LAA Initiates Administrative Actions Amid Drug Case Investigation: Upholds Due Process and Staff Rights
Margibi, Robertsfield –June 24 2026— The Liberia Airport Authority (LAA) hereby issues this statement concerning administrative measures undertaken in connection with the ongoing investigation into the reported USD $19 million drug trafficking matter currently under review by the Liberia Joint Security Task Force and other competent state authorities.
The Authority confirms that certain employees have been formally invited by the relevant security agencies to assist in the ongoing investigation. In accordance with its statutory mandate, internal governance framework, and applicable labor laws of the Republic of Liberia, the Authority has instituted precautionary administrative actions to ensure the integrity of its operations and to facilitate full cooperation with the investigative process.
Accordingly, the following employees have been placed on administrative leave with immediate effect, pending the outcome of both internal administrative review processes and external investigations:

Further, Mr. Oscar J. Brown shall be placed on indefinite suspension, as authorized by the Management of the Authority, pending the conclusion of all relevant proceedings. These measures are administrative and precautionary in nature and shall not be construed as disciplinary findings or determinations of liability.
The Authority expressly affirms that all affected individuals are entitled to, and will continue to enjoy, the full protection of due process under Liberian law, including but not limited to the presumption of innocence, the right to be heard, access to legal or other representation, and the right to appeal any administrative decisions taken.
The Authority maintains a strict zero-tolerance policy toward conduct that undermines the safety, security, and integrity of Liberia’s civil aviation sector. At the same time, it remains fully committed to upholding principles of fairness, non-prejudgment, and lawful procedure in all administrative and investigative matters.
The Liberia Airport Authority will continue to cooperate fully with national security institutions and all duly authorized investigative bodies. It further reaffirms its commitment to transparency, accountability, and adherence to established legal and regulatory frameworks governing public institutions.
All employees are hereby reminded of their obligation to uphold the highest standards of professional conduct and institutional integrity during this period. Montserrado County Senators Abraham Darius Dillon and Saah H. Joseph have formally requested the Liberian Senate to recommend the suspension of the cargo-handling concession operated by GLS Menzies at Roberts International Airport (RIA) pending the outcome of investigations into the recent seizure of co***ne valued at approximately US$19.2 million.
In a joint communication addressed to the Senate Plenary, the two lawmakers expressed serious concern over the implications of the June 8, 2026 drug bust, which resulted in the interception of approximately 237.6 kilograms of co***ne within the GLS Menzies warehouse at RIA.
Addressing their colleagues, Senators Dillon and Joseph argued that the gravity of the case warrants immediate precautionary action to safeguard the integrity of ongoing investigations and protect Liberia's international reputation.
According to the lawmakers, the Joint National Security Investigative Task Force has identified GLS Menzies General Manager Paul J. King and Security Manager Philip Yeoh among persons of interest in the ongoing investigation.
“When the leadership of a concessionaire entrusted with safeguarding our national cargo channels is itself under investigation, prudence demands that its operations be suspended until the matter is resolved,” the senators stated in their communication.
They emphasized that the proposed suspension is not intended to suggest guilt on the part of the company or its officials but rather to ensure transparency, preserve evidence, and maintain public confidence in the investigative process.
The senators further noted that allowing the concessionaire to continue operating under such circumstances could undermine public trust and potentially affect Liberia's standing as a reliable aviation and trade partner.
“This is a precautionary measure, not a presumption of guilt,” the lawmakers stressed, adding that the concession could be restored should GLS Menzies and its officers be cleared of any wrongdoing following the conclusion of investigations.
The request comes amid increasing public interest in the high-profile co***ne seizure, one of the largest drug interceptions in Liberia's recent history.
The case has triggered widespread calls for accountability and a thorough investigation into the circumstances surrounding the shipment and the security systems that allowed the narcotics to enter the cargo facility.
The Senate Plenary has mandated its Committees on Security and Judiciary to review the communication and provide recommendations for consideration by the full body.

Biago has resigned amid mounting pressure surrounding the ongoing US$19.2 million co***ne investigation, one of the largest drug busts in Liberia’s history.
Confirmation from the Government of Liberia or the LDEA was not immediately available as of press time. However, multiple sources familiar with the matter told KNews Online that the resignation comes as investigations continue to widen into the seizure of hundreds of kilograms of co***ne at Roberts International Airport (RIA).
