DAY 5 REPORT
WDC – OICs Engagement with Ogun State Primary Health Care Development Board (PHCDB)
Friday, 5th June 2026

The fifth day and grand finale of the Ward Development Committee (WDC) and Officers-in-Charge (OICs) Engagement with the Ogun State Primary Health Care Development Board was successfully held with the active participation of WDC leaders and OICs from Ipokia, Yewa South, Ijebu North East, and Imeko-Afon Local Government Areas.

The final day of the engagement was both impactful and inspiring, providing another valuable opportunity for stakeholders to strengthen collaboration, exchange experiences, and reinforce their shared commitment towards improving primary health care service delivery across Ogun State. Participants expressed overwhelming satisfaction with the engagement, describing it as enlightening, practical, and transformational. The feedback received from both WDC representatives and OICs reflected the positive impact of the programme and the renewed sense of purpose it has created among grassroots health stakeholders.

Throughout the five-day engagement, critical issues affecting the effective management of primary health care facilities were extensively discussed, while practical solutions and strategies for improved collaboration between WDCs and OICs were highlighted. The programme further strengthened the partnership between community representatives and health facility managers, thereby promoting ownership, accountability, transparency, and sustainability within the primary health care system.

To mark the successful conclusion of the engagement and in recognition of exceptional leadership, dedication, and unwavering commitment to the advancement of primary health care across the 236 wards of Ogun State, the State Leadership of the Ward Development Committee, Ogun State Council, conferred VIP Special Recognition Awards on three distinguished champions of primary health care development:

- Dr. Elijah Ogunsola, Executive Secretary, Ogun State Primary Health Care Development Board.
- Dr. Solarin M.T., Director of Disease Control and Immunization.
- Dr. Solape Folarin, State Coordinator, National Primary Health Care Development Agency (NPHCDA), Ogun State.

These awards were presented as a token of appreciation for their visionary leadership, steadfast support, and remarkable contributions towards strengthening primary health care systems and community participation across Ogun State. Their dedication has continued to inspire stakeholders and drive significant improvements in health outcomes at the grassroots level.

Speaking during the award presentation ceremony, the State Chairman of the Ward Development Committee (WDC), Ogun State Council, Alh. Asiwaju Dapo Wahab, JP, described the award recipients as true giants of primary health care and role models whose visionary leadership, commitment, and support have significantly contributed to the growth, development, and strengthening of the Ward Development Committee structure across the 20 Local Government Areas of Ogun State. He noted that their dedication to community participation, capacity building, and quality primary health care service delivery has inspired WDC members and stakeholders throughout the state.

The State Chairman further urged all WDC representatives and Officers-in-Charge (OICs) to put into practice the valuable lessons, knowledge, and experiences gained during the five-day engagement. He emphasized the need to utilize the knowledge acquired to strengthen Ward Development Committees, improve collaboration with health facility managers, promote community ownership of health facilities, and support the continuous development of primary health care services across Ogun State. He stressed that sustainable progress in the health sector can only be achieved through commitment, accountability, teamwork, and active community participation.

As the curtains draw on this historic engagement, the Ward Development Committee Ogun State Council expresses profound gratitude to the management of the Ogun State Primary Health Care Development Board, all participating OICs, WDC representatives, and development partners whose support contributed to the success of the programme.

The engagement has not only strengthened institutional relationships but has also renewed the collective resolve to build a more responsive, accessible, and people-centered primary health care system for all residents of Ogun State. The successful completion of the engagement marks another important milestone in the ongoing efforts to ensure quality, equitable, and sustainable primary health care delivery across the 236 wards of Ogun State.

*DAY 4 WDC–OICs ENGAGEMENT WITH OGUN STATE PHCDB RECORDS ANOTHER SUCCESSFUL SESSION*

The fourth day of the ongoing WDC–OICs Engagement with the Ogun State Primary Health Care Development Board (PHCDB) was successfully held on Thursday, 4th June, 2026, with participants drawn from *Ogun Waterside, Ado-Odo/Ota, Ijebu North, Ijebu East, and Yewa North Local Government Areas.*

The engagement provided a platform for stakeholders to strengthen collaboration, improve accountability, and enhance the management of Primary Health Care (PHC) facilities across Ogun State.

