Join the Child Care Pay Equity Project for a webinar to release the new detailed report exploring the root causes of low wages in the early learning and child care sector in Ontario. The report examines pay equity law, why wages remain low in many places, and how pay equity can address this.

Child care services are an essential public infrastructure in Ontario. How can we work together to ensure that early learning and child care workers are fully valued and fully paid? Child-care services are a textbook example of a sex-segregated sector in which women’s work has been historically devalued. Child care wages are low not only because they work in a female-dominated field, but also because the care and nurturing they provide were once expected to be performed by women for little or no pay in the home or through charitable institutions.

The recent Auditor General’s Report observed a shortfall in the funding necessary to implement the Canada-Wide Early Learning and Child Care program in Ontario. But, despite what Doug Ford has claimed, it’s not primarily a problem with the federal portion of CWELCC funding.

The Canada-Wide Early Learning and Child Care (CWELCC) agreement provides $16.77 billion in federal funds between 2026 and 2031, but according to their own figures, Ontario’s own spending on child care has stagnated.

Across all regions, women are paid less than men, with the gender pay gap estimated at around 20 per cent globally."
