World Disaster Risk Reduction Day , October 13
Over the past 10 years, UN-Habitat's and DiMSUR experiences has shown that it is worth investing in safe and resilient constructions.
In the video below, you can see how a pre-cyclone-built classroom with UN-Habitat resilience measures withstood the strong winds and rains of in Beira city - while standard classrooms unfortunately did not resist the cyclone.
Investing in infrastructure and capacity building for safe and resilient schools prevents the loss of infrastructure and disruption of the education of thousands of boys and girls.
Architect Juan Hurtado Martinez of UN-Habitat Mozambique explains why the "Build to Last" approach ( # BuildToLast) is essential to ensure sustainable social and economic development in the face of climate change.
The Safer Schools Program is implemented in Mozambique by UN-Habitat with funding from various partners such as World Bank and Unicef.

"CityRAP is a participatory planning process, that enables city managers and municipal technicians in small to intermediate sized cities to understand and plan actions aimed at reducing risk and building resilience. So far, 25 cities in 10 African countries have implemented CityRAP, and identified their resilience needs, such as reinforcing drainage systems, ecosystem restoration, better management of solid waste and establishing early warning systems and safe havens to protect lives and the city’s assets.
UN-Habitat is working to bring CityRAP to as many cities as possible. In 2019 CityRAP is being implemented in Ethiopia (Arada, Dire Dawa and Adama), Malawi (Lilongwe), Mozambique (Dondo), South Africa (TBD), Union of Comoros (Fomboni), Zambia (Lusaka and Chipata) and Zimbabwe (Mutare)."

"Africa could have lost infrastructure worth more than a billion dollars following Cyclone Idai, the storm that battered Mozambique, Malawi, Madagascar and Zimbabwe last week, Economic Commission for Africa (ECA) Executive Secretary, Vera Songwe, said Sunday.
Speaking during a high-level policy dialogue on capitalizing on the nexus between climate change and public budget for resilient economies in Africa, Ms. Songwe said the trail of destruction left by Cyclone Idai was devastating. She called on the continent to seriously start prioritising emergency preparedness and disaster planning.
“When we talk about the new climate economy it is almost impossible not to think about what is happening on our continent right now. We probably have lost about a billion dollars in Mozambique, Zimbabwe, Madagascar and Malawi in terms of resources, in particular the Beira port, the signature port of Mozambique, is essentially today almost a thing of the past because of cyclone Idai,” said Ms. Songwe."

When Cyclone IDAI made landfall on 14 March, it brought devastation and destruction to the port city of Beira – home to more than 500,000 people – and surrounding areas. Following landfall, it has continued to bring heavy rains. Flood waters are rising and the Pungoe and Buzi rivers have burst their banks."

CityRAP: a tool for resilient communities in Africa
http://dimsur.org/tools-2/the-cityrap-tool-movie/
The CityRAP Tool is a tool used for training city managers and municipal technicians in small to intermediate sized cities in sub-Saharan Africa. CityRAP Tool enables communities to understand and plan actions aimed at reducing risk and building resilience through the development of a Resilience Framework for Action, that is why it is designed as an enabling rather than prescriptive tool, as core principle is fostering ownership by local government and communities.
CityRAP Tool’s process includes a set of trainings, exercises and activities directed at municipalities that want to kick-start their resilience action planning. It puts local governments and urban stakeholders in the driver’s seat of urban resilience planning to ensure capacity retention and use. The tool’s design enables local governments to adapt and implement it with minimal external intervention. It draws on participatory methods – such as local government self-assessments, participatory risk mapping exercises and cross-sectorial action planning – to leverage local knowledge for understanding and planning resilience. It was developed by UN-Habitat and DiMSUR.
