There's no "best" upgrade path for sites on Umbraco 8 - every site is different. But there are often default options, all else being equal:

⚡ Fastest - Put up a new Umbraco 13 site and migrate essential content across. Probably best for small, simple sites. 2-3 Weeks tops.

🔐 Safest - Upgrade in place, carefully migrating or recreating any functionality. Couple months, but makes sure your site is good as new and everything works.

💷 Cheapest - possibly move to a lower-maintenance platform, reducing dev costs over time. Also a couple months, but over time could save you a ton if you don't need as much dev work.
