The New and Renewable Energy Authority has become the organization responsible for qualifying Energy Service Companies (ESCos) and providers of Measurement and Verification (M&Vs) services in Egypt. This step represents a major development to support the energy services market in Egypt.
ESCos are companies that provide services to implement and finance projects related to energy and energy efficiency, including auditing energy use in facilities, designing projects, providing equipment, construction, installation and trial operation, measuring and verification of energy and saving costs, and operating, maintaining and managing facilities and energy services. These companies operate through the concept of performance-based contracting, which means that they bear technical and financial risks.
The United Nations Industrial Development Organization (UNIDO), through the “Egyptian Program for improving motors efficiency in industrial processes” project, which is funded by the Global Environment Facility (GEF), and which focuses on improving the efficiency of electric motor systems and expanding the use of high-efficiency motors in the industrial sector, in cooperation with the Egyptian Ministry of Transport and Industry and the Ministry of Electricity and Renewable Energy, has begun to implement the framework for qualifying ESCos and M&Vs services through the New and Renewable Energy Authority (NREA). NREA has strong technical capacities and experience in qualifying solar photovoltaic energy companies and solar thermal energy (solar heaters). Also, NREA has gained the confidence and market preference due to its role dealing directly with the private sector.
The development of ESCos represents a good incentive for improving energy efficiency and renewable energy applications, as these companies combine the services of developing solutions to improve energy efficiency and renewable energy applications, with the provision of financial services, which contributes to access to financing and reduces technical and financial risks associated with those projects. The ESCOs market also includes M&Vs service providers for the purpose of verifying real energy savings, and this includes various decentralized renewable energy activities that operate through power purchase agreements or other independent energy producer schemes.

هيئة الطاقة الجديدة والمتجددة اصبحت هى الجهة المنوطة بتأهيل شركات خدمات الطاقة ومقدمي خدمات القياس والتحقق فى مصر. و تمثل هذه الخطوة تطورا كبيرا لدعم سوق خدمات الطاقة بمصر.
و تعد شركات خدمات الطاقة هي شركات تقدم خدمات لتنفيذ وتمويل المشروعات المتعلقة بالطاقة وكفاءة الطاقة بما في ذلك تدقيق استخدام الطاقة في المنشآت، وتصميم المشروعات، وتوفير المعدات، والبناء والتركيب والتشغيل التجريبي، والقياس والاعتماد للطاقة وتوفير التكاليف، وتشغيل وصيانة وإدارة المنشآت وخدمات الطاقة. و تعمل هذه الشركات من خلال مفهوم التعاقد على أساس الأداء، الذي يعني أن المقابل (أو جزء منه) المقدم لشركات خدمات الطاقة يرتبط مباشرة بكمية الطاقة الموفرة (من الناحية المادية والنقدية)، وبالتالي فهي تتحمل المخاطر الفنية والمالية حيث يمكن اعتبار شركات خدمات الطاقة بمثابة الكيان الذي يقدم التمويل للمستخدم النهائي (أو يساعده للوصول للتمويل).
و قد قامت منظمة الأمم المتحدة للتنمية الصناعية (اليونيدو) عن طريق مشروع "رفع كفاءة الطاقة للمحركات الكهربائية في العمليات الصناعية" الممول من مرفق البيئة العالمى والذي يركز على تحسين كفاءة أنظمة المحركات الكهربائية والعمل على التوسع فى استخدام المحركات عالية الكفاءة في القطاع الصناعي، بالتعاون مع وزارة التجارة والصناعة المصرية ووزارة الكهرباء و الطاقة المتجددة، على البدء فى تنفيذ إطار تأهيل شركات خدمات الطاقة ومقدمي خدمات القياس والتحقق من خلال هيئة الطاقة الجديدة والمتجددة لما للهيئة من قدرات فنية وخبرة قوية في تأهيل شركات الطاقة الشمسية الكهروضوئية والطاقة الشمسية الحرارية (السخانات الشمسية)و لما تتمتع به من ثقة وتفضيل السوق في قدرتها على القيام بهذا الدور وخاصة القطاع الخاص.
حيث يمثل نمو شركات خدمات الطاقة حافزاً رئيسياً لتطوير تطبيقات تحسين كفاءة الطاقة و تطبيقات الطاقة المتجددة، حيث إن هذه الشركات تجمع بين خدمات تطوير حلول لتحسين كفاءة الطاقة و تطبيقات الطاقة المتجددة، مع تقديم الخدمات المالية، مما يساهم في الوصول إلى التمويل، ويقلل المخاطر الفنية والمالية المرتبطة بمشروعات كفاءة الطاقة. كما يشمل سوق خدمات الطاقة مقدمي خدمات القياس والتحقق، وذلك لتشجيع نموذج عمل شركات خدمات الطاقة بغرض التحقق من توفيرالطاقة الحقيقي، ويشمل ذلك مختلف أنشطة الطاقة المتجددة اللامركزية التي تعمل من خلال اتفاقيات شراء الطاقة أو غيرها من مخططات منتجي الطاقة المستقلين.

