Governor Hyacinth Alia Approves Key Appointments, Establishes New Agencies

The Executive Governor of Benue State, Rev. Fr. Dr. Hyacinth Alia, has approved a number of key appointments as part of ongoing efforts to strengthen his administration and enhance effective service delivery across the state.

The Governor has also approved the establishment of several agencies and appointed heads to oversee their operations.

The approved appointments and agencies are as follows:

1. Benue Road Maintenance Agency

Engr. Thaddeus Terngu Tarzomon — General Manager

2. North Central Development Commission

Dr. Ben Ebe — State Coordinator

Dr. Ben Ebe, PhD, is a seasoned communications professional, media executive, and academic with more than 30 years of progressive experience spanning journalism, public-sector administration, strategic communications, research, and higher education.

He brings extensive expertise in media management, public information systems, and policy communication, alongside a strong record in research, documentation, and institutional coordination. He is widely recognised for his intellectual rigour, professional integrity, and contribution to media practice and public discourse in Nigeria.

An experienced educator and researcher, Dr. Ebe teaches postgraduate courses in Journalism and Mass Communication and supervises academic research at Benue State University. He holds a PhD and an MSc in Mass Communication and has authored a book and several peer-reviewed articles focusing on media practice, citizen journalism, and the role of state-owned media.

Dr. Ebe is also actively involved in professional and civic affairs. He serves as the Chief Executive Officer and Editor-in-Chief of Zeyani Associated Media, is a former Board Member of the Radio Benue Corporation, and belongs to several major professional media and public relations bodies in Nigeria.

Practical, strategic, and collaborative, Dr. Ebe brings a valuable combination of editorial judgement, policy insight, stakeholder engagement, and institutional leadership to assignments requiring effective public communication and sustainable knowledge management.

3. Agency for Recreation and Parks

Mercy Turugh — Executive Secretary

Mercy Turugh is an accomplished community development and workforce professional with more than 24 years of experience in youth empowerment, job readiness, career development, and community advocacy.

As Co-founder of Smart Staffing Group LLC, she has led initiatives focused on workforce training, employment placement, and educational programming. Her extensive experience includes mentorship, workforce development, and support for at-risk youth through strategic partnerships with schools, businesses, and community organisations.

She is committed to empowering individuals, strengthening communities, and creating sustainable pathways to personal and professional success.

4. IFAD

Mr. Samuel Terungwa Agwa — State Coordinator

Mr. Agwa is a seasoned development professional, policy advocate, and agribusiness expert from Vandeikya Local Government Area.

With more than two decades of experience spanning humanitarian services, international development cooperation, research, governance, and agribusiness, he has held strategic positions with organisations including UNHCR, the Benue State Government, and Midwest Agro Services Limited.

He is also the Founder and Chief Executive Officer of Eternity Synergy Limited and has made significant contributions to development policy, livelihood programming, agribusiness, and public-service initiatives both within and beyond Nigeria.

5. Benue State Project Monitoring Team

The Governor has approved the constitution of the Benue State Project Monitoring Team, comprising the following members:

a. Engr. Dr. Feliox Atume, mni — Chairman
b. Engr. Cephas Suswam — Member
c. Surveyor Bartholomew Feese — Member
d. Engr. Terna Ibi — Member
e. Engr. S. A. Baba — Member
f. Arch. Idu John Adakole — Member
g. Engr. Jijingi Emmanuel — Member
h. Engr. Mlumun Ikpaahindi — Secretary

The Project Monitoring Team is expected to:

- Oversee and track the implementation of government projects across all sectors of the state.
- Ensure compliance with approved project specifications, timelines, and budgets.
- Conduct periodic inspections and submit detailed reports to the Office of the Governor.
- Identify delays, substandard work, and deviations from approved project plans, and recommend appropriate corrective measures.
- Serve as the independent monitoring arm of government to ensure value for money and quality project delivery.
- Advise the government on project costs and value-for-money considerations.
- Perform any other duties that may be assigned by the Governor.

Deployment of Commissioner

The Governor has also approved the deployment of the Commissioner for Science and Technology, Hon. James Dwam, to the Ministry of Local Government and Chieftaincy Affairs.

The deployment takes immediate effect.

Commissioner Nominee

In addition, Governor Alia has forwarded the name of Hon. Ankwa Amo II to the Benue State House of Assembly for consideration as a Commissioner nominee.

The appointments, deployments, and other decisions are part of the administration’s ongoing efforts to strengthen governance, improve institutional effectiveness, and accelerate development across Benue State.
