According to Section (1) of the right to information Act, A person has the right to access information, subject to the provisions of this Act.
(2) The right may be exercised through an application made in accordance with section 18.
(3) A person may apply for information without giving a reason for the application.
(4) Despite subsection (3), where an applicant requests that the application be treated as urgent, the applicant shall state the reason for the urgency.

Under the Right to Information Act, 2019 (Act 989), a person aggrieved by the decision of an information officer in a public institution may, under Section 31, submit an application for an internal review to the head of that institution; if still dissatisfied, Section 65 allows an applicant to apply to the Right to Information Commission for a review, and should the refusal persist, Section 36 grants an applicant the right to seek a judicial review of the decision in the High Court.