في إطار دعم وتطوير سوق أنظمة المحركات الكهربائية عالية الكفاءة في القطاع الصناعي المصري ، و نشر الوعى وبناء القدرات المؤسسية للهيئات والمؤسسات”، وإستكمالا للبرنامج التدريبي الفني والمؤسسي لرفع الوعي بالقرار الوزاري 463/2020وآليات التنفيذ والتكامل بين الهيئات والمؤسسات المعنية بتنفيذ القرار الوزاري. فقد قامت الهيئة العامة للرقابة على الصادرات والواردات بإستضافة أخر يوم من الدورةالتدريبية في 10 من يوليو 2024 . وذلك لعمل زيارة ميدانية لمعامل قياس كفاءة المحركات الكهربئاية. وقد حضر الزيارة الهيئات المعنية بتنفيذ القرار الوزاري 463/2020

Within the framework of supporting and developing the market for high-efficiency electric motor systems in the Egyptian industrial sector, spreading awareness, and building institutional capacities. The project has completed the technical and institutional training program to raise awareness of Ministerial Decree 463/2020 concerned with the Minimum Energy Performance Standard (MEPS) for motors, the implementation and integration mechanisms. The last day of the training on the 10th of July 2024 was a field visit hosted by The General Organization for Export and Import Control. The field visit was conducted to the main entities that are concerned with implementing Ministerial Decree 463/2020 to see the Electric motors testing laboratories.

UNIDO Egypt for over 8 years had encouraged women engagement in the industrial sector through both the Solar Heating for the Egyptian Industrial Process and the Industrial Motors Energy Efficient Projects in their various activities of capacity building, awareness raising, train of trainers and gender streaming analysis and other activities. All efforts has led to significant achievement of certifying four females for Measurement and Verification considering them women champions. This draws a new benchmark for women in the industry who shall lead the way for new generations in the Egyptian Industrial Sector.

Towards Raising the efficiency of Electric Motors in the Egyptian industrial sector and identifying available service platforms

In continuation of the awareness events series carried out by the “Egyptian program for promoting Industrial Motor Efficiency” to raise awareness of the importance of highly efficient motors in the market, a workshop entitled “Towards Raising the efficiency of Electric Motors in the Egyptian industrial sector and identifying available service platforms” was held on the 26th of June 2024. The workshop was attended by the project’s partners from different ministries and organizations, representatives from the banking sector and the industrial sector, as well as consultants and consultancy companies.
The objectives of the workshop are to familiarize participants about the detailed explanation of the Ministerial decree No. 463/2020 regarding Minimum Energy Performance Standard (MEPS) on Motors, the importance of using high-efficient electric motors and the amount of energy savings which will result out of its use, the market for high-efficiency electric motors in Egypt as well as the energy-saving opportunities which are associated with electric motor driven systems. The workshop aimed at familiarizing participants about the financial and technical feasibility of the available opportunities, with a focus on energy saving opportunities that do not require large investments. During the workshop, participants were introduced to the available financing mechanisms in the Egyptian market which could be used to implement large investment opportunities.
The Industrial Modernization Center (IMC) as the national project partner, has presented the electronic platform “Energy Efficient Motors” https://energyefficientmotors.com/ which was recently developed aiming at connecting the energy service providers (consultants and consultancy forms) with the end users beneficiaries representing the industrial sector. The platform offers a list of the UNIDO qualified energy service providers (consultants/ consultancy firms) who will continue to provide their services after the termination of the project duration as a way to sustain the project efforts.
By the end of the workshop, UNIDO qualified energy experts were awarded their qualification certificates and were honoured by UNIDO representatives.

نحو رفع كفاءة المحركات الكهربائية في القطاع الصناعي المصري وتحديد منصات الخدمة المتاحة

استمراراً لسلسلة الفعاليات التوعوية التي ينفذها البرنامج المصري لتعزيز كفاءة المحركات الصناعية للتوعية بأهمية المحركات عالية الكفاءة في السوق، أقيمت ورشة عمل بعنوان “نحو رفع كفاءة المحركات الكهربائية في القطاع الصناعي المصري وتحديد منصات الخدمة المتاحة” وقد عقدت الورشة في 26 يونيو 2024 وحضرها شركاء المشروع من مختلف الوزارات والمنظمات، وممثلون عن القطاع المصرفي والقطاع الصناعي، بالإضافة إلى المستشارين والشركات الاستشارية.

