Why does a card sometimes process offline and other times online?

It all comes down to EMV risk management - the decision-making process that determines whether a transaction is approved locally by the card/terminal or sent to the issuer for authorization.

Here’s what happens:
• The terminal and card exchange risk parameters (like floor limits, velocity checks, and exception files).
• If conditions are met, the transaction may be approved offline - faster, but limited in scope.
• If the transaction looks higher risk, it’s sent online to the issuer for a full decision.
