1️⃣ On Public Safety & Health Infrastructure
It is submitted that 84% centres face rabies vaccine shortages, while 46% lack basic wound-washing facilities, creating a serious risk to public health and life.
2️⃣ On Failure of Animal Birth Control (ABC) Implementation
It is further submitted that several ABC programs exist only on official records, with poor ground-level ex*****on and no effective monitoring or audit mechanism.
3️⃣ On Increase in Dog Roaming & Aggressive Incidents
Data shows that sudden stoppage of feeding results in a 742% rise in roaming, leading to higher aggression and conflict.
This outcome is foreseeable and preventable.
4️⃣ On Absence of Transparency & Accountability
There is no public digital record of sterilization, vaccination, or complaint redressal, leaving citizens without clarity or recourse.
5️⃣ On Balance Between Public Safety & Animal Welfare
It is respectfully submitted that public safety and animal welfare must coexist.
Failure to manage either amounts to administrative neglect.
6️⃣ On Remedies Suggested for Consideration
✔ Transparent digital reporting system
✔ Time-bound, monitored ABC programs
✔ Designated community feeding zones
✔ Pre-exposure vaccination for high-risk groups
✔ Animal behaviour education in schools

🚺 यूपी सरकार व CM योगी आदित्यनाथ का आदेश — Women Animal Feeders व समाज दोनों की सुरक्षा अब प्राथमिकता 🚺

माननीय मुख्यमंत्री योगी आदित्यनाथ जी और उत्तर प्रदेश शासन के निर्देशानुसार, साथ ही सुप्रीम कोर्ट व ABC Rules के अंतर्गत:

👉 महिला पशु-रक्षक/फीडर्स को जानवरों को भोजन कराने के अधिकार से वंचित करना, रोकना या डराना-धमकाना अब कानूनी अपराध है।
👉 साथ ही, यह भी अनिवार्य है कि भोजन इस प्रकार कराया जाए जिससे आमजन, बच्चों और राहगीरों की सुरक्षा व स्वच्छता बनी रहे।

📌 मुख्य बिंदु (UP Govt. आदेश अनुसार):
1️⃣ महिला फीडर्स की सुरक्षा:

उन्हें कोई नहीं रोक सकता 🚫

स्थानीय प्रशासन उनकी सुरक्षा व सहयोग सुनिश्चित करेगा 👮‍♀️

2️⃣ मानव/समुदाय की सुरक्षा:

भोजन निर्धारित, सुरक्षित स्थानों पर कराया जाए 🏢

स्वच्छता का ध्यान रखा जाए (गंदगी या बीमारी न फैले) 🧹

पशुओं से जुड़ा व्यवहार लोगों के लिए खतरनाक न हो 🛑

3️⃣ साझी जिम्मेदारी:

प्रशासन, नागरिक और फीडर्स — सभी का दायित्व है कि पशु सेवा व मानव सुरक्षा साथ-साथ संतुलित रूप में बनी रहे। ⚖️
