Many families were told that sponsoring a spouse or child was permanently impossible due to a past immigration mistake.

A temporary IRCC public policy may now allow certain excluded spouses, partners, and dependent children to apply for permanent residence despite the lifetime exclusion under R117(9)(d) or R125(1)(d).

⚠️ This exemption is only available until September 10, 2026.

On February 27, 2025, Minister Marc Miller of IRCC announced some changes to the category based draw under the Express Entry (EE) program.

Some occupations were added, but some were removed. For example, Software Developer was removed from the STEM category.

Below are some notable additions to the category based EE which will benefit those who are hopeful to come to Canada or stay.

Healthcare and social services occupations:
Social and community service workers
Social workers
Massage therapists
Science, technology, engineering and math (STEM) occupations:
Insurance agents and brokers
Trade occupations:
Cabinetmakers
Cooks
Floor covering installers
Concrete finishers
Roofers and shinglers
Painters and decorators (except interior decorators)
Agriculture and agri-food occupations:

Butchers - retail and wholesale
Education occupations:
Elementary and secondary school teacher assistants
Instructors of persons with disabilities
Early childhood educators and assistants
Elementary school and kindergarten teachers
Secondary school teachers
Now, you will still need to qualify for one of the three Immigration streams under EE, namely Federal Skilled Worker Class, Canadian Experience Class and the Federal Skill Trades Program.

But, being part of these named occupations increases your chance to be picked or drawn and be invited to submit a complete application for permanent residency.

Another suggestion I have is for you to study French language. Since IRCC is prioritizing people with CLB 7 French language proficiency, you will have a lot more chances of being invited if you have French language in your arsenal.

As mentioned, these occupations apply to inside and even outside Canada applicants. Imagine, coming to Canada without needing to study or obtain a work permit which means freedom.

---Flexible work options with a job offer.
Home care workers can work where they are needed. Your job offer can be from

home health care service providers
home care support service providers
direct care agencies
personal care services in residential settings
pediatric home health care service providers

ANOTHER BREAKING NEWS!

Today, Minister Boissonnault is announcing next steps and further details of the following changes that will become effective on September 26, 2024. Specifically:

---The 10% employer cap on temporary foreign workers under the Low-wage Stream of the TFW Program will apply across Canada, including occupations that fall under the Traitement Simplifié in Quebec. An exception will be made for employers seeking to fill labour shortages in the healthcare, construction, and food processing sectors, which will be permitted to keep a 20% cap.

---All Labour Market Impact Assessments (LMIAs) approved for Low-wage Stream positions will be limited to a work duration of a maximum of one year, including those processed under the Traitement Simplifié, except for occupations under the Primary Agriculture Stream.

---The Refusal to Process (RTP) policy will apply to all Census Metropolitan Areas (CMAs) with an unemployment rate of over 6%. An exception will be made for employers seeking to fill labour shortages in the healthcare, construction, and food processing sectors. The CMA unemployment rate information will be updated four times a year, when the first Labour Force Survey of each financial quarter is published. The list will be updated on the same day that the data is published.

IRCC made another overhaul to the International Student Program. Below are the main bullet points:

---announcing a further reduction in the intake cap on international student study permits for 2025 based on a 10% reduction from the 2024 target of 485,000 new study permits issued, and then stabilizing the intake cap for 2026 such that the number of study permits issued remains the same as 2025
For 2025, this means reducing study permits issued to 437,000
---updating the Post-Graduation Work Permit Program this fall to better align with immigration goals and labour market needs
---limiting work permit eligibility, later this year, to spouses of master’s degree students to only those whose program is at least 16 months in duration
---limiting work permit eligibility later this year to spouses of foreign workers in management or professional occupations or in sectors with labour shortages—under Canada’s work permit programs (TFWP and IMP)
