Montserrado County Senator Abraham Darius Dillon is leading the push for two bills aimed at ending war and economic impunity and strengthening Liberiaโ€™s fight against corruption.

The legislation was submitted to the Legislature by President Joseph Nyumah Boakai on Wednesday, May 20, 2026, with the stated goal of strengthening accountability, advancing justice, and reinforcing the rule of law.

1. An Act Establishing a War and Economic Crimes Court

The court is designed to respond to recommendations of the Truth and Reconciliation Commission and Liberiaโ€™s commitments under the Accra Peace Agreement. It would provide a specialized judicial mechanism to adjudicate allegations of war crimes, crimes against humanity, gross human rights violations, and economic crimes committed during Liberiaโ€™s periods of instability.

2. An Act Adopting a New Title 17(a) of the Liberian Code of Laws Revised, Establishing a National Anti-Corruption Court

This court would expand Liberiaโ€™s judicial capacity to prosecute corruption-related offenses that continue to undermine public trust, economic development, and service delivery.

Senator Dillon, a member of the Senate Judicial Committee, has long advocated for both the War and Economic Crimes Court and a National Anti-Corruption Court. His sponsorship of the bills now brings those proposals formally before the Senate.

Following the submission, the Plenary of the Liberian Senate approved a motion by Grand Kru County Senator Albert T. Chie to refer the bills to the Committee on Judiciary and other relevant committees. The committees have 30 days, including a public hearing, to review the proposals and report findings back to plenary.

If supported by lawmakers in both houses, the legislation would address long-standing demands for accountability linked to Liberiaโ€™s past conflicts and systemic corruption. Supporters argue it would bring relief to Liberians and reaffirm the countryโ€™s commitment to upholding the rule of law.

President Boakai said the bills are grounded in Liberiaโ€™s historical experience, constitutional framework, and international legal obligations, and urged the Legislature to give them urgent and careful consideration.
