India has an estimated 450 million internal migrants as of the 2011 Census. Many are seasonal or circular workers, people who move between their villages and cities for work but don't permanently relocate. On election day, they're often hundreds of kilometres away from where they're registered to vote, with no way to get back.
This isn't just a logistical problem but a democratic one.
IHD's Working Paper, "Migration, Mobility, and Voting Rights: Emerging Challenges in India" by Prof. Ram B. Bhagat, sheds light on the invisible voters in our electoral system, seasonal labourers, inter-state workers, women displaced by marriage migration, NRIs, and even internally displaced persons.
The paper makes a compelling case: we need to distinguish between migrants and mobile populations, and design solutions accordingly, whether that's portable voter registration, remote voting, or postal ballots.

The event was organized by the Institute For Human Development, India and The Crafts Council of India (CCI).
