Councils routinely make unlawful decisions on EHC Plans — we know this because the SEND Tribunal finds in favour of parents almost all the time. But it doesn’t stop them; they do it again and again. Same councils. Same breaches. No accountability. So why is the Government choosing to ignore this endemic law-breaking?

🌍 Include Me TOO at , United Nations, New York

Our CEO, Parmi Dheensa, represented Include Me TOO at the Conference of States Parties to the Convention on the Rights of Persons with Disabilities ( ) at the United Nations in New York.

Speaking at the Civil Society Forum on the theme “Resilient societies: strengthening care and support systems to ensure the empowerment, autonomy and independence of all persons with disabilities,” Parmi highlighted the importance of placing disabled people at the centre of designing, shaping and evaluating the services that support them.

Representing Include Me TOO and Learning Disability England, and drawing on her lived experience as a parent, Parmi spoke about what matters to people with learning disabilities, the impact of intersectional and health inequalities, and the CRPD commitments that are yet to be realised for many.

Impact of SEND Reforms on Black, Asian and minoritised disabled children, young people and their families

Include Me TOO, Black SEN Mamas and South Asian SEN Mamas have organised an important event for parents and carers from our diverse SEND communities regarding the SEND Reforms impact on Black, Asian and minoritised disabled children, young people and their families.

Despite the growing evidence of racial disparity in SEND, particularly as far as being disproportionately impacted by inequality, barriers to support, exclusion and lack of representation, Black, Asian and minoritised disabled children and young people are STILL being overlooked within conversations around SEND reform.

Following the joint letter to DfE requesting an extension for the SEND Reforms this event will is an important conversation on the impact of SEND reforms on our communities and why our voices must be heard within the future of SEND policy and provision.

This is an interactive virtual event, aimed at ensuring the voices from racisalised communities are being platformed, in conversations surrounding SEND. We strongly encourage SEND parents/carers, teachers, specialists and allies to attend.
We aim to explore what can we do collectively to influence better futures for our Black, Asian and minoritised disabled children and young people.

Discussions will cover:

➡️ Do the SEND reforms risk disproportionately affecting Black, Asian and minoritised disabled children and young people?

➡️ Black, Asian and minoritised disabled children and young people have faced inequality within the SEND system what needs to change

➡️ Why it is important to ensure our voices are heard and views considered within the SEND Reforms Proposal.

➡️How can we collectively address the barriers and challenges for our advocacy, inclusion, representation to protect the futures of our disabled children and young people.

We love introducing new activities, planning inclusive activities and days out. Creating inclusive accessible opportunities for disabled children, young people, and their siblings to have fun and adventures with their peers, learning new skills, sharing new experiences, and building new friendships.

Include Me TOO, Black SEN Mamas and South Asian SEN Mamas want to thank our members, supporters, and allies for responding to our ‘Call To Action’ in solidarity.

Alongside over 30 organisations from Black, Asian and wider marginalised communities and allies in the SEND space, we are calling on the Department for Education to extend the SEND Reform consultation deadline so that families who are too often excluded from these conversations have a fair opportunity to be heard.

Access to SEND support should never depend on how easy a consultation is to understand, respond to, or even access.

Too many parents and carers are facing barriers including language accessibility, digital exclusion, literacy challenges and a lack of culturally responsive engagement. These reforms will directly impact disabled children, young people and their families their voices must not be left out of the process.

This is a vital step in challenging long-standing barriers to access, amplifying underrepresented voices, and ensuring that decisions about SEND reform are shaped by our children, young people and families diverse lived experiences

This collective letter highlights the urgent need for fairness, accessibility and meaningful engagement in SEND policy making.
