Labuan FSA was honoured to welcome Mr Nianshan Zhang, Director General of the Asian Development Bank (ADB), during his visit to our office on 22 May 2026.
Led by Mr Affendi Rashdi, the Director General (DG) of Labuan FSA, the Authority shared an overview of Labuan IBFC and exchanged insights on potential collaboration opportunities in sustainable finance, infrastructure financing, and Islamic finance.
The visit marked a meaningful engagement in strengthening regional financial ecosystems and supporting sustainable economic development.

Labuan FSA successfully hosted its 3rd Integrity Forum at the Labuan International School (LIS) Auditorium under the theme, “From Integrity to Impact: Better Governance, Zero Corruption.”
Encik Syahrul Imran Mahadzir, Deputy Director General of Labuan FSA, in his opening remarks, emphasised that integrity is not merely an aspiration, but a daily discipline as Labuan FSA advances towards the implementation of the MS ISO 37001:2025 Anti-Bribery Management System (ABMS).
The forum brought together representatives from the Malaysian Anti-Corruption Commission (MACC), Inland Revenue Board of Malaysia (IRB) Labuan, Financial Park Labuan (FPL), and Perbadanan Labuan (PL), reflecting a shared commitment to transparency, accountability, and good governance.
Speakers from MACC, SIRIM Berhad, and industry experts shared valuable insights on MACC Act compliance and the broader societal impact of corruption. The programme concluded with an engaging panel discussion, reinforcing a clear message: Labuan FSA leads with values, corruption is not an option, and integrity remains our highest priority.

Courtesy Visit by Sahibus Samahah Ahmad Fauwaz bin Fadzil, M***i Wilayah Persekutuan, and his delegation to Labuan Financial Services Authority on 13 May 2026. The delegation was warmly received by Mr Affendi Rashdi, Director General of Labuan Financial Services Authority (Labuan FSA), together with representatives from various relevant units.
The visit featured meaningful discussions on potential collaboration with Jabatan M***i Negara to strengthen the Islamic financial ecosystem and further promote Shariah-compliant finance in Labuan International Business and Financial Centre (Labuan IBFC).

Labuan FSA hosted a visit from the Faculty of International Finance, Universiti Malaysia Sabah Labuan International Campus (UMSKAL), comprising 80 final-year students from the International and Offshore Banking Programme (HE20), led by Dr. Jaludin Janteng.
The session featured a comprehensive briefing on the roles of Labuan FSA and the development of Labuan IBFC, alongside key insights into Islamic finance. It concluded with an engaging experience-sharing session by a UMSKAL alumnus currently serving in Labuan FSA.

Labuan FSA participated in Money20/20 Asia and Policy20 in Bangkok from 21 to 23 April 2026.
At the Policy20 panel, Mr Affendi Rashdi, Director General of Labuan FSA joined senior representatives from Bangladesh and Philippines to discuss how intelligent infrastructure, regulatory clarity, and technology can advance financial inclusion.
Labuan FSA also participated in a high-level roundtable with fellow regulators, sharing insights on regulatory sandboxes and the evolving supervisory landscape for AI. Ms Doreen highlighted Labuan IBFC’s priorities and reaffirmed its commitment to continuously strengthen and develop the centre through collaboration and knowledge exchange with peer regulators.
Labuan FSA is honoured to have participated in this impactful event, where sessions were highly insightful and engaging, particularly the closed-door discussions with peer regulators. It was a great platform and opportunity to connect with global industry players, exchange ideas, and promote Labuan IBFC.

Certified Financial Investigator Program Ceremony (CFIP) 2025
The Convocation Ceremony for the Certified Financial Investigator Program (CFIP) 2025 was successfully held on 4 May 2026 at Menara Seri Wilayah, Putrajaya.
Organised by the National Anti-Financial Crime Centre (NFCC), the event celebrated approximately 135 graduates from various legal and enforcement agencies who successfully completed the programme, including five participants from the Labuan Financial Services Authority (Labuan FSA).
Certificates were presented by YBhg. Tan Sri Shamsul Azri bin Abu Bakar, Ketua Setiausaha Negara Malaysia, at the ceremony, witnessed by YBhg. Tan Sri Mohd Dusuki Bin Mokhtar, Attorney General and YBrs. Dato’ Sri Shamsun Baharin Bin Mohd Jamal, Director General NFCC.
Affendi Rashdi, Director General of Labuan FSA was also present to support and celebrate the achievement of the Authority’s officers.
This convocation reflects a continued commitment to strengthening expertise and capacity in combating financial crime within Malaysia’s financial sector.
