The Jamaica Council for Persons with Disabilities provides a variety of services to protect the rights of Persons with Disabilities (PWDs) and promote their independence and inclusion in every aspect of national life.
Arthur Taylor’s story is one of perseverance.
At the tender age of 5 it became clear that his journey would be challenged by loss of sight. Despite the many pitfalls he never stopped, and is still determined to keep going.

Born with visual impairment, Asley discovered his talents and developed resilience from a tender age as he navigated what he described as living in two different worlds. Determined to not settle, he has pushed himself to many accomplishments in spite of his reality.

Since the Disabilities Act in 2022, Jamaica has made meaningful progress toward a rights-based approach for persons with disabilities. Awareness has grown, legal protections are stronger, and more persons feel empowered.
However, continued enforcement, adequate funding, and accountability are essential to building an inclusive society.

It is a system.
It shows up in how information is shared, how support is provided, and how people are consistently included in decision-making.
When inclusion is built into systems, it becomes reliable, fair, and sustainable — not dependent on chance or goodwill.

Since the enactment of the Disabilities Act, public awareness has grown significantly, with more inclusion in planning, communication, and accessibility efforts.
While progress is being made, key areas still need attention—employment, access to education, and the built environment.

Since the enactment of the Disabilities Act, there have been meaningful improvements, including social programmes, grants, and increased access to education and transportation services.
However, more progress is needed. Reliable public transportation and improved accessibility in public and commercial spaces remain key priorities to ensure full participation for persons with disabilities.

Inclusion is not accidental. It is intentional, structured, and sustained.
Good intentions alone are not enough. Without systems, inclusion becomes inconsistent and dependent on chance.
True inclusion is built into policies, workflows, communication, and decision-making — with persons with disabilities at the centre.
Accessibility means removing barriers so everyone can participate fully and equitably.

The Disabilities Act has brought progress, including improved accessibility in public spaces and greater public awareness of persons with disabilities.
However, more support is still needed — especially in education, therapy services, and funding for families and entrepreneurs living with disabilities.
