Working to enhance connectivity and mobility between the Western Balkans, observers and the EU.

The Transport Community is an international organisation in the field of mobility and transport. It has 36 participants – the European Union member states represented by the European Commission, the six South East European Parties (the Republic of Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, the Republic of North Macedonia, and the Republic of Serbia) and the three observing participants

🚦 The recorded 78 road fatalities per million inhabitants in 2025. The EU average was 43. That gap is too wide. And it is costing lives.

Our new preliminary road safety data show that progress across the region remains uneven. Some partners reduced fatalities in 2025. Others saw worrying increases.

This is why implementation matters.

EU standards, action plans and strategies are important. But they must translate into safer roads, stronger enforcement, better data and faster emergency response.

The Transport Community will continue working with regional partners through the Next Generation Road Safety Action Plan 2025–2027 to help turn commitments into results.

In Leipzig, our study visit with the European Union Agency for Railways connected two sides of transport transformation: strategic resilience and practical digital rail operations πŸ›‘οΈπŸš†

1️⃣ At the International Transport Forum, 15 participants from the explored why resilience must sit at the heart of future transport investment. Not as an add-on. Not as an emergency response. But as a core principle for building networks that are safe, reliable and ready for change.

2️⃣ The following day, we organised a visit to the Deutsche Bahn InfraGO Operations Control Centre, where participants gained hands-on insights into ETCS operations, the Shadow Operator concept and digitalisation in the railway sector.

🎯 This is how progress happens: by learning from EU experience, sharing practical knowledge and bringing regional partners closer to the systems, standards and technologies shaping the future of European transport.

Happy from all of us at the Transport Community! πŸ‡ͺπŸ‡Ί

Every road, railway and waterway that people build and use is more than infrastructure. They are bridges between people, economies and futures πŸ’™

The Transport Community brings together the entire , six partners and three observing participants in a shared mission: to connect our continent not only by asphalt and rail, but also through common standards, shared values and a common European future.

Today, we celebrate what Europe stands for - the belief that when we move together, we go further ✨

Connectivity is not only a technical goal. It is a political choice. And every day, we choose Europe. Every day, we are .

With EU support, we continue helping strengthen the foundations of a safer and more reliable system πŸš†

At today's workshop in Chișinău, we focused on five practical documents prepared for Moldova's Railway Agency.

These documents will help the Agency prepare for its future responsibilities, including licensing railway undertakings, issuing safety certificates and authorisations, developing supervision plans and carrying out safety audits.

This is how we build strong procedures and the institutional capacity needed for a modern railway sector, supporting Moldova's alignment with EU standards and creating conditions for a gradually opened and better regulated railway market.

This week in ChiΘ™inΔƒu, we organised a two-day training for colleagues from on how to make roads safer through better road checks, safety assessments and practical reporting 🎯

This activity is particularly important for Moldova, as it is closely linked with priorities under the and Reform Agenda, especially in the area of connectivity and infrastructure.

Together, we looked at:
πŸ”Ή how to identify dangerous points on roads
πŸ”Ή how to check if new or existing roads are safe
πŸ”Ή how to make roads around schools safer
πŸ”Ή how to improve safety in tunnels
πŸ”Ή how to prepare clear road safety reports
πŸ”Ή how to train and certify road safety experts

This training is part of our EU-funded support to Moldova as they work to bring their transport systems closer to EU standards βœ…

Safer roads mean safer journeys for everyone: children going to school, families travelling, professional drivers, cyclists and pedestrians.

