“ओरेकको प्राबिधिक सहयोगमा लैससास परीक्षण सम्बन्धी कार्यशाला”
बझांग जिल्लाको मष्टा गाउँपालिका र कंचनपुरको बेलौरी नगरपालिकाको आयोजना तथा महिला पुनर्स्थापना केन्द्र (ओरेक) को प्राविधिक सहयोगमा मष्टा गाउँपालिका र बेलौरी नगरपालिकामा लैङ्गिक समानता तथा सामाजिक समावेशीकरण (लैससास) परीक्षण तथा लैङ्गिक सम्बन्धी २ दिने कार्यशाला सम्पन्न भएको छ।
जेठ २५ र २६ मष्टा गाउँपालिका उपाअध्यक्ष श्री हर्क धामी र जेठ २८ र २९ गते बेलौरी नगरपालिकाको नगरप्रमुख पोतीलाल चौधरीको अध्यक्षतामा आयोजित उक्त कार्यक्रमले स्थानीय तहमा लैससास अवधारणाबारे साझा बुझाइ अभिवृद्धि गर्ने, विद्यमान नीति, ऐन तथा कार्यविधिहरूलाई लैससास दृष्टिकोणबाट समीक्षा गर्ने र समावेशी तथा सहभागितामूलक नीति निर्माण प्रक्रियालाई संस्थागत गर्ने लक्ष्य राखेको थियो।
कार्यशालाका क्रममा लैससास उत्तरदायी योजना तथा बजेट तर्जुमा प्रक्रियालाई थप प्रभावकारी बनाउने, सेवा प्रवाहमा सबै वर्ग तथा समुदायको समान पहुँच सुनिश्चित गर्ने, लैङ्गिक हिंसा निवारण कोषको प्रभावकारी सञ्चालनका लागि आवश्यक संशोधन गर्ने, साथै अनुगमन–मूल्याङ्कन प्रणाली र सामाजिक जवाफदेहिता संयन्त्र सुदृढ गर्ने विषयमा विस्तृत छलफल गरिएको थियो।
कार्यक्रममा नगर प्रमुख,उप प्रमुख, तथा कार्यपालिका सदस्यहरू, वडाध्यक्षहरू, विषयगत शाखा प्रमुखहरू, महिला समूह तथा सञ्जालका प्रतिनिधिहरू, नागरिक समाजका प्रतिनिधिहरू लगायत सक्रिय सहभागिता रहेको थियो। सहभागीहरूले यस कार्यशालाले स्थानीय तहमा लैङ्गिक समानता र सामाजिक समावेशीकरणलाई संस्थागत गर्दै उत्तरदायी र समावेशी सेवा प्रवाहको आधार तयार गर्न महत्वपूर्ण योगदान पुर्‍याएको बताउनु भएको थियो ।

More than 32 participants came together for the second session of the Migration Discourse series, creating a meaningful platform for learning, sharing, and dialogue.

The session focused on key migration issues, including internal and international migration, migration restrictions, safe migration practices, and the experiences of migrant communities. Participants—particularly women and individuals with lived migration experiences—contributed insightful stories, reflections, and perspectives that shed light on both the benefits and challenges associated with migration.

Through these discussions, we continue to encourage informed dialogue, promote diverse perspectives, and advocate for safe, dignified, and rights-based migration for all.

