There is no such things as an "atmospheric river". That is a silly media "invention" like "polar vortex" etc.. There are (1) air masses , and (2) fronts . Each with his own characteristic of moisture , temperature and level of stability (or not). There is high pressure and low pressure systems. These are related to atmospheric density. Some [above] create turbulence others don't. All these are represented in weather charts .
Because you asked: The Aviation Flight Dispatcher ground school is on "neutral" meaning there is not enough interest (committed candidates) to make a course viable at this time. There are no dates and not course schedule at the moment. Will this change in the future? Hard to say. It all depends on the timing and the number of commited candidates. Due to the nature of this "course" it is held in the evening only and it is virtual (i:e: via ZOOM).

This is important for the (a) Flight Crew a.k.a Pilot and FO, and (b) Dispatcher. So what is it? Whats does it mean? What is important about it ? I bet they don't teach you that in the PPL/ CPL ground school (and why would they?) And yes you are "tested" on the exam about this...

How to become a Flight Dispatcher? NO you cannot simply apply to a job posting. You NEED to pass the Transport Canada Exams first before you can apply for a job. No one will look at you if do not have it (TC paper confirm you pass the exams) . It is that simple.

To answer your questions (below), and NO you cannot possibly acquired the necessary information/knowledge in a few days.
It takes commitment to attend all the "classes/lecture" and self study at home. It is a commitment over time, and NO a PPL or CPL ground school is not enough.
