COMMUNIQUE OF A JOINT MEETING OF NLC AFFILIATE UNIONS IN THE EDUCATION SECTOR AND THE NLC EDUCATION COMMITTEE
The Way Forward on Re-Opening of Schools Amidst the Prevalence of the Novel Corona Virus Disease (Covid-19) Infections in Nigeria
On the 24th of June 2020, the Nigeria Labour Congress (NLC) through its Education Committee convened a virtual joint meeting of NLC affiliate unions in the education sector. The meeting was to brainstorm on measures to be put in place before schools in Nigeria could re-open given the prevalence of the novel corona virus disease (Covid-19) pandemic. Our affiliate unions in the education sector which concerns were addressed at the meeting include the following:
Non-Academic Staff Union of Educational and Associated Institutions (NASU);
Senior Staff Association of Nigeria Universities (SSANU);
Senior Staff Association of Polytechnics (SSANIP);
Senior Staff Union of in Colleges of Education, Nigeria (SSUCOEN);
National Association of Academic Technologist (NAAT);
Nigeria Union of Teachers (NUT);
Academic Staff Union of Universities (ASUU);
Colleges of Education Academic Staff Union (COEASU); and
Academic Staff Union of Polytechnics (ASUP).
After due deliberations and considerations, the meeting raised the following concerns and proffered a number of recommendations:
CONCERNS
The meeting noted with concern the social and economic implications of the outbreak of novel Coronavirus pandemic (Covid-19) all over the world which has impaired human activities due to the lockdown measures, which also precipitated the closure of schools;
Recognized that the unions in the education sector in Nigeria have a formidable voice to guide Congress’ positions on the re-opening of schools by the Federal and State Governments especially in the aftermath of the phased easing of lockdown and restrictions measures by the federal and state governments; and
The meeting was perturbed by the increasing incidences of the Covid-19 infection across the Country, and the dearth of educational infrastructures in Nigeria’s institutions of learning, which is capable of undermining the physical distance protocol of the Nigeria Centre for Disease Control (NCDC). The meeting observed that some conscious measures need to be mapped and put in place before the re-opening schools in the country.
RECOMMENDATIONS
Congress is of the view that adequate infrastructure needs to be provided in schools to ensure effective enforcement of the NCDC protocols and guidelines on Covid-19;
Re-opening of schools need to be done with due diligence and utmost precaution given the overcrowded nature of schools at the both primary, secondary and tertiary levels;
Government should bring all stakeholders in the primary and secondary education sub-sector comprising unions, Parent Teachers Association (PTA), Committee of Vice-Chancellors/Provosts of Polytechnics and Colleges of Educations, All Nigeria Confederation of Principals of Secondary Schools (ANCOPSS) to deliberate on the way forward on the need to re-open schools;
There is need to create a post Covid-19 re-opening plans and strategies based on the NCDC protocol and guidelines;
There is need to re-adjust the Nigerian federal budget for education and implement measures to assist institutions with financial burden of managing Covid-19;
There is need to train the staff of health centres in universities, polytechnics, colleges of education, secondary and primary schools, both teaching and non-teaching staff, on handling of pupils and students;
It is important to adopt phased/structured education activities, adjust exams and lecture/teaching time;
There is need for National Safe School policies to assist educational institutions to conduct risk assessment audit of schools in the country;
There is need to revisit the outsourcing policy of security personnel and cleaners, especially in institutions of higher learning to enable the institutions to have full control of the security personnel and cleaners, as private cleaners and security personnel cannot guarantee the health and
safety of staff and students;
There is need to provide Personal Protective Equipment (PPE) for health workers and other essential workers for their safety and protection;
We call for the immediate releases of intervention funds to all institutions to enable them provide needed safety measures;
Apparently, there is need for expansion of class rooms to ensure observance of the social distancing protocol;
There is need to address the lingering industrial crisis in the higher institutions posed by the IPPIS, which has the potential of affecting any attempt at re-opening of schools;
There is need for an elaborate plan to determine the duration of classes, and sitting arrangements to avoid infection;
There is need to ensure general decontamination/fumigation of entire premises and buildings, including student’s hostels, classrooms, staff offices, business premises, lecture halls/theatre, health centres/clinics etc.;
Additional employment of teachers to enable effective teacher student ration based on the social distancing protocol;
Provision of out-door learning environment for kids;
Strengthening e-learning facilities in primary, and tertiary institutions through provision of customized electronic devices to all staff and students. This is in order to complement traditional class settings and achieve physical distancing; and
Provision of free internet bandwidth in all institutions to be deployed free to members of staff and students within and around the school premises.
