞?
Suriin ang QR Code 🧐 – Bago mag-scan, tingnan kung ito ba ay sticker na nakapatong lang. Kung kaya, baklasin o i-peel back para makita kung may tinatagong totoong code sa ilalim.

I-verify ang Pangalan ng Merchant 👤 – Pagka-scan, siguraduhing tugma ang pangalang lumalabas sa screen doon sa tindahan o taong binabayaran mo.

Huwag Ibigay ang Credentials 🛑 – Huwag na huwag maglalagay ng MPIN, password, o OTP sa anumang website na bumukas mula sa QR code.

Gamitin ang Opisyal na App 📱 – Ang mga legit na QR code para sa GCash o Maya ay direktang magbubukas sa loob ng kanilang opisyal na app, hindi sa isang web browser. Kung nag-aalinlangan, buksan ang app nang direkta para doon magbayad.

If you use GCash, Maya, BPI, BDO, or any other banking app in the Philippines, you need to know about a major security change happening very soon.
Starting June 30, 2026, banks and e-wallets will officially start phasing out text message (SMS) and email OTPs (One-Time Passwords) for high-risk transactions.

🚫 Why are SMS OTPs going away?

While typing in a 6-digit code from a text message used to be the standard, scammers have found too many ways to steal them. The digital fraud rate in the Philippines sits at 13.4% (nearly triple the global average), costing affected Filipinos an average of ₱44,700 per incident.

Scammers intercept your texts using:

🚨SIM Swap Fraud: Tricking telecom companies into transferring your phone number to a SIM card they own.

🚨Phishing & Smishing: Creating fake websites or sending fake links to trick you into typing or saying your code out loud.
Because text messages travel through regular cell networks outside the bank's control, they simply aren't safe enough anymore.

🔒 What will replace the OTP?

Instead of a text code, banks are moving toward device-bound, phishing-resistant security. This means authentication that is physically locked to your specific phone.
When you make a transaction, you will use:

✅Biometrics: Your fingerprint or Face ID.

✅ In-App Push Approvals: A secure notification that pops up inside your official banking app asking you to click "Approve."Because a hacker on another device cannot copy your face, fingerprint, or physical phone token, it becomes significantly harder for them to break into your account.

⚙️ When will you still see an OTP?

OTPs are not completely banned. The bank is still allowed to send you a text OTP for one specific reason: to verify that the mobile number you are registering actually belongs to you. Once your number is registered, you won't use texts to move money anymore.

What counts as a "High-Risk Transaction"?

You will be required to use Biometrics or In-App approvals for major actions, such as:

↪️ Logging into your account from a new phone or tablet.
↪️ Sending large amounts of money.
↪️ Adding a new receiver/payee to your list.
↪️ Changing your registered email or mobile number.

⏰ Is the deadline final?

Yes.The Bangko Sentral ng Pilipinas (BSP) has made it clear that there will be no extensions past the June 30, 2026 deadline. This rule is enforced under BSP Circular No. 1213, which serves as the implementation guideline for the Anti-Financial Account Scamming Act (AFASA). Banks that fail to upgrade their systems will be held liable for customer losses if fraud occurs.

📱 Three things you need to do right now:

1. Enable Biometrics: Open your e-wallets and banking apps. Go to settings and turn on Face ID or Fingerprint Login. If you usually hit "Skip," do not skip it anymore.

2. Update Your Apps: Go to the Google Play Store or Apple App Store and make sure all your financial apps are updated to the latest version. These security upgrades are rolled out through app updates.

3. Check Your Registered Number: Make sure the mobile number linked to your bank is active, correct, and currently in your possession.
