🇱🇰💰श्रीलंकेच्या संसदीय खासदारांना पेन्शन रद्द

⚖️ फेब्रुवारी २०२६ मध्ये, श्रीलंकेच्या संसदेने ' संसदीय निवृत्तीवेतन (रद्द) विधेयक' मंजूर केले .

ज्याद्वारे खासदार आणि त्यांच्या विधवांना केवळ एका पाच वर्षांच्या कार्यकाळानंतर आयुष्यभराचे निवृत्तीवेतन देणारा ४९ वर्षे जुना कायदा रद्द करण्यात आला.

हे विधेयक १५४ मतांनी मंजूर झाले आणि केवळ दोन मते विरोधात पडली ज्यामुळे आर्थिक अडचणींच्या काळात राजकीय लाभ कमी करण्याचे राष्ट्रपती अनुरा कुमार दिसानायके यांचे निवडणुकीतील वचन पूर्ण झाले.

🧾 पेन्शन रद्द करण्याच्या प्रक्रियेतील प्रमुख बाबी:

✅ तात्काळ प्रभाव:
या कायद्यानुसार भावी लोकप्रतिनिधी आणि जे आधीच पात्र आहेत किंवा लाभ घेत आहेत, त्यांचे निवृत्तीवेतन देणे थांबवले जाईल.

✅ सर्वोच्च न्यायालयाची मंजुरी:
फेब्रुवारी २०२६ च्या सुरुवातीला, सर्वोच्च न्यायालयाने असा निर्णय दिला की हे विधेयक घटनेचे उल्लंघन करत नाही आणि ते साध्या बहुमताने मंजूर केले जाऊ शकते.

✅ संदर्भ:
माजी राष्ट्रपतींसाठी शासकीय निधीतून मिळणारी घरे आणि वाहने काढून घेतल्यानंतर, राजकारण्यांना मिळणारे लाभ कमी करण्याच्या व्यापक प्रयत्नांचा हा एक भाग आहे.

✅ उद्देश:
सरकारने असा युक्तिवाद केला की सार्वजनिक सेवेला एक फायदेशीर करिअर म्हणून मानले जाऊ नये आणि अनेकदा अल्प कालावधीसाठी काम करणाऱ्या लोकप्रतिनिधींना असे विशेषाधिकार मिळू नयेत.

सार्वजनिक खर्चाला आळा घालण्यासाठी आणि प्रशासनात सुधारणा करण्यासाठी २०२६ च्या सुरुवातीला प्रशासनाने उचललेल्या सुधारणावादी पावलांच्या मालिकेचा भाग म्हणून हे विधेयक प्रचंड बहुमताने मंजूर करण्यात आले आहे.

या निर्णयामुळे श्रीलंकेतील राजकीय विशेषाधिकारांवर जनक्षोभ शांत होण्यास मदत होईल अशी अपेक्षा आहे.

Four astronauts blasted off aboard a massive NASA rocket on Wednesday (April 1, 2026) on a long-anticipated journey around the Moon, the first crewed lunar flyby in more than 50 years.

With an intense roar that reverberated far beyond the launchpad, the enormous orange-and-white rocket carried three Americans and one Canadian away from Florida’s Kennedy Space Centre at approximately 6:35 p.m. local time, according to an AFP journalist onsite. “We’re going to the Moon!” yelled a spectator.

The Artemis II mission uses the Space Launch System (SLS) rocket and the crew capsule is called Orion. The SLS will propel Orion into a free-return trajectory around the far side of the moon, reaching around 7,500 km from the moon’s surface before the earth’s gravity pulls them back to splash down in the Pacific Ocean in a little over a week.

The mission does not plan to land on the moon. Instead, NASA is flying it to prove that the whole system — from the ground teams to the rocket and its crew — works as designed and the processes to land humans on the moon are ready.

Face authentication of candidates at exam venues, live photo capture during form filling made mandatory; many point out notification riddled with spelling mistakes

The Union Public Services Commission has expanded the restrictions on applying for the Civil Services Examination from 2026 onwards for candidates who are allotted the Indian Police Service or any other Central Services Group “A”, according to a notification for the CSE 2026 issued on Wednesday (February 4, 2026).

The notification also mandated that face authentication would be mandatory for all candidates across all examination venues, as reported by The Hindu last month. The UPSC added that live photo capture would be required at the time of filling out the common application forms for the examinations.

The expansion of the restrictions has led to some confusion on social media, even as many users pointed out that the notification had several spelling mistakes in it. One user pointed out errors in the spelling of “examination”, the spelling of the government’s PRATIBHA portal, and words such as “statutory”, “functional”, and “candidates”.

The notification said that the UPSC was looking to fill approximately 933 vacancies this year, of which 33 would be reserved for Persons with Benchmark Disability.

The UPSC notification, while keeping the restrictions for those already allotted the Indian Administrative Service or the Indian Foreign Service in past CSEs unchanged, has introduced a set of conditions.

A candidate allotted any of these services in the CSE 2026 would be eligible for the 2027 CSE if they are granted an exemption from training for that service by the “authority concerned”. The notification added that the candidate would be “eligible for grant of one-time exemption only from joining the training in order to enable him/her to appear in CSE- 2027. It added that such a candidate should join the training for “foundation course only”.