On the part of both public and private institutions of learning, the Congress is making the following recommendations for their observation upon re-opening of all schools. They are advised to:
Put in place Covid-19 committee which will be charged with the responsibilities of ensuring strict compliance with the safety measures and enforcement of regular hand washing with water and soap, hand sanitizers and, at a minimum, daily disinfection and cleaning of school surfaces and compulsory use of face masks by staff, students and visitors;
Provide adequate water, sanitation and hygiene facilities such as wash hand basins, soap and hand sanitizers;
Cleaning of all surfaces, at least once a day, particularly surfaces and facilities that are used by students; and
Put in place, a transparent post-Covid-19 plans, including isolation of staff and student who manifest the symptoms of the disease or who have tested positive, without creating stigma around them.

*PTF Daily Briefing: Update on School resumption for Every Teacher, Student and School Owner*
During the Presidential Task Force Daily briefing for the 22nd of June, 2020 which was just concluded, the Secretary to the President and Chairman of the Presidential Taskforce on COVID-19, Boss Mustapha has given an update on school resumption and he has conveyed a very important message for every Scholar in Nigeria.
Mr. Boss Mustapha stresses the surge in the confirmed cases of COVID-19 in the country and how the Federal Government is trying to do something about it. Boss Mustapha says that the number of confirmed cases has reached 20,000 overnight as more than 400 cases were newly discovered.
This surely will have a great impact on the resumption of school activities in the country. He says that what every scholar should know is that school will resume following the re-opening of local airports and interstate movement. He says that the delay in the re-opening of these institutions now is that the managements are still planning an effective way to safely re-open without compromising the lives of anyone.
There is a very high possibility that inter-state movement which was formerly scheduled to open on the 19th of June, 2020 will be open very soon as there are good news flying around that Nigerian Scientists have developed a vaccine which will prevent every Nigerian from getting infected by the Novel Coronavirus. This update was given on TVC news this afternoon.
So, since there is a vaccine which has been tested several times and it proved effective, there is a relief that everything may soon go back to normal especially students going back to their various schools.
According to Boss Mustapha during the PTF briefing on COVID-19, every student, teacher and school owner should be getting prepared as the date for the resumption of schools nationwide will be announced soon. Though, currently there is no fixed date for that but soon there will be.
Every student is enjoined to start preparing for resumption and cancel the mindset that the long holiday will still be for a long time. The holiday is over; make sure you are prepared because the school calendar will be rushed so as to meet up with the lost time.
Only few schools which meet the requirements for re-opening will be allowed to open. The requirements are yet to be announced but, we already have idea of what some of it may be and it is very mandatory for every school owner to make sure that they provide some facilities that will help to safeguard the lives of their students like, running water and alcohol based hand sanitizer, so that they will be allowed to open.

COVID -' 19 PANDEMIC : A STUBBORN SIEGE!!!
This virus could be simply described as a siege that only Almighty Allah can remove, it has never meant good for this nation!
Those that were affected directly are medically taken care of and are very few in number compared to financially affected millions who are battling with what to eat since there is no way to work and get something for their families!
This virus has rendered many people beggars, many have lost their children to untold hardship, many have been subjected to unprecedented humiliation in the hands of their colleagues who do not feel the pangs of hunger because they are salary earners receiving alerts as and when due!
The private school owners are languishing in hunger with no hope in sight! The parents,who are salary earners, instead of paying their outstanding are filling their store with assorted foodstuffs and nobody knows when they receive alert again -wonder will never cease happening!
The willing parents are either into businesses which are not coro friendly -nobody to buy such items now! While the food stuff sellers have exhausted the little one they have before the lockdown to the buyers -what an irony of life!
The proprietors are not beneficial of palliative neither from government nor from good samaritans; now if this siege is over and this yolk is broken, would these same parents, as usual, come and beg the schools and tender excuses for their inability to settle their outstanding?
How on earth would somebody be bold enough to give unnecessary excuses? The teachers are there begging the schools to give them whatever even just #500 while the proprietors have become beggars!
Now, who are the friends of proprietors among the aforementioned?
This is a calling to those who have the fear of God at heart to remember their teachers and proprietors now, give them something out what you owed them even if you do not owe them anything, pay them, it'll be minused from your load by resumption; these people have considered you before, keep them now as a friend in need is a friend in deed.
The Lord of proprietors will not forsake them, they will get over this seemingly unsunmontable problem very soon. Their Lord will loose this bo***ge soonest and they will regain their freedom and emerge even stronger!
