১৯৭৯ সালের ১ ফেব্রুয়ারি, ১৫ বছরের নির্বাসন শেষে আয়াতুল্লাহ রুহুল্লাহ খোমেনি তেহরানের মেহরাবাদ আন্তর্জাতিক বিমানবন্দরে অবতরণ করেন। এয়ার ফ্রান্সের একটি বিমানে করে তাঁর এই প্রত্যাবর্তন ইরানের ইতিহাসে এক যুগান্তকারী মুহূর্ত হয়ে ওঠে। বিমানবন্দর থেকে বের হওয়ার সঙ্গে সঙ্গেই লাখো মানুষের উচ্ছ্বাস ও সমর্থনে তেহরান মুখরিত হয়ে ওঠে।

খোমেনির এই প্রত্যাবর্তন ইরানি বিপ্লবের শেষ ও সবচেয়ে গুরুত্বপূর্ণ অধ্যায়ের সূচনা করে। কয়েক দিনের মধ্যেই পাহলভি শাসনব্যবস্থার পতন ঘটে এবং ইরান বিংশ শতাব্দীর অন্যতম নাটকীয় রাজনৈতিক পরিবর্তনের মধ্য দিয়ে ইসলামি প্রজাতন্ত্রে রূপান্তরিত হয়।

এর মাত্র দুই সপ্তাহ আগে, ১৯৭৯ সালের ১৬ জানুয়ারি, ইরানের শেষ সম্রাট মোহাম্মদ রেজা শাহ পাহলভি দেশ ত্যাগ করেন। ইসলামি বিপ্লবের প্রবল গণআন্দোলনের মুখে তাঁর ৩৮ বছরের শাসনের অবসান ঘটে এবং তিনি স্থায়ী নির্বাসনে যেতে বাধ্য হন।

The National Council of Educational Research and Training (NCERT) has been granted the status of an 'institution deemed to be a university under the distinct category', allowing it to independently offer degree programmes from diploma to doctoral levels.

The move comes three years after it was first proposed.

Now, NCERT can offer new courses/ programmes and sets up 'off-campus and offshore centres' in accordance with UGC guidelines.

"The Ministry of Education, on the advice of the UGC, hereby declares National Council of Educational Research and Training... consisting of... six constituent units as an Institution deemed to be University under distinct category," the Ministry of Education said in a notification on March 30.

The decision applies to NCERT headquarters in Delhi as well as its six constituent institutions, marking a significant expansion of the organisation's role beyond school curriculum development into higher education and research.

As per the notification, the academic programmes to be offered at NCERT shall conform to the norms and standards prescribed by the UGC and the statutory councils/ bodies concerned.

NCERT can commence research programmes as well as doctoral and innovative academic programmes. The fee structure for the courses need to follow UGC, relevant statutory councils rules and regulations, it mentioned.

NCERT like other higher education institutions need to maintain Academic Bank of Credits and upload their credit score in digital lockers.

The institution will also need to participate in national rankings and accreditation systems.

Moreover, NCERT should not indulge in any activities that are of commercial and profit making in nature. There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Central Government, it added.

প্রশ্নোত্তর পর্বে সম্পূরক প্রশ্নের জবাবে বিদ্যুৎমন্ত্রী মনোহর লাল খট্টর বলেন, বেসরকারি সংস্থার মতো করে গ্রাহকদের প্রি-পেইড মিটার নিতে বাধ্য করা হচ্ছে, এমন অভিযোগ সঠিক নয়।

দৈনিক আয়ের ওপর নির্ভরশীল দরিদ্র কৃষকরা কীভাবে বিদ্যুতের বিল পরিশোধ করবেন, এই প্রশ্নের জবাবে তিনি জানান, পাঁচ থেকে দশ দিনের জন্য ছোট অঙ্কে রিচার্জ করার সুবিধা রাখা হয়েছে।

তবে তিনি স্পষ্ট করেন, যারা নিয়মিত বিদ্যুৎ বিল পরিশোধ করেন না এবং বকেয়া রাখাকে “গর্ব” মনে করেন, এমন গ্রাহকদের ক্ষেত্রে প্রি-পেইড মিটার বাধ্যতামূলক করা হতে পারে, যাতে বকেয়ার ঝুঁকি কমে।

মন্ত্রী আরও বলেন, বিদ্যুৎ সংস্থাগুলি বাণিজ্যিক ভিত্তিতে পরিচালিত হয়। গ্রাহকদের নিরবচ্ছিন্ন বিদ্যুৎ সরবরাহ নিশ্চিত করতে তাদের আয় করা জরুরি।

Breaking: A Multi-Tasking Staff (MTS) member deployed at the Indian Air Force Station in Chabua, Assam, has been arrested on charges of espionage, officials confirmed on Sunday. The accused, identified as Sumit Kumar, was taken into custody following an intelligence-led operation.

Sumit Kumar hails from Prayagraj in Uttar Pradesh. Authorities are expected to bring him to Rajasthan for further interrogation, where the case is being handled. Security measures at defence installations across the region are also likely to be reviewed in light of the incident.
