LIMPAC Concludes 10-Day Peer Review Retreat on Tax Enhancement and Agricultural Subsidies
The Liberia Macroeconomic Policy Analysis Center (LIMPAC), at the Ministry of Finance and Development Planning, successfully concluded a ten-day intensive Peer Review Retreat held at the Cyntheo Guest house in Margibi County, from December 5–12, 2025. The retreat focused on the in-depth review and refinement of two major research papers:
1. Evaluating Pathways for Enhancing Tax Revenue (Property Tax) in Liberia with case studies in B**g, Nimba, Margibi, Grand Bassa and Montserrado counties, and
2. Assessing the Impact of Agricultural Subsidies on Smallholder Farmers in Liberia, with case studies drawn from B**g, Nimba, and Lofa counties.
This high-level technical retreat brought together distinguished policymakers, academics, and sector experts whose insights significantly strengthened the analytical quality and policy relevance of the papers.

The event was graced by the Assistant Minister for Economic Policy Hon. Henry Yanquoi at the Ministry of Finance and Development Planning, the Policy Advisor to the Minister of Finance and Development Planning Mr. Mustapha Dukuly, the Assistant Commissioner for Real Property Tax at the Liberia Revenue Authority (LRA) Hon. James A. Jaber, and the Head of the Board of Tax Appeal Cllr. Benjamin B. Stewort.

Also in attendance were renowned scholars including Dr. Jeremiah Z. Whapoe Sr. of Starz Graduate School, Dr. George T. Forpoh, Dean of the College of Agriculture at Cuttington University, as well as experts and technical staff from the LRA, Board of Tax Appeal, Ministry of Agriculture, Central Agricultural Research Institute (CARI), MFDP, Farmers Union and other key institutions.

Over the course of the retreat, participants engaged in rigorous discussions, research validation exercises, and policy recommendations aimed at improving domestic revenue mobilization and enhancing the effectiveness of agricultural subsidies to boost smallholder farmer productivity.

The Executive Director of LIMPAC Dr. P. Padolo Moye extends appreciation to all stakeholders for their invaluable contributions. The Center remains committed to producing evidence-based research that supports sound public financial management and promotes sustainable economic growth in Liberia.

LIMPAC Hosts 2nd Policy Dialogue on Evidence-Based Policymaking at Mother Patern College of Health Sciences.

On Friday, April 18, 2025, the Liberia Macroeconomic Policy Analysis Center (LIMPAC) hosted its second Policy Dialogue under the theme “Transforming Policy Making Through Evidence-Based Insight” at the Mother Patern College of Health Sciences, St. Teresa Convent Compound, Randall Street, Monrovia. The event convened university deans, department chairpersons, national stakeholders, and policymakers for critical discussions aimed at strengthening policy development through rigorous, research-based evidence.

The Executive Director of LIMPAC, Dr. P. Padolo Moye, welcomed participants and emphasized bridging the gap between policymaking and impactful decision-making by promoting evidence-based research. He stressed that the dialogue aimed to encourage open academic debate, review key research findings, and generate actionable recommendations that will enhance Liberia’s development trajectory. Discussions centered on two major studies:
• The Effect of Climate Change on Women Engaged in Rice Production in Liberia’s Agriculture Sector (case studies: B**g, Nimba, and Lofa Counties).
• The Impact of Mining on Economic Growth in Liberia (case studies: B**g, Nimba, Lofa, and Gbarpolu Counties).

Deputy Minister for Economic Management, Hon. Dehpue Zuo, praised LIMPAC’s progress and reiterated the Center’s dual role: serving the government while maintaining independent, academic perspectives on national issues. He emphasized the importance of inclusivity in policymaking and called for research outputs to be academically rigorous rather than based on personal opinions. Hon. Zuo also announced plans for government seed funding to encourage student-led research, fostering a culture of academic excellence and building national research capacity to reduce reliance on external consultants.

The event concluded with a reaffirmation of the government's strong support for LIMPAC’s efforts and a shared vision for empowering Liberian researchers to independently lead major projects in the near future.

On May 1, 2024, Madam Mabintu Mansaray, the Acting Executive Director of LIMPAC, led a team of senior staff to a meeting at the Bureau of State Enterprises (BSE). The primary purpose of this meeting was to gain insights into the perspectives of State-Owned Enterprises (SOEs) regarding their core functions and mandates. The team met with Honorable Roosevelt Woods Deputy Director General for Operations who represented the Director General Hon. Arthur Siaka Massaquoi, Sr. at the event. The discussion focused on their reporting timelines, future prospects, and challenges. This interaction aimed to enhance policy formulation to foster the prosperity of the SOEs.
Additionally, the meeting addressed collaborative strategies between the BSE and LIMPAC to achieve shared objectives. The meeting was held in the general conference room at the Bureau of State Enterprises office.
