. . . ሰዎች መንግሥትን የመሠረቱት፣ በመንግሥት አልባው ዓለም (State of Nature) የማይቻል በነበረው የመተማመን እና የእኩልነት መንፈስ ተፈጥሯዊ መብቶቻቸውን ለማስጠበቅና የተፈጥሮን ሕግ ለማረጋገጥ ነው። ይሁንና ግን መንግሥት የተፈጥሮ ሕግን አይተካም፣ እንዲሁም የተፈጥሮ ሕግ ያጐናፀፋቸውን መብቶች መጣስ ወይም ችላ ማለት አይችልም። መንግሥት የታማኝነት ወይም የባላደራነት ተፈጥሮ አለው። ስለመብቶቻችን መጠበቅ አደራ እንጥልበታለን፤ ነገር ግን እነዚያን መብቶች ለእርሱ አሳልፈን አንሰጠውም። ስለዚህም ተፈጥሯዊ መብቶችን የሚጥስ መንግሥት እምነቱን እንዳፈረሰና አደራውን እንደበላ ነው፤ እናም ሕዝቦቹ እርሱን በመቃወም - አስፈላጊ ከሆነ በኃይልም - መብቶቻቸውን እና ነፃነቶቻቸውን የማስከበር መብት አላቸው። ጥሰቱ ከፍተኛ መጠን ያለው በሚሆንበት ጊዜ ደግሞ ሕዝቡ አብዮት የማስነሳት መብት አለው፤ ይህም ማለት መጀመሪያ ለመንግሥት ተሰጥቶ የነበረውን ሥልጣን መልሶ መንጠቅ ማለት ነው . . .
. . አንድ ሕዝብ ሥልጣንን ከመንግሥት ላይ በተመቸው ጊዜ በቀላሉ መግፈፍ መቻሉ፣ መንግሥት ባለመኖሩ ምክንያት የሚከሰት የሥርዓት አልበኝነት ሁኔታ (Anarchy) መገለጫ አይደለምን? ለዚህ ተቃውሞ፣ ጆን ሎክ ሁለት ምላሾች አሉት። በመጀመሪያ ደረጃ፣ መንግሥታት በዜጐቻቸው ላይ ለሚያደርሱት ለእያንዳንዱ እፍኝ ለማይሞላ በደል መገልበጥ አለባቸው የሚል አመለካከት የለውም። ጨቋኝ መንግሥታት (Tyrants)፣ በድርጊታቸው ከፍተኛ ቁጥር ያለው ሕዝብ ተጐጂ ካልሆነ በቀር አይታመፅባቸውም። ሁለተኛ፣ ቀድሞውኑ ህልውናውን የሚያረጋግጡለትን ብቸኛ ተግባራት ወይም ኃላፊነቶች ባለመፈፀሙ ምክንያት፣ ጨቋኝ የሆነ መንግሥት እራሱን በራሱ የሚጥልበት ሁኔታ አለ።"
