Today, Patriotic Citizen Initiatives (PCI) welcomed Condivisione fra i Popoli, an Italian NGO with registered branch in Nigeria. Represented by Simona Degiorgi & her team, for a valuable discussion on two ongoing projects in Nigeria.
The projects focus on vocational training for young people, awareness of the risks of irregular migration, and a new study exploring how Nigerians seek, access, and trust migration information.

OSITA OSEMENE'S SCORECARD OF IMPACT: A Proven Record of Leadership, Stability, Capacity Building and Strategic Partnerships.
1. Ensured Stability and Strengthened NACTAL's National Reputation.
As National Secretary, my foremost achievement has been ensuring the stability, credibility and visibility of NACTAL as Nigeria's leading network against human trafficking. Throughout my tenure, I prioritized institutional stability, strengthened governance, and maintained strong working relationships with government institutions and international development partners.
Today, NACTAL remains one of the most respected civil society network in Nigeria, recognized by partners for its professionalism, credibility and active contributions to migration governance, management and anti-trafficking interventions.
Key Achievements
-Preserved NACTAL's stability during critical periods.
-Strengthened NACTAL's visibility nationally and internationally.
-Maintained NACTAL's position as Nigeria's foremost anti-human trafficking network.
-Deepened collaboration with government and development partners.
2. Strengthened Member Organizations Through Capacity Building.
One of my priorities has been ensuring that NACTAL member organizations possess the capacity to effectively represent the network across Nigeria.
I championed continuous organizational capacity development, mentorship and technical support, enabling member organizations to participate confidently in trainings, workshops and other capcity building activities both national and internationalengagements.
Impact
- Improved institutional capacity of member organizations.
- Increased members' participation in national interventions.
-Enhanced visibility of member organizations.
-Built stronger, more sustainable CSOs within the network.

3. Opened Opportunities for Members Through Strategic Partnerships.
I deliberately worked to connect NACTAL members with partners and intervention opportunities.
Leveraging relationships built over many years, particularly with organizations such as the International Organization for Migration (IOM), I facilitated opportunities that enabled members from different geopolitical zones to participate in migration and reintegration programmes.
Rather than concentrating opportunities among a few organizations, I ensured wider participation and inclusion across the network.
Result
- More member organizations became active implementation partners.
- Members gained practical experience implementing donor-funded interventions.
-Organizations received mentorship to improve their institutional capacity.
4. Revolutionized Entrepreneurial Capacity Through the ILO-SIYB Programme
As an ILO-certified SIYB (Start and Improve Your Business) Master Trainer and Nigeria National Coordinator for IOM Entrepreneurship Business Skills Training, I introduced NACTAL members into the SIYB ecosystem to ensure sustainability, local ownership and long-term institutional development.
This was a landmark achievement because many organizations previously lacked the technical capacity to deliver internationally recognized entrepreneurship training.
Through this initiative, numerous organizations were trained, mentored and certified as SIYB trainers. Even at this moment many NACTAL Member organisations are been on awaiting list for this opportunity and respective concerned organisatins will be contacted in due course.

- Increased CSO ownership of livelihood programmes.
- Strengthened sustainability of entrepreneurship support in Nigeria.

5. Influenced National Policies on Migration and Counter-Trafficking
My contributions extend beyond programme implementation into national policy development.
I have actively contributed to several landmark national policies and frameworks, including:
- National Migration Policy.
- Review and development of the National Standard Operating Procedures (SOPs).
- Operationalization of the National SOPs as a consultant.
-Labour Migration Policy.
- National Action Plan against Human Trafficking.
- NACTAL Strategic Plan aligned with the National Action Plan.
These contributions have helped shape migration governance and protection systems in Nigeria.

6. Built Strong Government and International Partnerships.
I have consistently strengthened NACTAL's relationships with strategic stakeholders.
Working closely with government agencies and international partners has ensured stronger collaboration, improved trust and increased recognition of NACTAL's value.

7. Grew Membership Engagement Through Inclusion and Mentorship.
My leadership philosophy has always been that members must be carried along.
To keep members actively engaged, I ensured they were:
* Mentored.
* Introduced to strategic partners.
* Given visibility.
* Included in capacity-building programmes.
* Involved in national interventions.
This inclusive approach has strengthened member commitment and increased participation across the network.

