This map shows one of the earliest British plans (1788) for a town at Toronto Harbour, designed by military engineer Gother Mann before the city of Toronto existed.

It proposed a highly organized, mile-square settlement with a central government and military district, surrounding residential areas, public commons, and reserved lands, reflecting British ideas of imposing orderly urban design on what they viewed as undeveloped territory.

The plan was never built because it was too ambitious for a frontier settlement and largely ignored the area's actual landscape, including its hills and ravines.