تهدف الورشة إلى تعريف المشاركين بالشرح التفصيلي للقرار الوزاري رقم 463/2020 بشأن معيار الحد الأدنى لأداء الطاقة (MEPS) على المحركات، وأهمية استخدام المحركات الكهربائية عالية الكفاءة ومقدار توفير الطاقة الذي سينتج عن استخدام المحركات الكهربائية عالية الكفاءة في مصر بالإضافة إلى فرص توفير الطاقة المرتبطة بأنظمة تشغيل المحركات الكهربائية. وهدفت الورشة إلى تعريف المشاركين بالجدوى المالية والفنية للفرص المتاحة، مع التركيز على فرص توفير الطاقة التي لا تتطلب استثمارات كبيرة. وتم خلال الورشة تعريف المشاركين بآليات التمويل المتاحة في السوق المصري والتي يمكن الاستفادة منها في تنفيذ فرص استثمارية كبيرة.

قدم مركز تحديث الصناعة (IMC) كشريك وطني في المشروع، المنصة الإلكترونية “Energy Efficient Motors” التي تم تطويرها مؤخرا بهدف ربط مقدمي خدمات الطاقة (الاستشاريين والشركات الاستشارية) مع المستخدمين النهائيين المستفيدين الذين يمثلون القطاع الصناعي. تقدم المنصة قائمة بمقدمي خدمات الطاقة المؤهلين من قبل اليونيدو (الاستشاريين/ الشركات الاستشارية) الذين سيستمرون في تقديم خدماتهم بعد انتهاء مدة المشروع و ذلك للعمل على استدامة جهود المشروع.
وفي نهاية ورشة العمل، تم منح خبراء الطاقة المؤهلين التابعين لليونيدو شهادات تأهيلهم وتم تكريمهم من قبل ممثلي اليونيدو.

في إطار التعاون بين منظمة الأمم المتحدة للتنمية الصناعية UNIDO و الهيئة المصرية العامة للموصفات والجودة نحو العمل على انشاء منصة إلكترونية لتسجيل المحركات الكهربائية عالية الكفاءة من خلال الشركة الإستشارية للمشروع كيمونكس مصر، تم عقد ورشة عمل برئاسة د/خالد الصوفي رئيس الهيئة المصرية العامة للموصفات والجودة يوم ١٣ مايو ٢٠٢٤ لعرض اهداف المنصة ووظائفها للجهات المعنية. وقد حضر الورشة حوالي ١٠ من السادة ممثلي هيئة الرقابة الصناعية، الهيئة العامة للرقابة على الصادرات والواردات و الهيئة المصرية العامة للمواصفات والجودة

Within the framework of cooperation between the United Nations Industrial Development Organization (UNIDO) and the Egyptian Organization for Standardization and Quality, the Egyptian Program for promoting Motors Efficiency (IMEP) is working on the development of an electronic platform which aims at the registration of high-efficiency electric motors. The platform is being developed by UNIDO consultancy company Chemonic Egypt. On 13 May 2024, a workshop was held chaired by Dr. Khaled Al-Sofi, Chairman of the Egyptian Organization for Standardization and Quality in order to present the platform’s objectives and functions to the partners organizations. The workshop was attended by about 10, representatives from the Industrial Control Authority, the General Organization of Export and Import Control, and the Egyptian Organization for Standardization and Quality

In the light of the cooperation between the Ministry of Electricity and Renewable Energy and the United Nations Industrial Development Organization “UNIDO”, the “Industrial Motors Efficiency Program – IMEP” has carried out the Energy Service Companie ( ) Fundamentals training. The objective of the ESCO training course is to raise and about the creation of Energy Service Companies ESCOs market in Egypt. The training was held from the 22nd to the 24th of April 2024 by UNIDO international consultant Eng. Albert Williams. The training was attended by 21 participants from EgyptianElectricityHolding Company, Electricity Distribution Company, Egyptian Electric Utility & Consumer Protection Regulatory Agency Energy Efficiency and Environmental Changes Unit under Ministry of Electricity and Renewable Energy, and New and Renewable Energy Authority “NREA”.

في ضوء التعاون بين وزارة الكهرباء والطاقة المتجددة ومنظمة الأمم المتحدة للتنمية الصناعية “اليونيدو”، قام مشروع "رفع كفاءة المحركات الكهربائية في العمليات الصناعية" بعقد دورة تدريبية عن اساسيات شركات خدمات الطاقة (ESCOs).
تهدف الدورة التدريبية الى رفع الوعي والمعرفة حول خلق سوق لشركات خدمات الطاقة في مصر. تم عقد الدورة في الفترة من 22 إلى 24 أبريل 2024 من قبل المستشار الدولي لليونيدو المهندس ألبرت ويليام. وقد حضر التدريب 21 مشاركاً من الشركة القابضة لكهرباء مصر وشركات توزيع الكهرباء وجهاز تنظيم مرفق الكهرباء وحماية المستهلك ووحدة التحكم في الطاقة وتغير المناخة التابعة لوزارة الكهرباء والطاقة المتجددة وهيئة الطاقة الجديدة
والمتجددة "NREA"