Addressing participants, the State Chairman of the Ward Development Committee (WDC), *Alhaji Asiwaju Dapo Wahab, JP*, urged WDC members to uphold the principles of accountability, transparency, and integrity in the discharge of their responsibilities. He emphasized the need for Ward Development Committees to support government initiatives, take ownership of health facilities within their communities, conduct regular facility visits, identify local challenges, and escalate unresolved issues to the State WDC Council when necessary.

The Chairman also commended WDC leaders across the state for their dedication and invaluable contributions toward strengthening Primary Health Care services at the grassroots level.

In his presentation, Dr. Ogunsilu highlighted the importance of conducting facility needs assessments through WDC meetings before the development of Business Plans. He further stressed the need for sound financial management practices, including the issuance of receipts for all transactions, proper record keeping, elimination of cash collections at health facilities, and the mandatory use of POS systems.

Also speaking at the event, Dr. Solape Folarin encouraged stronger collaboration between Officers-in-Charge (OICs) and Ward Development Committees to ensure efficient management and improved healthcare service delivery across the 236 wards in Ogun State.

The Finance Department also identified gaps observed in some health facilities and advised OICs to strictly adhere to established financial and operational guidelines to promote accountability, transparency, and improved performance.

The session ended with renewed commitment from participants to work together in strengthening Primary Health Care services and improving health outcomes in communities across Ogun State.

DAY 3 REPORT

WDC–OIC Engagement with Ogun State Primary Health Care Development Board

Date: Wednesday, 3rd June, 2026

The Day 3 WDC–OIC Engagement Meeting with the Ogun State Primary Health Care Development Board was successfully held with participants from four Local Government Areas, namely: Ijebu LGA, Ifo LGA, Remo North LGA, and Odogbolu LGA.

During the engagement, the State Chairman of the Ward Development Committee (WDC), Alh. Asiwaju Dapo Wahab, JP, encouraged all WDC Chairmen present to uphold the principles of transparency, accountability, and integrity in their working relationship with Officers-in-Charge (OICs) for the effective management of Primary Health Care facilities.

The Accounts Department made a presentation on financial management and compliance. Participants were informed that all payments and transfers for projects and services must be made directly to the accounts of vendors or contractors. Payments into the personal accounts of OICs, WDC members, or any other individuals should be discontinued to avoid sanctions and allegations of financial misconduct. The department further advised that the purpose of every payment should be clearly stated in the remarks section during bank transfers.

The Accounts Department also reiterated that no WDC Chairman should sign blank cheques under any circumstance. In addition, health facility account details and approved service price lists should be displayed conspicuously within health facilities to promote transparency and public accountability.

In his remarks, Dr. Solape Folarin admonished WDC members to be more proactive in the discharge of their responsibilities and to avoid any form of unethical or shady dealings with Officers-in-Charge. He emphasized the need for collaboration, integrity, and strict adherence to established guidelines to ensure effective service delivery across Primary Health Care facilities in Ogun State.

The meeting ended with renewed commitments from participants to strengthen accountability, transparency, and partnership in the management of Primary Health Care facilities.Prepared by:

*WDC OGUN STATE PARTICIPATES IN SRHR ADVOCACY TRAINING*

The Ogun State Ward Development Committee (WDC), under the leadership of *Alhaji Asiwaju Dapo Wahab, JP,* participated in a 1-Day Training on Sexual and Reproductive Health and Rights (SRHRs) Advocacy and STOP Guidelines held on 2nd June, 2026, at Mokland Hotel, Toll-Gate, Sango-Ota, Ogun State.

The training was organized by Trust and Support Foundation (TSF) in partnership with Empower and Thrive Alliance (EMPATH), with support from the Generation Initiative for Women and Youth Network (GIWYN) under the TAPESTRY Project.

The programme brought together community leaders, grassroots advocates, civil society organizations, and development partners to discuss ways of improving the health and well-being of women and girls across Ogun State.

Participants explored strategies for promoting reproductive health awareness, improving access to quality healthcare services, strengthening community advocacy, and encouraging greater community participation in addressing health challenges.

