The second day of the activity gathered stakeholders from the Sangguniang Kabataan, DSWD, City Special Services Division, Child Development Services, City Youth Development Office, ALS learners, and ALS JHS and SHS teachers at Monte Vista Hotsprings and Conference Resort, Pansol, Calamba City, on November 25, 2025.
Their participation demonstrated a collective effort to strengthen gender-responsive governance within the city.
CID Chief Dr. Dolorosa S. De Castro delivered a message highlighting the importance of inter-agency collaboration in the meaningful implementation of GAD programs. She stressed that gender equality is a shared responsibility that requires strong partnerships across sectors.
Atty. Totie Lazaro, represented by Councilor Allan Silva, also graced the event. In his message of support, he assured full commitment to education and GAD initiatives.
โPatuloy nating palalakasin ang mga programang nagtataguyod ng dignidad, respeto at oportunidad para sa lahat. Sama-sama, gagawin natin na mas makulay, mas ligtas at mas makatarungan ang ating lungsod ng Calamba. Tandaan, a more inclusive community is one great choice to understand and to lead with respect and vocation,โ he said.
Jasmin P. Siman discussed GAD concepts, emphasizing the roots of gender inequality in social norms and structures, the importance of gender analysis in program design, how GAD mainstreaming ensures that policies, activities, and budgets respond to the needs of all genders, and practical examples of gender-responsive initiatives in government and education.
The session guided participants in examining gender biases and identifying strategies to support fairness and empowerment in their respective communities.
City GAD AO II Jeseca M. Maranan conducted a session on the Safe Spaces Act (RA 11313). She explained the forms of gender-based sexual harassment in streets, workplaces, schools, and online, institutional responsibilities in preventing and addressing violations, the role of youth and educators in promoting safe and respectful environments, and case scenarios and role-playing activities for identifying and responding to harassment.
The session enhanced participantsโ awareness of legal protections and their responsibilities as advocates of safe spaces.
Meanwhile, Pastor Faith P. Manalo led a session on how GAD principles relate to self-awareness, self-worth, and interpersonal relationships. The activities included self-assessment exercises, group tasks on cooperation, respect, and communication, and reflection discussions on gender roles and stereotypes.
The participants were encouraged to recognize their own potential, dismantle limiting beliefs, and embrace personal development as a path toward gender equality.

Putting premium on focused training in gender awareness, GAD planning, and digital empowerment, the Alternative Learning System of the Schools Division of Calamba City opened the first day of its 2025 Gender and Development Seminar and Capacity Building at Monte Vista Hotsprings and Conference Resort in Pansol, Calamba City, on November 24, 2025.
PSDS and Division GAD Focal Person Victorina D. Palanas delivered the statement of purpose, highlighting the importance of creating gender-responsive and inclusive learning environments in ALS. She emphasized that strengthening teachersโ understanding of GAD principles is vital to ensuring equitable opportunities for all learners.
City GAD Supervising Administrative Officer Jasmin Siman, who served as the resource speaker, provided a clear and engaging discussion on GAD concepts, GAD planning and budgeting, and GAD mainstreaming.
Her presentation equipped teachers with essential knowledge and tools to align their programs with national GAD mandates and to integrate gender-sensitive approaches into their instructional and community engagements.
Ms. Ma. Fe Caranza, SHS ALS teacher, facilitated the session on Digital Literacy for 21st Century Learners. The session introduced practical digital tools and strategies that educators can apply to enhance learner engagement, build digital readiness, and support technology-driven instruction as an essential skill set in todayโs evolving educational landscape.
Meanwhile, teachers participated in discussions and hands-on activities, demonstrating their commitment to advancing gender equality and strengthening digital competence within the ALS program.

๐ Ika-19 na Pagtatapos at Pagtatawid ng Alternative Learning System (ALS): Tagumpay ng Pagsusumikap at Pag-asa ๐โจ
Noong ako po ay nagsilbi bilang Vice Mayor ng Calamba, tayo po ang naging principal author ng pag institutionalize ng Alternative Learning System sa buong lungsod ng Calamba. Ang implementation ng Literacy Mapping na naglalayong magkaroon ang bawat barangay ng sariling ALS Training Facility โ upang mas mailapit ang edukasyon sa bawat tahanan.
Ngayon, masaya kong nasaksihan ang bunga ng ating mga pinagsikapan: mga kababayang nagtapos at tumawid tungo sa panibagong yugto ng kanilang paglalakbay.
Isang pagpapatunay na hindi hadlang ang edad, hirap o distansya bastaโt may determinasyon at pagkakataon. Mabuhay ang mga ALS graduates! ๐๐
