๐ The EUโs 2019 Quality Framework defines five measurable pillars, your proposal must address them explicitly, not rhetorically.
๐ Inclusion is now a scored evaluation criterion. Vague commitments cost points in competitive KA2 rounds.
๐ Professional development of ECEC staff remains the single most evidenced lever for quality outcomes โ and the strongest hook for your theory of change.

Europe's teachers and school leaders are navigating a widening professional development gap and Erasmus+ remains the only EU programme with the scale, funding, and architecture to close it.
With โฌ26 billion committed through 2027 and nearly 1.5 million participants in 2024, KA1 mobility and the new 2026 KA2 school partnerships offer education professionals a fully funded, strategically structured route to real institutional change.
But funding alone is not a strategy. The schools that benefit most are those that begin with a rigorous needs assessment and a coherent European Development Plan.
