Highlights grievances over drainage, water quality, and road deterioration as city expands without planning
Srinagar, April 25: Senior PDP leader Zaffer Mir (Lasjan) on Saturday conducted a public outreach programme in Gopalpora and Zolva areas of Chadoora assembly segment, drawing attention to worsening infrastructure and service delivery gaps amid rapid urban expansion.
During the interaction, mounting civic distress was brought into his sharp focus as residents voiced serious concerns over inadequate drainage systems that have led to persistent waterlogging, severely disrupting daily life and posing health risks.
Locals also highlighted the continued supply of unfiltered drinking water from the Wathoora PHE source, raising alarm over public health and safety. The deteriorating condition of link roads has further compounded the crisis, hampering mobility and affecting economic activity in these expanding neighbourhoods.
Addressing the people, Zaffer delivered a sharply worded critique of the prevailing urban governance model, stating “What we are witnessing in Gopalpora and Zolva areas of Chadoora is not merely administrative neglect, but a systemic failure of planning. Urban expansion without infrastructure is a recipe for crisis, and unfortunately, that crisis is now a lived reality for our people.”
He underscored the urgency of intervention, warning that continued inaction could deepen public hardship, “Drainage systems that fail at the first spell of rain, roads that impede rather than enable movement and water that is unfit for human consumption. These are not minor inconveniences, but serious breaches of governance and public trust.”
Highlighting the structural roots of the issue, Zaffer emphasized the absence of a coherent urban policy framework, “Srinagar’s expansion has outpaced its planning. The administration has allowed growth to proceed in a fragmented and reactive manner, without ensuring that essential services evolve in tandem. This disconnect is at the heart of the suffering we see today.”
Calling for immediate and long-term measures, he urged authorities to adopt a comprehensive and accountable approach, “There is an urgent need for targeted investment in drainage infrastructure, time-bound rehabilitation of road networks and the guaranteed supply of clean, treated drinking water. Beyond that, we must institutionalise a forward-looking urban planning framework that anticipates growth rather than merely responds to its consequences.”
Reaffirming his commitment to raising these issues at higher levels, Zaffer added that “The voices of these residents cannot be ignored. Development must be inclusive, planned and humane. Anything less is a disservice to the people we are meant to serve.”

Srinagar, April 17: Senior PDP leader Zaffer Mir (Lasjan) on Friday chaired a series of workers' meetings across Chattergam (BK Pora) and Chadoora town in Budgam, mobilising party cadres ahead of the forthcoming Urban Local Body elections covering 13 wards of Chadoora and using the occasion to mount a pointed offensive against the National Conference government and the constituency's sitting MLA.
Zaffer spared little in his criticism, accusing the NC of administrative neglect and a wholesale failure to deliver for the people of Chadoora. "The people of this area are suffering not because resources are unavailable, but because the will to act is absent," he told workers gathered at the meetings. "The MLA has been a spectator while basic needs go unmet."
A central focus of Zaffer's address was the deteriorating condition of the bridge connecting Chadoora with Charar-i-Sharief and Yousmarg, a vital artery for daily commuters. He demanded its immediate repair and upgradation, alleging that repeated public grievances had gone unheeded.
Compounding concerns, he raised the alarming issue of unfiltered drinking water continuing to reach homes in Chadoora town and surrounding villages. "This is not a minor inconvenience but a public health emergency that has been allowed to fester through sheer indifference," Zaffer asserted.
At a well-attended gathering in Chattergam, joined by former Sarpanch Mohd Sadiq Dar and PDP Youth State Secretary Syed Amjid Rizvi, Zaffer demanded the immediate upgradation of Community Health Centre Chattergam to a Sub-District Hospital. He expressed sharp disappointment that a visit and review by the Health Minister had yielded nothing concrete.
"The structure is ready and the capacity exists. What is lacking is the official notification and deployment of specialist doctors and adequate medical staff," Zaffer said.
He also flagged a glaring safety gap in the area's industrial zone, which has no dedicated fire service station and must rely on Chadoora's overstretched facilities during emergencies.
On education, Zaffer said he had personally pursued the upgradation of a local high school to higher secondary level, including direct meetings with the then Director of Education, and that custodian land had been identified with all formalities completed. Yet the project sits frozen.
"This stalling is a direct consequence of the inefficiency and misplaced priorities of the NC government and its MLA," he said.
Reaffirming his commitment to the region, Zaffer vowed to keep pressing the genuine concerns of Chadoora's residents. "Development will reach every corner of this constituency with or without the cooperation of those who have chosen to look away."