8. Vision for NACTAL
My motivation has always been driven by one goal:
-To make NACTAL the most credible, reliable and influential anti-human trafficking network not only in Nigeria but across West Africa.
If entrusted with the office of National President, I will build on these achievements by:
* Localizing more interventions across member organizations.
* Expanding international partnerships.
* Creating more opportunities for members.
* Strengthening institutional sustainability.
* Positioning NACTAL as Africa's leading civil society network on migration and counter-trafficking.
WHY I AM CONTESTING FROM THE SOUTH-SOUTH ZONE
Article 15 and 16 of the Constitution of NACTAL as amended empowers my ambition to aspire for the position of the National President.
My eligibility to contest from the South-South is based on a long-standing institutional presence and contribution within the zone through Patriotic Citizen Initiatives (PCI).
PCI has maintained a functional presence in Benin City, Edo State for over a decade, with its office located at:

PCI's Longstanding Contributions in Edo State
2012–2014
- Implemented PCI's first-ever project in Edo State.
- ECOWAS-Spain Fund supported campaign against irregular migration and human trafficking.
2015–2016
- Implemented Nigeria's first pilot reintegration mobilization project on behalf of IOM.
- Mobilized returnees and supported reintegration activities across Edo State.
Subsequent Years
- Implemented the STOP TRATTA and Dare to Hope campaigns against human trafficking.
- Funded by the Conference of Catholic Bishops in Italy in partnership with the Salesians of Don Bosco and ActionAid.
- Reached over 100 secondary schools across Benin City through awareness and prevention campaigns.
Institutional Contributions
Over the years PCI has:
- Maintained a fully operational office in Benin City.
- Participated actively in NACTAL programmes in Edo State.
- Hosted NACTAL meetings.
- Hosted Reintegration Committee meetings.
- Supported migration and anti-trafficking activities across the South-South.
- Consistently met all financial obligations as a financial member of NACTAL.
Our financial contributions and due payments records are verifiable through NACTAL's Financial Secretary and National Treasurer.

Patriotic Citizen Initiatives (PCI) is a Nigerian non-governmental organization (NGO) dedicated to supporting returnees, assisting with migration and reintegration, and combating human trafficking. Founded by Osita Osemene, PCI provides various services, including ¹ ² ³:
- *Economic Support*: Offering financial assistance to help individuals start their businesses or rebuild their lives.
- *Psychosocial Counseling*: Providing emotional support and guidance to help individuals cope with trauma and stress.
- *Vocational Training*: Equipping individuals with skills to enhance their employability and economic independence.
- *Advocacy*: Raising awareness about human trafficking and advocating for the rights of migrants and returnees.
- *Reintegration Programs*: Helping returnees reintegrate into their communities and rebuild their lives.

PCI has partnered with international organizations like the International Organization for Migration (IOM) , Denish Council For Refugees, Dutch Refugee Council and the European Union to provide support to migrants and returnees. Their work focuses on promoting dignity, diversity, equality, and inclusion, while combating human trafficking and irregular migration ³.

Today at the Lagos State Taskforce Against Human Trafficking Meeting I commended the Honorable Attorney General and Commissioner for Justice for his pragmatic and proactive leadership of the taskforce. During the meeting members of the taskforce adopted the standard operating procedure which has placed lagos state at the forefront of the fight against human trafficking . The donation of a Toyota bus by the Governor to the taskforce was also announced by the Attorney General. The meeting was Co- chaired by the vibrant lagos state Zonal Commander NAPTIP( Mrs Comfort Agboko).

During the WorldMentalHealthDay in Lagos, IOM Nigeria's Mental Health and Psychosocial Support (MHPSS) team convened partners, service providers, and state actors to explore practical ways to expand access to mental health and psychosocial support for returnees and crisis-affected populations.

Funded by European Union in Nigeria, the engagements focused on strengthening referral systems, integrating MHPSS into reintegration programmes, and enhancing community-based services, all aimed at delivering more coordinated, accessible, and sustainable care.
