للنظام الجمركي مفهومان أولهما ضيق والأخر واسع:
1. ينصرف المفهوم الواسع للنظام الجمركي إلي مجموعة الإجراءات والأدوات الفنية التي تصدرها الدولة لتنظيم تجارتها الخارجية.
2. وينسحب المفهوم الضيق للنظام الجمركي إلي تحديد المعاملة الضريبية لسلع التجارة الدولية.
و يصمم النظام الجمركي لتحقيق أهداف السياسة الجمركية ، وتعرف السياسة الجمركية بأنها برنامج تضعه الدولة وتنفذه لتحقيق أهداف اقتصادية واجتماعية وسياسية معينة مستخدمة في ذلك أدوات معينة تعمل في إطار تنظيمي ومؤسسي معين يتسق وأهداف السياسات الاقتصادية الكلية خصوصاَ السياستين المالية والتجارية.
وتتعدد اهداف السياسات الجمركية وتتباين بين هدف مالي متمثل في توفير موارد مالية للخزانة العامة ، وأهداف اقتصادية عديدة أهمها تحقيق الكفاءة الاقتصادية وتعزيز القدرة التنافسية للمنتجات الوطنية والعدالة الاجتماعية ، وذلك بالاضافة إلي هدفي تأمين التجارة الخارجية وتسهيلها في إطار دور لوجسيتي متنام تلعبة الجمارك لتعزيز ما تسمى بإدارة سلاسل الإمداد أو التزويدsupply chain management.
وكما سلف الذكر يصمم النظام الجمركي لتنفيذ أهداف السياسة الجمركية ، وفي حقيقة الأمر ربما لا تستطيع السياسة الجمركية ومن ثم النظام الجمركي تحقيق هذه الأهداف مجتمعة نظراً لوجود احتمالات قوية لنشوء تعارض بين هذه الأهداف الأمر الذي يفرض على صانع السياسة الجمركية محاولة التوفيق بينها بوضع أولويات لهذه الأهداف تتحدد وفقاً للأهمية النسبية لكل منها. وهكذا يصير من المتوقع ان يكون لدى الدولة بدائل معينة من النظم الجمركية تختار إحداها فقط لتحقيق أهداف السياسة الجمركية، ويكون على أرض الواقع ثمة نظام واحد مختار ومنفذ لتحقيق الأهداف.
وفي إطار سعي النظام الجمركي لتحقيق أهداف السياسة الجمركية، يرتبط ذلك بوجود مجموعة من الأدوات التشريعية والفنية توظف في إطار مؤسسي وتنظيمي ممثل في الإدارة الجمركية لتحقيق أهداف السياسة الجمركية. وتتوافر للإدارة الجمركية أدوات عدة تستخدمها وتطوعها في سبيلها لتحقيق أهداف السياسة الجمركية أهمها ما يلي:
1. التشريعات الجمركية وغيرها من التشريعات ذات الصلة.
2. التعريفة الجمركية او ما يعرف بالنظام المنسقHS.
3. نظام التقييم الجمركي.
4. الإجراءات الجمركية
5. النظم الجمركية الخاصة.
6. الإعفاءات الجمركية.
7. قواعد المنشأ.
8. إدارة المخاطر والمراجعة اللاحقة.