Says farmers at risk ahead of paddy season amid canal blockges; Intensifies grassroots mobilisation ahead of Panchayat elections
Srinagar, April 04: J&K Peoples Democratic Party on Saturday held a series of workers’ meetings at Pohru, BK Pora, and Bugam–Batpora in the Chadoora constituency, led by senior party leader Zaffer Mir (Lasjan), where key public issues and organisational matters were discussed in detail, alongside efforts to strengthen grassroots mobilisation ahead of the Panchayati Raj elections.
Addressing the gathering at Pohru, Zaffer said that the failure of the NC-led government stands completely exposed on the ground.
“This government has proven to be a complete administrative failure. Ground realities have stripped away every claim they made to the people,” he said.
He strongly criticised the administration for its continued neglect in correcting flawed revenue settlement records in Halqa Pohru, stating that such inaction has fueled disputes and tensions among the people.
“These errors did not appear overnight. The administration has been warned, representations have been made and regrettably nothing has moved,” Zaffer said, adding that timely intervention could have prevented serious consequences, including loss of life.
Zaffer also launched a sharp attack on the Irrigation Department, highlighting that canals remain blocked and encroached upon, leaving farmers vulnerable ahead of the paddy cultivation season.
“Farmers are facing serious challenges because canals that should have been cleared remain blocked. Encroachments have been allowed to continue unchecked,” he said. He pointed specifically to the stretch from Rakhishalina to Pohru and called for immediate clearance of all blockages along with strict action against encroachments.
At Bugam–Batpora, the issue of potable drinking water dominated the meeting, with locals expressing strong resentment over the persistent failure of the PHE/Jal Shakti Department to address the crisis despite repeated representations.
Zaffer termed the situation a case of “institutional apathy and administrative indifference.” “People are without adequate drinking water and repeated representations have not been addressed,” he said, assuring that he would take up the matter with the Chief Engineer PHE as well as the Secretary Commissioner of the Jal Shakti Department.
The demand for an additional polling booth at Bugam–Batpora was also discussed during the meeting, with concerns raised regarding accessibility for voters. Zaffer announced that he would lead a deputation to the Deputy Commissioner Budgam to formally press for its approval.
Across all meetings, Zaffer reiterated the need for sustained grassroots engagement, with the party intensifying outreach efforts in the run-up to the Panchayati Raj elections.

Srinagar, March 27: Peoples Democratic Party Senior leader Zaffer Mir (Lasjan) presided over party workers' meetings at Halqas Batpora–Wathoora and Dev Bagh (Gopalpora Saif) in Chadoora on Friday, with discussions centering on public grievances and preparations for the upcoming Panchayat elections.
Addressing party workers, Zaffer Mir stressed the need to deepen grassroots engagement and urged workers to stay closely connected with the people ahead of the polls.
"Our strength has always come from the ground up. If we are not with the people in their daily struggles, we have no business asking for their trust at election time," he said.
He listened to a range of local grievances and assured those present that all genuine issues would be forwarded to the district administration for timely redressal. "No concern raised here today will go unheard. Every genuine demand will be taken up with the administration and followed through," he told the gathering.
The most pressing concern raised at the meetings was the continued supply of unfiltered drinking water to several localities. Zaffer demanded that filtered water be extended to Dev Bagh (Gopalpora Saif), Panzan, Chill and Hoshroo, pointing out that while filtered water from Nowhad is already being pumped and stored at Wagam, these areas remain without access to it.
"Filtered water reaches Wagam and stops there. The people of Dev Bagh, Panzan, Chill and Hoshroo are still drinking unfiltered water. This is not a minor inconvenience but a serious a health risk and it must be corrected immediately," he said.
He further pressed for the creation of a well-planned public park on available Panchayat land along the Wathoora–Chadoora road, in close proximity to the marriage hall, emphasizing its importance in providing a much-needed recreational and community space for local residents.
"People need spaces to breathe, to gather, to let their children play. Panchayat land is available and it should serve the public & not sit idle," he said.
Workers and residents at the meetings took the occasion to acknowledge Zaffer Mir's role in facilitating the removal of a bailey bridge and the construction of a retaining wall in the area, a project credited with protecting the locality from soil erosion.
Reaffirming the party's commitment to public welfare, Zaffer said PDP would continue to pursue people's concerns at every level. "This party was built on the promise of being with the people. That promise does not expire between elections," he said.

