CASE STUDY: "We need a new Performance Management system"
Problem:
One of our clients needed a new performance management approach. Their system had become transactional and inconsistent. They wanted to replace their old, tired approach with a process that supported:
- clarity
- accountability, and
- meaningful dialogue.
Solution:
Rather than introducing new tools from the top down, the organization committed to building the program through genuine engagement with both staff and leaders.
Step 1: The Listening Phase.
Pesce & Associates facilitated a number of engagement sessions designed to surface real experiences with the existing system. Leaders were invited to share expectations, frustrations, and hopes for a more effective approach. Staff participated in focus groups to describe what felt fair, what felt unclear, and what they wished performance conversations could accomplish.
Step 2: Co-Creation.
Themes were identified, and staff and leaders participated in facilitated sessions where they tested draft tools, discussed what strong performance looks like in their context, and explored how coaching conversations could become more constructive. The workshops served a dual purpose: they improved the design and strengthened trust by giving people a direct role in shaping the system. Throughout the process, updates were shared openly so everyone could see how their feedback was influencing decisions.
Step 3: Pilot a New Approach.
Before full implementation, the organization tried out the new approach with a small group of managers and employees. They experimented with revised templates, conversation guides, and self‑assessment tools, offering candid feedback that informed final adjustments. This pilot phase helped refine the system and provided early evidence that the new approach was more intuitive and more supportive of meaningful dialogue.
Step 4: The Launch.
By the time the performance management program launched, staff and leaders felt invested in its success. The process of listening, co‑designing, and piloting created a sense of shared ownership that made adoption smoother and more sustainable.

The redesigned system ultimately led to clearer expectations, more consistent evaluations, and stronger engagement in coaching and accountability. Most importantly, it demonstrated that when organizations build performance management with the people who use it, they create a program that is trusted, practical, and aligned with the culture they want to strengthen.

The Ontario Court of Appeals has clarified the rules for interpreting employment contracts: "This decision provides welcome clarity and a measure of relief for employers. It confirms that standard “at any time” and “at any time and for any reason” language in without cause termination clauses is not, in and of itself, inconsistent with the ESA."