महिला पुनर्स्थापना केन्द्र (ओरेक), शुभ अवसर ग्राम नेपाल (OVN) र मञ्जरी नेटवर्कको संयुक्त आयोजनामा मानव बेचबिखनको बदलिँदो स्वरूप, चुनौती तथा यसको सम्बोधनमा सरोकारवालाहरूको भूमिकाबारे केन्द्रित गोलमेच छलफल कार्यक्रम २०८३ जेठ २६ गते (९ जुन २०२६) राष्ट्रिय मानव अधिकार आयोगमा सम्पन्न भयो।
कार्यक्रममा सहभागीहरूले मानव बेचबिखनका घटनाहरू न्यूनीकरणका लागि विभिन्न तहमा पहलहरू भइरहे तापनि बदलिँदो सामाजिक, आर्थिक तथा प्रविधिगत परिवेशसँगै यसको स्वरूप, माध्यम र जोखिमका आयामहरू थप जटिल बन्दै गएको विषयमा गम्भीर चासो व्यक्त गरे। छलफलका क्रममा मानव बेचबिखनलाई केवल उद्धार, संरक्षण वा घटनापश्चात् प्रतिक्रिया दिने विषयका रूपमा मात्र नहेरी यसलाई उत्पन्न गर्ने जरो कारणहरू, संरचनागत विभेद, अवसरको असमान पहुँच, असुरक्षित वैदेशिक तथा आन्तरिक श्रम बजार, र लैङ्गिक असमानताजस्ता पक्षहरूको सम्बोधनमार्फत रोकथामलाई प्राथमिकता दिनुपर्नेमा जोड दिइयो।
सहभागीहरूले प्रभावित–केन्द्रित दृष्टिकोणलाई मानव बेचबिखन विरुद्धका सम्पूर्ण नीति, कार्यक्रम तथा संयन्त्रहरूको केन्द्रमा राख्नुपर्ने आवश्यकता औँल्याए। साथै, प्रभावकारी रोकथाम, सुरक्षित पहिचान तथा उद्धार, न्यायमा पहुँच, पुनर्स्थापना तथा पुनःएकीकरणका लागि राज्यका निकायहरू, नागरिक समाज, सञ्चार क्षेत्र तथा समुदायबीचको समन्वय र सहकार्यलाई थप सुदृढ बनाउनुपर्नेमा जोड दिइयो।
छलफलमा विशेषगरी महिला, किशोरी, श्रमिक, दलित, आदिवासी जनजाति तथा अन्य सीमान्तकृत समुदायहरू मानव बेचबिखनको जोखिममा बढी पर्ने भएकाले उनीहरूको अधिकार, अवसर र निर्णय पहुँच अभिवृद्धि गर्न आवश्यक रहेको उल्लेख गरियो। सहभागीहरूले समुदायस्तरमा विद्यमान लैङ्गिक पूर्वाग्रह, विभेदपूर्ण सोच तथा हिंसालाई निरन्तरता दिने सामाजिक मान्यताहरूमा परिवर्तन ल्याउन व्यापक सचेतना तथा अधिकारमुखी अभियान सञ्चालन गर्नुपर्ने आवश्यकता औँल्याए।
कार्यक्रमले मानव बेचबिखनको प्रभावकारी सम्बोधनका लागि बहुआयामिक तथा एकीकृत दृष्टिकोण आवश्यक रहेको निष्कर्ष निकाल्दै सुरक्षित, मर्यादित र सम्मानजनक रोजगारीको अधिकार, स्वतन्त्र तथा सुरक्षित आवागमनको अधिकार, तथा मानव अधिकारको पूर्ण सम्मान सुनिश्चित गर्न राज्य, नागरिक समाज, निजी क्षेत्र र अन्य सरोकारवालाहरूको साझा प्रतिबद्धता र जवाफदेहिता अपरिहार्य रहेकोमा जोड दिएको थियो।
उक्त कार्यक्रममा गृह मन्त्रालय, महिला, बालबालिका, लैङ्गिक तथा यौनिक अल्पसंख्यक तथा सामाजिक सुरक्षा मन्त्रालय, राष्ट्रिय महिला आयोग, राष्ट्रिय मानव अधिकार आयोग, नेपाल प्रहरी, महान्यायाधिवक्ताको कार्यालय, नेपाल बार एसोसिएसन, मानव बेचबिखन विरुद्ध कार्यरत संघ–संस्था तथा नागरिक समाजका प्रतिनिधिहरूसहित ३५ जना भन्दा बढी सरोकारवालाहरूको सहभागिता रहेको थियो।
