Rule of thumb for developers/professional, if any technical person is discussing and finalising the offer, always double check with the HR. IMO leads/Senior of the company shouldn't be discussing the offer/contracts, it's a 🚩flag.
In my case the budget for the position was way above and that's what made me question it.
P.S: The given example is from a German company, so the advice is for all job markets.
