Partnership Forged in Trust, Strengthened by Time
India–France relations are not merely a series of agreements; they are a story of trust demonstrated during difficult moments.
The first major turning point came in 1976, when India faced international criticism during the Emergency. At a time when many Western nations kept their distance, France stood beside India as French Prime Minister Jacques Chirac accepted the invitation to be the Republic Day Chief Guest. It was an early signal that France viewed India through the lens of partnership rather than judgment.
The relationship acquired a strategic dimension in 1998, when India and France established a Strategic Partnership—India's first with any Western country. Soon afterwards came the Pokhran-II nuclear tests. While several Western nations imposed sanctions, France chose engagement over isolation. This decision laid the foundation of the enduring trust that defines the relationship today.
Over the years, this trust evolved into action. In defence, France became one of India's most dependable partners through the Rafale aircraft, Scorpene submarines, and Shakti engines, supporting not just procurement but also technology transfer and indigenous manufacturing.
In space, the ISRO–CNES partnership flourished through missions such as Megha-Tropiques, SARAL, and TRISHNA, extending even to India's ambitious Gaganyaan mission.
As the world entered the era of technological competition, the partnership expanded beyond defence. Cooperation in Artificial Intelligence, startups, digital infrastructure, and innovation emerged as new frontiers, symbolised by initiatives such as Bharat Innovates and India's participation at VivaTech.
France's support has also extended to the global stage. From inviting India to the G8 in 2003 to consistently backing India's role in major forums, France has recognised India's growing importance as a voice of the Global South.
Today, elevated to a Special Global Strategic Partnership, India–France relations stand on a rare foundation—not convenience, but credibility; not dependency, but strategic autonomy.

The proposed expansion of the Lok Sabha from 550 to around 850 seats is linked to the upcoming delimitation exercise and implementation of women’s reservation. The objective is to strengthen democratic representation by ensuring better population-based allocation of seats and upholding the principle of “one person, one vote.”
One major implication of increasing Lok Sabha seats is the shift in political power toward northern states such as Uttar Pradesh, Bihar, and Rajasthan, which have experienced higher population growth. In contrast, southern states like Tamil Nadu and Kerala may witness a decline in their relative share of representation despite achieving success in population control and human development. This may intensify the North–South divide and create concerns regarding regional imbalance in Indian federalism.
The expansion may also weaken the role of the Rajya Sabha. While the Lok Sabha’s strength could rise significantly, the Rajya Sabha may continue with nearly the same number of members. Consequently, the dominance of the lower house in joint sittings and presidential elections would increase, reducing the effectiveness of the upper house as a federal chamber representing states.
Another implication relates to the executive. Under the constitutional provision limiting the Council of Ministers to 15 percent of Lok Sabha strength, an increase in seats may allow a much larger ministry. This could encourage expansion of the executive, increasing possibilities of political patronage and administrative inefficiency.
Parliamentary functioning may also be affected. With a much larger number of Members of Parliament and limited annual sittings, opportunities for individual MPs to participate in debates, raise questions, and discuss constituency issues may decline. This can reduce legislative scrutiny and weaken deliberative democracy.
The impact may further extend to state legislatures if delimitation principles are similarly applied to assemblies. Large states such as Uttar Pradesh could witness assemblies with extremely high membership, creating administrative and procedural challenges in legislative functioning.
