Take control. Your dog is begging for leadership and guidance, but if there is no one to step up to the plate, they for sure will. The issue with this is that your dog is one of the worst decision makers on the planet. When you have a powerful working breed, now you have a giant liability. 

Dogs view the world through space and positioning. When your dog is dragging you from scent to scent, scanning for any and all targets, it’s pretty clear of what their intention is. However, when you take back the leadership position, have your dog walk to the side or behind you, not because they are physically being held there, but because they understand mentally how to follow a human being, it takes a huge burden off of your dogs back. 

The reactive cycle for your dog to be lunging at a dog/person, the other dog/person walks away, and your dog being rewarded with that space they created solids their reaction. The easiest way to break it is to (obviously hire a trainer) stop walking in your neighborhood main streets. The way streets are designed, straight lines for dogs to load up and stare at each other for 30 seconds, is going to force a problem. It’s like two drunk men staring at each other at a bar. Eventually there is going to be an altercation.

Once you feel like you have good control of your dog, you need to introduce dummy people/dogs, that won’t come to close to you right away, and also won’t run away when your dog reacts. I advise you practice this under the guise of a professional.
