Σκοπός του δικτύου EURES είναι να προσφέρει υπηρεσίες στους εργαζόμενους και στους εργοδότες, καθώς και σε κάθε πολίτη που επιθυμεί να επωφεληθεί από την αρχή της ελεύθερης κυκλοφορίας των προσώπων. Οι υπηρεσίες αυτές είναι τριών τύπων: ενημέρωση, παροχή συμβουλών και πρόσληψη/τοποθέτηση (αντιστοίχηση προσφοράς και ζήτησης εργασίας)
To Δίκτυο EURES είναι ένα δίκτυο που δημιουργήθηκε το 1993 για τη συνεργασία μεταξύ της Ευρωπαϊκής Επιτροπής, των δημόσιων υπηρεσιών απασχόλησης των κρατών μελών του ΕΟΧ (οι χώρες της ΕΕ και η Νορβηγία, Ισλανδία και το Λιχτενστάιν) και άλλων εταίρων. Το EURES εξασφαλίζει σταθερή βάση συνεργασίας μεταξύ των Κρατών Μελών της ΕΕ ούτως ώστε να παρέχει υψηλού επιπέδου υπηρεσίες στους εργαζόμενους και τους εργοδότες οι οποιοι ενδιαφέρονται ήτε να εργαστούν στην ευρώπη ήτε να προσλάβουν προσωπικό από την ευρώπη.