Effective road safety policy starts with good data. This was at the centre of our discussions at the 12th Road Safety Observatory (WBRSO) meeting, held in Athens together with the 23rd Technical Committee which took place alongside the IRTAD 2026 Conference 🚸🚦

This time, we explored improving the quality, completeness and comparability of regional road safety statistics, focusing on:
πŸ”Ή progress achieved in the implementation of our Next Generation Road Safety Action Plan
πŸ”Ή gaps that still need to be addressed
πŸ”Ή 2025 road safety data collection and reporting through WBRSO
πŸ”Ή alignment with the EU CARE data model
πŸ”Ή lessons from 's integrated road safety database and progress of and towards EU CARE integration
πŸ”Ή preparation of the regional seat belt campaign and upcoming capacity-building activities

We also took part in an informal meeting of road safety observatories which brought together ERSO, AIRSO, IARSO, APRSO, EaPRSO, ARSO and WBRSO to exchange updates, strengthen cooperation and contribute to future global road safety reporting βœ…

This is how we help move road safety from assumptions to evidence, from fragmented reporting to comparable data, and from isolated efforts to regional progress.

πŸšπŸ”‹ Some people call Paris the City of Light. That light gave us a clear picture of what the future of urban mobility can look like.

Together with the Deutsche Gesellschaft fΓΌr Internationale Zusammenarbeit (GIZ) GmbH, we co-organised a study visit under the Clean Bus and Clean Fleet Platform, hosted by the Île-de-France MobilitΓ©s βœ…

The visit brought together representatives from across the , cities and international partners, including European Bank for Reconstruction and Development (EBRD), European Investment Bank/JASPERS, and GIZ, to learn from Paris' experience in deploying electric buses at scale.

Our focus was on:
πŸ”Ή electric bus deployment in practice
πŸ”Ή charging infrastructure and grid integration
πŸ”Ή climate-resilient depots and operations
πŸ”Ή financing solutions for cleaner urban transport

Participants also visited a bus operations centre to see how these systems work on the ground, from fleet management to infrastructure planning. These exchanges are helping our regional partners build the knowledge needed to prepare cleaner, smarter and more investment-ready urban transport projects πŸ™Œ

✨ This is how we move from ambition to implementation under the and the Sustainable and Smart Mobility Strategy.

Regional cooperation also means working responsibly behind the scenes 🧐

At today's 12th meeting of our Budget Committee, held in Belgrade, members reviewed how our Secretariat implemented its work in 2025 and discussed the financial planning for 2026.

Chaired by the European Commission, the meeting brought together representatives of our regional partners and the Secretariat to look at key topics:
πŸ”Ή 2025 Annual Operational Report
πŸ”Ή budget implementation and financial planning
πŸ”Ή support for observing participants
πŸ”Ή payment schedules and next financial steps
πŸ”Ή human resources overview

Good governance may not always be the most visible part of regional cooperation, but it is what helps keep our work credible, organised and focused on results. Strong cooperation needs strong foundations. This is one of them 🎯

Border crossings are where connectivity is tested in practice πŸ›‚

That is why we joined forces with the Central European Initiative - CEI and CEFTA - Central European Free Trade Agreement to organise a study visit on coordinated border control between and , focusing on the AlbiΘ›a-LeuΘ™eni crossing point.

The visit brought together representatives of customs administrations, border police and transport ministries from the , Moldova and neighbouring EU Member States (Romania, Bulgaria, and Hungary) to exchange knowledge and build their capacities.

This was also the first time that such an activity took place in Moldova in the framework of its role as an observing participant in the Transport Community.

During the visit, we focused on:
πŸ”Ή showcasing how coordinated border control works between an EU Member State and a non-EU country
πŸ”Ή exchanging practical experience relevant for the Western Balkans
πŸ”Ή reflecting on the implementation of EU border management standards, including the impact of the Entry/Exit System (EES)
πŸ”Ή strengthening cooperation on transport facilitation and smoother traffic flows

Taking place alongside CEFTA and Transport Community meetings in Chișinău, the visit enhanced our practical cooperation and regional learning.

Supported by the CEI Romanian Presidency, it also stepped up cooperation between the CEI and the Transport Community on connectivity and transport facilitation.

Less waiting at borders. Better coordination. Stronger connectivity.