✅ 𝗥𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗶𝗼𝗻 𝗿𝘂𝗹𝗲

Further, the notification said that such candidates would not be allowed to appear in CSE 2028 or any subsequent CSEs “unless he/she resigns from the allocated service”. The notification said that candidates who had been allotted any service based on CSE 2025 or earlier years, would have “a one-time opportunity” to appear either in this year’s examination or the one for 2027 without having to resign from their service. If their aim was to use their remaining attempts for CSE 2028 or subsequent exams, they would have to follow the resignation rule, the UPSC said.

The notification said that this set of conditions would apply to those being allotted Indian Police Service or any Central Service categorised as Group A. The notification specified that services such as the Indian Audit and Accounts Service, Indian Civil Accounts Service, Indian Corporate Law Service, Indian Information Service, Indian Postal Service, Indian Railway Management Service, Indian Revenue Service and Indian Trade Service, are among the 15 Services under the Central Service Group “A”, to whom these restrictions would apply in addition to those allotted IPS.

However, for those allotted IPS in the years before 2026, the restriction on them from opting for IPS in the 2026 CSE has been retained.

The UPSC said that if a candidate did not join training and was not granted exemption, their “allocation of service on the basis of CSE-2026 shall stand cancelled”. The notification added that candidates being allotted a service in the 2026 CSE and being recommended for a service in the 2027 CSE, have the option of choosing between services allotted to them in these years, with the other slot being cancelled.

✅ 𝗢𝗽𝘁𝗶𝗼𝗻 𝗴𝗶𝘃𝗲𝗻

Even if such candidates are not recommended in the 2027 CSE, they can choose to opt for the service allotted to them in the 2026 CSE. However, if they do not join the training for the services allotted to them in 2026 or 2027, both these allocations would stand cancelled.

In such cases, the seniority of the candidate would be decided on the service allocated to them either in the 2026 or the 2027 CSE. The notification further said candidates can choose to use their remaining attempts even if they have availed the one-time exemption from joining training, provided they do not join the services allotted to them either in the 2026 or the 2027 CSEs.

कायदा मंत्री आझम नजीर तरार यांनी सिनेटमधील आपल्या भाषणात सांगितले की, ही दुरुस्ती केवळ एक प्रस्ताव आहे आणि संसदेच्या दोन्ही सभागृहात दोन तृतीयांश बहुमताने मंजूर झाल्याशिवाय ती संविधानाचा भाग होणार नाही. कलम २४३ मध्ये दुरुस्ती करून पाकिस्तानच्या लष्करप्रमुखांना "संरक्षण दलांचे प्रमुख" हे पद देण्यात यावे असा प्रस्ताव ठेवण्यात आला आहे.

⚖️ राष्ट्रपतींपेक्षा जास्त 'पॉवर'फुल?

राष्ट्रपतींप्रमाणेच सैन्य प्रमुखपद संविधानिक होईल.

नव्या प्रस्तावातंर्गत सैन्य प्रमुखाला संसद हटवू शकते.

त्यासाठी दोन्ही सभागृहात दोन तृतीयांश बहुमत हवे. सैन्य प्रमुख तिन्ही सैन्याशी निगडीत नियुक्त्या करतील. पाकिस्तानातील सैन्य प्रमुखाकडे एटॉमिक डिसिजन घेण्याचा अधिकार असेल. फिल्ड मार्शल पद आणि त्याबाबतचे विशेषाधिकार आजीवन राहतील अशीही तरतूद घटनेत केली आहे.

Athletes will be eligible to compete in the female category for world ranking competitions such as the World Championships only if they clear a one-time gene test in a bid to protect the integrity of women's sport, World Athletics said on Wednesday (July 30, 2025).

The once-in-a-lifetime test for the SRY gene, which helps in determining biological s*x, can be conducted via a cheek swab or blood test.

🏳️‍🌈 World Athletics council votes to exclude transgender women athletes

The testing protocol will be overseen by member federations and the new regulations come into effect on September 1, ahead of the September 13-21 World Athletics Championships in Tokyo.

"It is really important in a sport that is permanently trying to attract more women that they enter a sport believing there is no biological glass ceiling," World Athletics President Sebastian Coe said in a statement.

"The test to confirm biological s*x is a very important step in ensuring this is the case. We are saying, at elite level, for you to compete in the female category, you have to be biologically female.

"It was always very clear to me and the World Athletics Council that gender cannot trump biology. We particularly want to thank our member federations for their support and commitment in the implementation of these new regulations."

Athletics has spent years debating eligibility criteria to compete in women's events, amid questions over biological advantages for transgender athletes and those with differences of s*x development (DSD).

World Athletics bans transgender women who have gone through male puberty from competing in women's events, while it requires female DSD athletes whose bodies produce high testosterone levels to lower them in order to be eligible.

Earlier this year, a working group found that those rules were not tight enough, with a pre-clearance test for the SRY gene being one of several recommendations the group made for revised rules.

The SRY gene reveals the presence of the Y chromosome, which is an indicator of biological s*x.

The test was also approved by World Boxing in May when they introduced mandatory s*x testing for all boxers.

Earlier this month, the European Court upheld a 2023 ruling that double 800 metres Olympic champion Caster Semenya's appeal to a Swiss Federal Tribunal against regulations that barred her from competing had not been properly heard.

Semenya was appealing against World Athletics regulations that female athletes with DSDs medically reduce their testosterone levels.
