WOMEN IN POLITICS

BAM Group Foundation is driving a new national
initiative currently being implemented in Lesotho with support from UN Women - under the Women
and Youth Democratic Engagement (WYDE) Programme - and sponsorship from the European Union.

The initiative – to be launched on Tuesday 22 June, 2026 - seeks to strengthen women’s participation in
political and decision-making processes across the country.

While Lesotho has made commendable progress in advancing women’s representation through
mechanisms such as the zebra model in the proportional representation electoral system for
parliament, and women’s seats in local councils, women currently occupy only 25% of seats in the
National Assembly.

Although the models have contributed significantly to increasing women’s political participation in the
country leadership over the years, meaningful equality is yet to be achieved, particularly within
constituency-based political leadership and other decision-making spaces. This is affirmed by various research findings and general elections outcome.

Women are under-represented in legislative bodies in the majority of countries, and Lesotho is no exception to this worldwide trend. In an attempt to address this problem, the country has adopted, through electoral laws, electoral gender quota systems for both local and national legislative structures. The country has introduced a 30% gender quota requirement for election to the local councils at the local level. At the national level, it introduced a ‘zebra list’ – the condition that when political parties submit lists for the purposes of 40 proportional representation (PR) seats in the National Assembly, the names must alternate between those of men and women. The idea was to attain 50% representation of women in the National Assembly, at least for the 40 PR seats. The effectiveness of these two quota systems in enhancing women’s representation has been the subject of intense disagreement. The animating question is whether, since the adoption of gender quotas, the representation of women in legislative bodies has improved. The article investigates this question using the qualitative content analysis method. The central hypothesis is that electoral gender quotas in Lesotho, particularly at the national level, have not significantly improved the representation of women. The paper critiques the models used and makes some recommendations for reform.

BAM Group Foundation seeks a qualified consultant to lead the development of a Women’s Political Leadership Toolkit under the WYDE Women’s Leadership Initiative.
The toolkit will support the project’s leadership development interventions and serve as a structured learning resource for emerging women leaders participating in the programme.

Scope of Work
• Design the toolkit framework and learning architecture
• Develop structured training/manual content covering key leadership competencies
• Produce facilitator and participant versions where applicable
• Integrate practical exercises, case studies, and contextualised local examples
• Ensure content aligns with project themes including:
o Political Literacy
o Advocacy
o Diplomacy
o Negotiation
o Communication / Public Speaking
o Leadership & Ethics
• Validate content with BGF and key stakeholders
• Finalise toolkit for print and digital dissemination

Required Qualifications
• Degree in Education, Political Science, Development Studies, Curriculum Design, Leadership, or related field
• Proven experience developing training curricula/toolkits/manuals
• Experience in women’s leadership, governance, civic education, or political participation preferred
• Strong instructional design and writing skills