Representing the Ward Development Committee, *the State Chairman, Alhaji Asiwaju Dapo Wahab, JP,* reaffirmed the Committee's commitment to supporting initiatives that promote healthier communities, improve access to healthcare, and advance the welfare of women, girls, and families across Ogun State.

The WDC remains dedicated to its role as a bridge between communities and healthcare stakeholders in promoting quality healthcare delivery at the grassroots level.

Ogun State Primary Health Care Development Board (OGPHCDB)

Basic Health Care Provision Fund (BHCPF) Stakeholders' Engagement Meeting with *Officers-in-Charge* (OICs) and *Ward* *Development* *Committee* (WDC) Chairmen

The Ogun State Primary Health Care Development Board (OGPHCDB) convened a stakeholders' engagement meeting under the Basic Health Care Provision Fund (BHCPF) initiative for Officers-in-Charge (OICs) of Primary Health Care facilities and Ward Development Committee (WDC) Chairmen. The meeting was aimed at strengthening the implementation of BHCPF 2.0 and enhancing collaboration among key stakeholders in the primary health care system.

The meeting commenced with an opening remark by the Executive Secretary, Dr. Elijah Ogunsola, who emphasized the importance of stakeholder participation in achieving quality, accessible, and sustainable primary health care services across Ogun State.

The objectives of the meeting included reviewing the progress of BHCPF implementation in the State, discussing the BHCPF 2.0 operational guidelines, clarifying stakeholder roles and responsibilities, and obtaining feedback from participants to improve service delivery.

A presentation on the status and successes of BHCPF implementation highlighted notable achievements in health facility strengthening, improved access to essential health services, increased community participation, and enhanced accountability mechanisms within the primary health care system.

Participants were subsequently taken through the BHCPF 2.0 Guidelines, with detailed explanations of the roles and responsibilities of OICs, WDCs, Local Government Health Authorities, and other implementing partners in ensuring effective programme implementation.

In his remarks, Mr. Solape Folarin, the National Primary Health Care Development Agency (NPHCDA) State Coordinator, called on OICs and WDC Chairmen to foster robust collaborative partnerships for the effective management and operation of primary health care facilities across the 236 wards in Ogun State. He emphasized that OICs should see themselves as managers of Primary Health Care facilities, while WDCs should be recognized as critical supporting partners and custodians of community ownership within the health system. He further addressed and strategically resolved several lingering issues affecting the relationship between OICs and WDCs, particularly concerns surrounding the signing of blank cheques and other governance-related matters, thereby providing greater clarity on accountability and financial management procedures under the BHCPF framework.

During the feedback session, participants shared observations, challenges, and recommendations aimed at improving the operational efficiency and impact of the BHCPF programme.

Departmental presentations were also delivered by the Disease Control and Immunization Department, Family and Community Health Department, Planning, Research and Statistics Department, and Finance and Accounts Department. These presentations provided updates on programme implementation, data management, community health interventions, immunization activities, financial accountability, and reporting requirements.

A major highlight of the meeting was the presentation by Alhaji Asiwaju Dapo Wahab, JP, State Chairman of the Ward Development Committees (WDCs), Ogun State. He outlined several challenges confronting WDCs across health facilities in the State, including concerns relating to the signing of blank cheques, inadequate involvement of WDCs in the development of facility business plans, limited inclusion of WDC members as ad-hoc personnel during health programmes, insufficient capacity-building opportunities, and the need for stronger collaboration between health facility management teams and community structures. He called for sustained government support and stakeholder commitment to strengthen WDC operations and deepen community ownership of primary health care services across Ogun State.

The Day One engagement recorded participation from representatives of the following Local Government Areas:

- Odeda Local Government
- Ikenne Local Government
- Abeokuta South Local Government
- Ewekoro Local Government

Conclusion

The stakeholders' engagement meeting provided an important platform for information sharing, capacity strengthening, and stakeholder collaboration towards the successful implementation of BHCPF 2.0 in Ogun State. The deliberations reinforced the importance of effective partnerships between OICs and WDCs, transparent financial management, community participation, and adherence to established guidelines. Participants reaffirmed their commitment to supporting primary health care delivery and improving health outcomes through accountability, collaboration, and strengthened community ownership of health facilities across the State.
