Cybersecurity receives governments attention
The annual survey of the National Association of State CIOs indicates that the rapid shift to remote work, coupled with the increasing adoption of new technologies, introduced increased risk for state systems. Looking forward, CIOs indicated that ransomware was their biggest concern.

The impact of COVID-19 on the GovTech landscape
After nearly two years of the pandemic, we are starting to see its impact on the priorities of government technologies. The annual survey of the National Association of State CIOs indicates remote work and the acceleration of digital transformation will persist. In addition, as remote work becomes more popular, cyber security capabilities continue to be a top priority for state CIOs.

A report published by Deep Knowledge Analytics shows that although many GovTech activities and innovation labs are located in Europe and Asia, and countries from these continents lead the UN GovTech Index, 66% percent of GovTech companies are located in North America.

1. 65% of respondents feel that the online platform Digital Marketplace, which allows the public sector to search for people and technology, continues to help improve SME access to the market.
2. 92% of respondents do not believe that government buyers sufficiently understand how small businesses can meet their needs.
3. Top 3 barriers for SMEs: A risk-averse culture within the civil service, too many frameworks, and a lack of meaningful early industry engagement.

How to implement innovative cultures?

New GovTech Maturity Index
The World Bank launched a GovTech Maturity Index for 198 countries which measure core government systems, public service delivery, citizen engagement index, and policies and programs to foster GovTech.
The report found that government entities leading the GovTech agenda exist in 80 economies out of 198. At the same time, within the last five years, 120 countries have developed new digital government strategies focused on the GovTech agenda.

How do governments promote internal innovation and prepare their employees for the digital era?
During the past months, we examined how local and central governments adapted innovation to their organizations. We will present 16 initiatives in the upcoming weeks, including workshops, toolkits, and online platforms, that achieve these objectives.
Starting today with #1 Agents of Open Government, from the City of Sao Paulo, Brazil.
Agents of Open Government Program seeks to educate government workers to improve their technical skills by turning to private citizens. Residents of Sao Paulo can be an “open government agent” and teach an in-person course for government officials. Each course requires 10 hours per month over a six-month period. Employees who take courses receive credits that qualify them for expedited raises. The courses focus on open and collaborative technology, transparency and open data, networked communication, and mapping and collaborative management.
