I am happy to share that I, Chairperson of Atullya Foundation and Shila Pant, Inclusive DRR Expert, represented at the Regional Humanitarian Partnership Week – Asia Pacific 2023, jointly organized by the ICVA (International Council of Voluntary Agencies), Community World Service Asia, Asian Disaster Risk Reduction Network (ADRRN), and the United Nations OCHA at Bangkok from 11 to 13 December 2023. Additionally, we also participated in the ADRRN AGM on 14 December. This event continues to play a key role in the Asian humanitarian ecosystem, through the work of its members, strategic partners and wider stakeholder network. Target-2030, articulated in the 2016-2020 strategy, remains relevant to guide this 2021-2030 strategy – for “ADRRN to strive to work towards transforming Asia as the most disaster-prone region to being the most resilient region through various initiatives and activities of CSOs by 2030”.
Atullya Foundation, a disability led private sector organization, is actively working in Nepal for Disability Inclusive Disaster Risk Reduction (DIDRR) and has also been making significant contributing to the Humanitarian Encyclopedia developed by the University of Geneva’s Centre for Humanitarian Studies as a collaborative online platform which aims to co-produce humanitarian concepts and apply knowledge for an effective humanitarian response.
During the Regional Humanitarian Partnership Week – Asia Pacific 2023 and ADRRN AGM, we had the opportunity to learn about various kinds of locally led initiative that are going in different part of the Asia Pacific region. Through these partnerships, key flagship programs were developed such as the Asian Local Leaders Forum for Disaster Resilience (ALL4DR), Community Led Innovation Partnership (CLIP), and Asia Pacific Regional NGO Partnership Week, as well as the catalyzation of the creation of seven thematic hubs on: 1. Localization 2. Innovation 3. Community-based Disaster Risk Reduction and Management 4. Quality and Accountability 5. Earthquake Risk Management 6. Disaster Preparedness 7. Surge Capacity
This opportunity has coined a new idea of ‘Disability inclusive Disaster Risk Reduction (DIDRR) HUB’ a new concept that we are planning to develop. This aims to establish and develop networks for those working in DRR cycle incorporating inclusion as key project component. We are all aware that ‘leave no one behind’ concept in disaster plays a significant role, particularly for those who lack access to of various support. Hence, Atullya Foundation, along with other like minded organizations, is actively working to create and propose the DIDRR hub. We aspire it to become the 8th Hub in ADRRN, thereby enhancing inclusivity of ADRRN. We are currently seeking for organizations that share our vision for this initiative.

Many countries have disaster plans, but few have detailed plans to help people with disabilities. Chairperson of ATULLYA FOUNDATION and Rotarian Pallav Pant wanted to change that situation in Nepal and got together with ten nonprofits to develop a plan, guidelines, and an app to improve the situation for people with disabilities in that country. "Unpredictable Times call for Predictable Support"

On Tuesday, as the founder of Brightening Life Organization, I had the rare privilege of speaking with Pallav Pant who is the chairperson of Atullya Foundation, and who is also an internationally renowned advocate for persons with disabilities during disasters.

Pallav’s own disability has fuelled his ongoing commitment to addressing and highlighting the importance of developing strategies to support those with disabilities during natural disasters, where they tend to be more affected and receive less attention.

“Our resilience and ability to cope in such circumstances are often limited” says Pallav, “and the notion of ‘leaving no one behind’ is not always a reality for our community.”

As someone who is not a stranger to living with a disability myself, and having worked in disaster relief programs in the past, I am humbled and overjoyed to meet someone who has similar experience and values and who is actively getting out there to establish new frameworks and guidelines to assist this vulnerable group during what can very quickly become the most traumatic, challenging and perilous time of their lives.

In such hazardous environments the differently able do need to rely upon others, and as such, unless the correct frameworks are in place to ensure that they are supported adequately, they are always going to be at far greater risk than the average person.

Having seen and heard the testimonies of differently able men, women and children regarding the difficulties and hardships that they have encountered during emergencies, Brightening Life, as a leading organisation that endeavours to empower and uplift the underprivileged communities within Sri Lanka, is determined to make a difference through challenging outdated mindsets and shining a light on exactly what is needed to be able to move forward and ensure that no man is left behind.

If we cannot help in a time of need and at a time of crisis, then we are sadly out of touch with our humanity, and it is going to take some very good hearted humans, willing to raise their voices on behalf of the voiceless, to finally change that!

So we here at Brightening Life honour Pallav for his amazing work and we are very much looking forward to collaborating with him, and any other organisation like him, to strengthen the safety of these vulnerable people through what can be the most unpredictable of times.

Atullya Foundation Private Limited completed the two-day conference "Accelerating Inclusive DRR: Multi-Stakeholder Conference on Disability Inclusive DRR. Connecting Stakeholders and Organizations of People with Disabilities."
My sincere thanks go out to all the participants and panelists. I would particularly like to thank the Nepal Government, and the Ministry of Home Affairs for taking ownership of the "Disability Inclusive Get Ready Guidebook" in English, Nepali, and Braille. We successfully completed the conference with the support of the Ministry of Home Affairs and USAID TAYAR Nepal, Improved Disaster Risk Management Project, and all the participants from different disability organizations.
Once again, thank you to all of you who have supported us for making this event historical.
