How much of our national budget actually reaches the people? That is the question FCOSS raised at the Constitution Review Commission on Friday, 24 April and it is a question every Fijian should be asking.

FCOSS Programme Manager Mr. Josaia Tokoni presented our submission on Revenue and Expenditure, proposing a bold and necessary reform: a constitutional ceiling cap of 40% on government operational costs (SEG 1-4), mandating that they do not exceed 40% of total expenditure.

This measure aims to ensure that a greater proportion of public funds reaches citizens and essential services, promoting fiscal responsibility and community welfare. When government spending on operations is unchecked, it is the people who lose out, less funding for health, education, infrastructure, and social protection.

FCOSS believes that the Constitution must be a tool for accountability, and this cap is one way to ensure that public money serves the public good.
