Why Cyprus Is Attractive For High New Worth Investor Immigrants Cyprus has the only fast track citizenship by investment program in Europe. Earlier in March 2020, analysts said that wealthy Russians will become more active in buying foreign properties. And this forecast is coming true.

По данным Министерства финансов Республики Кипр, в зависимости от того базовый или экстремальный сценарий развития экономики выберет правительство, на возмещение экономических издержек из-за вспышки коронавируса стране понадобится от 3,6 до 5 млрд евро.
Как стало известно, одной из 27-и мер поддержки экономики острова в кризис, станет ускорение инвестиционно-паспортной программы Кипра.
Этот вопрос и условия его реализации будут рассмотрены сразу после пасхальных праздников в парламенте.
Напомним, в настоящее время регламент предусматривает выдачу паспорта Кипра за инвестиции через 6-7 месяцев ( хотя на практике, сроки доходят и до 10-12 месяцев), после момента подачи всех необходимых документов. Однако, в скором времени этот срок может существенно сократиться.
Специальным комитетом, в составе трех человек ответственных за контроль натурализации, разработан пул новых правил. Как ожидается, он будет четко определять процедуру и условия ускоренного предоставления гражданства Кипра инвесторам.

Стоит отметить, что с начала года было одобрено 100 заявок, а более 700 еще находятся на рассмотрении.
По оценкам экспертов, благодаря ускоренной выдаче паспортов Кипра, государственную казну можно будет пополнить минимум на 1 млрд евро. Это частично компенсирует потери, вызванные пандемией COVID-19.
Кроме того, ускорение программы будет способствовать перезапуску строительного сектора, который сейчас испытывает значительные трудности из-за ввода ограничительных мер.
Ускоренная процедура выдачи паспортов рассматривается правительством Кипра, несмотря на текущие ужесточенные требования программы, а также беспрецедентное решение об отзыве гражданства у 29 инвесторов в ноябре 2019 года ( ни один паспорт из списка еще не аннулирован).
И это не удивительно, согласно данным Министерства финансов, с 2013 года и по сегодняшний день в экономику Кипра в рамках программы "золотых паспортов" поступило около 6,6 млрд евро. По официальным оценкам, только в 2019 году программа обеспечила 1,2% ВВП страны.
Нельзя не упомянуть, что Европейский союз опасаясь, что так называемые "золотые паспорта" не только создают проблемы с безопасностью для Европы, но также приводят к ландромату отмыванию средств, к коррупции и способствуют уклонению от уплаты налогов, ищет способы ликвидации этой программы.
Поэтому нельзя отрицать, что и этот фактор сыграл не последнюю роль в намерении Республики ускорить программу. Кто знает, возможно это последняя возможность заработать Кипру на программе натурализации за инвестиции.

Citizenship program will save the economy of Cyprus

According to the Finance Ministry of Cyprus, the country will need of between 3.6b – 5b EUR to recover economic costs due the coronavirus pandemic.
The Government of Cyprus decided to accelerate vetting of applications - including it as one of the 27 measures urgent measures to deal with the economic fallout.
The regulation setting terms and conditions to grand citizenship are be tabled in Parliament after Easter.
At the present time, the regulation provides a Cypriot passport for investments in 6-7 months (on practice reach 10-12 months), after the submission of all necessary documents. However, this period can be significantly reduced soon.
The draft regulations have been checked by three member an hoc committee responsible for checking the citizenship process which has submitted its own proposals. The regulations will set out with transparency the conditions under which investors can obtain citizenship. Once these are approved, the vetting process will be accelerated for the hundreds of pending applications.

So far, 100 applications have been approved and there are another 700 pending.
According to expert’s opinion, the citizenship scheme will generate about 1B EUR for the state. This partially compensates for the losses caused by COVID-19.
Also, it will help to restart the construction sector which is also struggling under the lockdown.
The government has recently decided to revoke 29 citizenships from foreign investors but practical difficulties as the law does not cover revocations. It has moreover reinforced the legal framework, setting a ceiling to the number of citizenships by investment and introducing tougher checks.
According the Finance Ministry of Cyprus, since 2013, the citizenship scheme has generated 6.6 B EUR for the economy under the program “Golden passport”. According to the official estimates, only in 2019 the program provided 1.2% of the country’s GDP.
Of course, the EU fearing that this program, called “golden passport”, not only creates security problems for Europe, but also leads to the corruption and contributes to TAX evasion, and looking for some way to eliminate this program.
So, this is also one main factor, why Government want to speed up the program. Who knows, maybe this is the last opportunity to earn money on a naturalization program for investments.