Eid Countdown, Empty Cylinders: PDP's Zaffer Mir Demands Fuel Crisis Fix Before Festive Rush
Urges to reopen Kerosene Depots & waive BPL electricity charges for two months; Raises alarm over hotels, bakeries on few days gas clock
Srinagar, March 16: Peoples Democratic Party Senior leader Zaffer Mir (Lasjan) on Monday sounded an urgent alarm over the acute LPG shortage gripping Jammu & Kashmir, demanding immediate government intervention before Eid-ul-Fitr and warning that panic buying triggered by the West Asia conflict has pushed households to the edge.
In his statement, Zaffer highlighted that J&K has over 35 lakh active domestic LPG connections, including 12.7 lakh under the Pradhan Mantri Ujjwala Yojana reserved for Below Poverty Line families but delivery delays stretching up to 25 days in several areas tell a story far grimmer than official stock figures suggest.
"While authorities maintain that the UT holds weeks' worth of reserves, that comfort means little to a family waiting nearly a month for a cylinder," he said.
Zaffer said distress calls have been pouring in from across Budgam district and beyond. "People have expressed extreme anguish over the unavailability of LPG," he said, adding that the crisis demands alternative energy sources without delay.
On Kerosene, he welcomed the partial resumption of supplies in parts of the UT but stopped short of calling it sufficient. He demanded that depots be made fully operational, particularly in far-flung areas, for the duration of the shortage.
"Kerosene depots should be made fully functional especially during Eid, till the LPG crisis is resolved. This substitute will help a lot," he said.
For BPL households forced to turn to induction cookers, Zaffer demanded a two-month rebate in electricity charges. Without it, he argued, the cost of alternative cooking renders relief meaningless.
"If the government is unable to provide cooking gas immediately, it becomes its moral responsibility to ensure that relief reaches the common man in some other form. Giving a concession on electricity bills for at least two months can help to navigate through this difficult time," he asserted.
PDP leader also trained his sights on the hospitality sector, warning that hotels, restaurants and bakeries are operating on a few days of commercial LPG stock, a razor-thin margin heading into the Ramadan-Eid rush.
"Shutdowns are not a remote possibility but an imminent economic reality for small traders if stocks are not replenished urgently," he cautioned.
Zaffer urged the administration to treat the matter as a priority, stressing that timely intervention alone can prevent widespread hardship across the UT's festive season.

The region of Chadoora, including villages like Bugam–Batpora, has grappled with severe water shortages for years. Residents highlighted that despite repeated pleas and representations to authorities, many households—some for nearly two decades—lack reliable pipeline connections and are forced to rely on inadequate tanker supplies, often just one per week.
This forces families to fetch water from distant or contaminated sources, disrupting daily life, posing health risks, and exacerbating hardships in an already resource-strained region.
The crisis extends beyond Bugam–Batpora, with reports of unfiltered or contaminated supply in parts of Chadoora town and nearby areas, threatening public health and underscoring systemic neglect in infrastructure and water management across the constituency.

Zaffer said the expansion will significantly enhance air connectivity, boost tourism and open new avenues for trade and investment. He described the project as a strategic intervention that will elevate Srinagar’s stature as a key aviation hub in North India.

"This budget sustains, it does not transform”, says PDP's Zaffer Mir
Terms J&K Budget as “Numerically Large but Structurally Flawed”; Highlights absent employment targets & industrial roadmap
Srinagar, Feb 06: Senior Peoples Democratic Party leader Zaffer Mir (Lasjan) on Friday characterized the Jammu and Kashmir budget presented by Chief Minister Omar Abdullah as "numerically large but structurally cautious," arguing that despite its substantial size, the fiscal document lacks the bold economic vision necessary to transform the region's economic trajectory.
He said that the budget, with a total outlay estimated between ₹1.20 lakh crore and ₹1.27 lakh crore, presents an impressive headline figure that masks a troubling internal composition.
According to Zaffer's analysis, approximately 65 to 70 percent of the entire budget is consumed by revenue expenditure, which encompasses salaries, pensions, interest payments, and routine administration.
"This leaves capital expenditure at merely 28 to 30 percent of the total outlay, severely constraining the government's capacity to create productive assets, build infrastructure and generate sustainable employment opportunities," he observed.
Zaffer drew attention to a stark fiscal reality that underscores Jammu and Kashmir's structural vulnerability.
“The region's own revenue generation capacity stands at approximately ₹31,000 to ₹32,000 crore annually, representing merely 25 to 27 percent of the total budget size. The remaining three-quarters of the fiscal structure depends heavily on external support, with Central funding and assistance estimated at over ₹50,000 crore when including grants-in-aid and contributions toward centrally sponsored schemes,” he stated.
"This means nearly three-fourths of our fiscal structure remains externally supported. Despite substantial financial backing from the Government of India, the capital push remains modest. Where is the aggressive economic expansion strategy?"Zaffer demanded.
He emphasized that with youth unemployment estimated in double digits and private investment growth remaining persistently weak, capital expenditure should ideally have crossed the 35 to 40 percent threshold of total spending to generate crucial multiplier effects across infrastructure development, industrial expansion, agro-processing units, tourism infrastructure and support for micro, small and medium enterprises.
"Revenue expenditure sustains the system while capital expenditure transforms it. This budget sustains, but does not transform," Zaffer stated, arguing that the current fiscal framework represents a continuation of a salary-driven administrative model that maintains existing structures without creating the foundation for future growth.
The Senior PDP leader identified several critical omissions in the budget as there are no measurable employment generation targets that would allow citizens to hold the government accountable for job creation performance.
“There is no defined industrial growth mission that articulates a clear pathway for manufacturing expansion and industrial development. The budget offers no roadmap whatsoever for increasing the tax-to-GDP ratio, which remains essential for building revenue self-reliance. There are no clear timelines or milestones toward achieving revenue self-reliance,” he added.
Zaffer painted a sobering picture of ground realities in Jammu and Kashmir that the budget fails to adequately address while youth unemployment continues its upward trajectory.
“The private investment climate remains weak, with entrepreneurs deterred by regulatory burdens and uncertain returns. The horticulture sector faces mounting pressures from climate variability, market access challenges and inadequate post-harvest infrastructure. Tourism remains vulnerable to security perceptions and seasonal shocks. Manufacturing expansion has been minimal, with the region failing to capitalize on its potential as a production hub,” he said.
"Jammu and Kashmir cannot permanently operate on a grant-dependent fiscal model. Central assistance must translate into asset creation and structural economic independence. The youth of this region need jobs and enterprise opportunities, not routine expenditure management," Zaffer asserted.
He posed a fundamental question that if substantial support flows from the Government of India, why is capital-led transformation missing and why does the economy remain structurally dependent?
“With over ₹50,000 crore in Central assistance available, the argument that insufficient funds prevent aggressive capital investment becomes difficult to sustain,” he contended.
In his concluding remarks, Zaffer issued an urgent call for the government to fundamentally rebalance its fiscal priorities and move decisively toward capital-led growth and revenue expansion.
